The UMKC Institute for Human Development, University Center on Excellence in Developmental Disabilities (IHD) is an applied research and training center for human services designed to exemplify the University's goals of engaged scholarship and community partnerships. Its functions include interdisciplinary training, applied research, community program development and information dissemination. The CtLC Nexus, housed at UMKC Institute for Human Development, is designed to support the "intersect of Charting the LifeCourse ideas, collaboration and transformation." As the definition of "nexus" implies, it is the central place that connects or links groups, things, and ideas together. The CtLC Nexus provides an infrastructure for stakeholders to engage with a growing network of implementers on the Charting the LifeCourse framework to learn from one another, share stories, and participate in opportunities to build one another's capacity. In addition, the Nexus serves as a research center, partnering with people and organizations who are using CtLC as a lens to enhance and innovate existing resources, training, and practices, and/or to develop new promising practices, resources, trainings, or products. The Nexus then disseminates these innovations, through access to resources and materials, and providing training and technical assistance.
The IHD is seeking an experienced and resourceful leader to become a Sr. Program Area Specialist. This role is highly collaborative and is a key contributor to the successful development and expansion of the Charting the LifeCourse Nexus training, technical assistance and knowledge translation goals.
The LifeCourse Senior Program Area Specialists will:
* Assist in managing and coordinating a portfolio of training and technical assistance projects related to long term services and supports, specifically person-centered planning and support coordination. This includes monitoring project timelines and ensuring required deliverables are met.
* Provide training and technical assistance to organizations and professionals to integrate and implement LifeCourse framework and tools for support coordination/case management.
* Oversee and adapt functional plans and priorities, to meet short- and long-term services and organizational goals of the Nexus and IHD.
* Assist in the development and maintenance of LifeCourse training resources and tools for professionals and organizations to use to enhance support coordination/case management.
* Support the on-going membership and learning of a national network of professionals and organizations.
* Assist with the evaluation and research of LifeCourse projects, programs and evidence-based practices focusing on support coordination/case management.
* Work collaboratively with internal and external subject matter experts and identify target audience's technical and strategic needs to develop and implement desired outcomes .
* Develop and maintain strong synergistic relationships with external partners, IHD and Nexus team members.
NOTE: This position may require travel.
NOTE: This position is 100% grant funded and is contingent on continued funding.

Minimum Qualifications
A Bachelor's degree or an equivalent combination of education and experience and at least 3 years of experience from which comparable knowledge and skills can be acquired is necessary.
Preferred Qualifications
A Master's degree in social work, human/social services, healthcare management, or public administration) or an equivalent combination of education and experience and at least 4 years of experience in social services and organizational management from which comparable knowledge and skills can be acquired is necessary.
* Personal lived experience or working experience with people with disabilities and/or their families.
* One or more years of experience with project management, information dissemination, data collection, or experience on research projects.
Demonstrated relevant experience that provides the following knowledge, abilities, and skills:
* Experience in best practices for person centered support coordination practices, including implementation of the CtLC framework and tools into the day-to day role.
* Experience in managing, leading, and training support coordinators/case managers and/or organizations, with experience integrating person-centered practices and/or Charting the LifeCourse into organizational policies, procedures, or culture.
* Experience and expertise in partnering with professionals, community members, and people with disabilities.
* Self-driven performance and initiative with strong skills organizing and managing more than one project at a time.
* Experience with developing training and written materials for broad dissemination and use (such as: reports, publications, curriculum, tools/resources for individuals and families)
* Ability to work effectively in a diverse community and meet the needs of diverse learning populations.
* Ability to work well independently as well as with a team.
* Participated in, coordinated and/or lead strategic planning or process consulting for organizational change.
* Strong connection to and/or active membership in national, state and local organizations specific to support coordination/case management and person-centered best practices.

Anticipated Hiring Range
Starting salary $65,000 annually, commensurate with experience/qualifications and internal equity.

Reporting Structure:
The Senior Program Area Specialist for reports directly to the Sr. Project Coordinator. It is preferred but not required that this position is housed on the Kansas City campus and/or lives in Missouri. Out of state applicants will be considered, if it is understood that there will be requirements of Kansas City meetings and office hours throughout the year. Some travel may be required, depending on contracts and grants.

Under the general direction of the Residential Reentry Management Branch (RRMB) Administrator, responsible for development and implementation of all duties and functions related to procurement initiatives, administration and/or oversight activities for the operations and programs of Residential Reentry and contract confinement/detention facilities nationwide.
Serves as a resource person for the Bureau of Prison's (BOP) executive staff in regard to the residential (e.g., community) reentry of federal offenders. As such, provides information and advice to Branch Chiefs, Deputy Assistant Directors, Assistant Directors, Regional Directors, and the Director regarding the community reentry of offenders in BOP custody, the allocation of bureau resources for community residential reentry, and the current state of similar programs offered by other agencies.
Serves as a liaison for the BOP with external entities regarding residential reentry initiatives and short-term detention facilities. Establishes and maintains professional relationships with high ranking officials in other governmental agencies, the Judiciary, members of the academic community and appropriate private agencies.

Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.
Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.
Some examples of this qualifying experience are:
* Experience assisting in managing Residential Reentry programs.
* Experience planning, developing, coordinating, implementing, overseeing and evaluating contract detention efforts.
* Experience working with other Federal criminal justice agencies including U.S. Probation, U.S. Marshals Service, U.S. Sentencing Commission, and U.S. Parole Commission.
* Experience interpreting and utilizing policies, directives, and agency guidelines to effectively manage residential reentry operations.

Key Responsibilities
· Develop, modify, and maintain CNC programs for production; Create optimized toolpaths using CAM software (Mastercam), ensuring repeatability, safe machining strategies, and cost-effective cycle times.
· Support machining teams with on-floor troubleshooting of program and process issues.
· Implement program revision control and ensure programs align with internal standards and machining best practices.
· Lead machining optimization initiatives focused on cycle time reduction, improved tool life, reduced scrap/rework, and enhanced repeatability.
· Evaluate and improve setups, workholding strategies, tool selection, feeds/speeds, and machining parameters to improve output and part consistency.

· Train and support machinists and production personnel on updated processes, program changes, and standard methods.
· Identify opportunities in machining equipment and supporting systems to improve efficiency, uptime, and throughput (e.g., machine upgrades, controls/retrofits, probing, automation, tool management, coolant systems, chip handling, and program management/DNC infrastructure).
· Evaluate and recommend equipment improvement initiatives based on ROI, downtime reduction, cycle time impact, quality improvements, and long-term scalability.
· Support implementation of new equipment, automation, and upgrades including acceptance testing, process validation, documentation updates, and training.
· Partner with maintenance, engineering, vendors/OEMs, and production teams to plan and execute modernization projects with minimal production disruption.
· Contribute to improving Overall Equipment Effectiveness (OEE) by addressing recurring downtime drivers including setup time, tool-change inefficiencies, program/process instability, and machine reliability constraints.
· Improve machining “infrastructure” such as CAM post-processors, program storage and revision control, standardized tool libraries, and digital setup documentation for repeatable, scalable operations.
· Ensure machining processes consistently meet print specifications and quality requirements.
· Follow and support all safety policies, machine guarding requirements, and shop floor best practices.
· Support first-article and production validation for new programs and process changes.
Requirements:
· 3+ years of CNC programming (Mastercam) experience in a production machining environment.
· Proficiency with CNC programming methods (G-code and/or conversational as applicable) and strong understanding of machining fundamentals.
· Hands-on ability to set up and troubleshoot Haas CNC Horizontal, Vertical, and Lathe machines.
· Demonstrated experience optimizing machining operations for cycle time, scrap reduction, and process stability.
· Strong knowledge of cutting tools, workholding, fixturing principles, and blueprint interpretation including GD&T.
· Proven ability to troubleshoot machining issues independently on the shop floor.
· Demonstrated ability to evaluate and support implementation of machining equipment improvements (upgrades, retrofits, automation, or process-support technology) in a production environment.
