Your Specific Responsibilities:
Coordinate with the District legal office, District Local Program Administrator, Department Project Managers, various other Department personnel and local governments to prepare and execute all local program agreements and supplemental agreements ensuring that agreement language, funding, and Scope of Service language is clear and concise. Monitor Work Program to assure programmed funds are in the Adopted status before executing agreements. Input data into the Contract Fund Management System to commit (encumber) funds prior to execution of agreements. Coordinate with District and local agency staff to obtain and review documentation associated with Professional Services Contracts for all professional services phases for LAP projects. Ensure local agency advertising and award procedures and local agency contracts comply with federal requirements.
Coordinate with the Local Agency to ensure that proper documentation is received for LAP Certification, Re-Certification and final approval of the administrative checklists. Assist the District Local Program Administrator in conducting project performance evaluations. Coordinate and/or facilitate training for certified LAP agencies to maintain certification status by working with Central Office staff and District functional area experts.
Input agreements, amendments and other related documentation into various electronic document management systems including, but not limited to Project Suite Enterprise (PSEE), Local Agency Program Information Tool (LAPIT) and Florida Accountability Contract Tracking System (FACTS). Coordinate the execution of amendment, close out, and other related documents. Coordinate review and processing of all requests for time extensions for JPA/LAP projects, make recommendations to the District Local Program Administrator, and provide approval/disapproval.
Monitor active JPA/LAP agreements to ensure local agency invoices are received according to the agreement terms. Audit, reconcile and process invoices related to JPA/LAP agreements by working directly with Department Project Managers and local agencies. Prepare Summary of Contractual Services Agreement/Purchase Order Form and submit invoices for payments in a timely manner to avoid projects appearing on the Non Activity and/or Federal Financial Integrity Review and Evaluation (FIRE) report. For any projects on the Non Activity and/or FIRE Report, research and contact local agencies for the prompt removal of the JPA/LAP project from the report. Perform closeout reviews, coordinated with Central Office Unit staff to address and resolve revenue and expenditure issues.
Support all audits of JPA/LAP projects to provide requested information and answer questions regarding the oversight and management of the projects. Identify process inefficiencies and provide input for process I improvements. Assist with the development of processes and procedures for the District JPA/LAP program.

Establishes and maintains professional relationships with high ranking officials in other governmental agencies, the Judiciary, members of the academic community and appropriate private agencies.

Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.
Some examples of this qualifying experience are:
* Experience assisting in managing Residential Reentry programs.
* Experience planning, developing, coordinating, implementing, overseeing and evaluating contract detention efforts.
* Experience working with other Federal criminal justice agencies including U.S. Probation, U.S. Marshals Service, U.S. Sentencing Commission, and U.S. Parole Commission.
* Experience interpreting and utilizing policies, directives, and agency guidelines to effectively manage residential reentry operations.

ESSENTIAL JOB FUNCTIONS:
Responsible for managing assigned caseload of centers and FCCH and ensuring they are in compliance. with USDA and Department of Health (DOH) rules and regulations.
Reviews all aspects of the CCFP program including analyzing and evaluating paperwork documentation for compliance with CCFP audit requirements and providing training and technical assistance.
Cooperates with the CCFP supervisor and Director to meet the CCFP Office's schedule for monitoring participating centers and family child care homes for meals being claimed. This involves both on-site and in-office reviews, including auditing paperwork.
Works directly with the CCFP supervisor and Director to report all findings and observations. Responsible for keeping, detailed records and documentation for auditors.
Provides pre-operational visits to caregivers for the purpose of information, technical assistance and to report to the CCFP supervisor and Director for the purpose of program approval.
Provides education, training and technical assistance to all providers and their staff on USDA Food Program requirements as well as nutrition education. Serves as a resource for providers using Minute Menu software.
Assists with monthly voucher paperwork at the beginning of each month, including checking provider meal counts and menus entered into Minute Menu software, entering receipts and labor documentation into Minute Menu and analyzing error reports generated by the Minute Menu software for each center.
Assists with the paperwork involved in application for, and on-going agreements with, participants, including all forms required by the Department of Health and Food and Nutrition Management programs.
Assist the Quality Assurance Monitoring Specialist, CCFP supervisor and Director in the preparation for activities during, and responses to CCFP audits and program monitoring by State and Federal personnel.
Follows-up at the direction of the CCFP supervisor and Director on issues of noncompliance and/ or complaints regarding food service and related areas. Provides testimony at hearings regarding contract cancellations.
Imposes sanctions on providers who are found to be deficient according to USDA guidelines.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities:
Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar in order to prepare and read documents and correspondences.
Knowledge of office practices and procedures.
Ability to gain knowledge of CCFP regulations regarding meal service, monitoring procedures and 4C agency policies.
Ability to gain knowledge of USDA Food Program requirements.
Ability to perform basic mathematical calculations. Ability to gain knowledge of early childhood nutrition. Ability to gain knowledge of early childhood development. Ability to gain knowledge of documentation procedures for the CCFP.
Knowledge of the geographical area to which assigned and the ability to read and interpret maps and instructions.
Ability to operate a personal computer. Basic knowledge of a variety of computer software applications in word processing, spreadsheet, and database software (including MS Word, Excel). Ability to navigate the Internet.
Ability to demonstrate excellent organizational skills. Ability to communicate effectively in written and oral form.
Ability to prepare technical reports. Ability to perform in a detail-oriented manner. Ability to establish and maintain effective working relationships with others. Ability to effectively train individuals. Must be tolerant of different learning styles of customers.

EDUCATION AND EXPERIENCE:
Graduation from an accredited four-year college or university with a Bachelor's Degree in Food Science and Human Nutrition, Education, Social Work, Business Administration or a related field.
Two years' experience in a child nutrition program, child care center, social work, or related field.
