Engineering Program Administrator, EM-08: $10,578.00 - $16,933.00 per month Examples of Duties The following administrative duties are characteristic of all positions in this class irrespective of the area of specialization: plans, organizes, directs and coordinates, through subordinate managerial personnel statewide engineering programs in a major engineering division. Organizes the broader phases of programs, such as establishing policies and general objectives and determining priorities; participates in conferences with top-echelon government, management and technical officials to discuss and reach agreement on important technical proposals. Serves as the top technical consultant or ranking authority in the program area administered and has authority to represent the agency and speak for it on current and proposed programs at top-echelon conferences. Reviews and makes recommendations on proposed legislation; conducts staff meetings with subordinate managerial and supervisory personnel to discuss current and future projects and changes affecting the policies, procedures and goals of the department as they relate to the work of the division; develops and defends budgetary requirements and determines organizational and staffing requirements for the division; evaluates the practicability and promise of new ideas, plans and developments, and reviews administrative decisions of subordinates for attainment of overall objectives; provides advice or direction as needed on policy, administrative or technical matters; prepares and directs the preparation of correspondence and technical and administrative reports. Minimum Qualifications Basic Education/Experience Requirement: All applicants must meet one of the requirements specified in A, B or C below: A. Graduation from a school of engineering in an accredited college or university. Note: For some positions, graduation from an accredited college or university with a degree in physics, mathematics or chemistry may be accepted as qualifying, provided the applicant has had at least 15 credits in engineering sciences, common to all engineering disciplines; e.g. thermodynamics, statics, electrical science, applied mechanics, engineering drawing, strength of materials, etc. B. Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering including physics, chemistry, mathematics through integral calculus, and engineering sciences such as statics, dynamics, strength of material, thermodynamics, fluid mechanics and engineering drawing and other specialized courses to one of the branches of engineering. Such experience must be substantially equivalent to the knowledge and understanding gained by completion of a college training leading to a Bachelor's degree in engineering; or C. A combination of college training in engineering and experience mentioned in B above substantively equivalent to completion of a college training leading to a Bachelor's degree in engineering. Administration of engineering programs and projects, involving analysis of requirements for equipment and materials, study of technical feasibility and cost, selection of approach, and direction of problem solution. D. Interpretation of systems operational requirements in terms of physical facilities and the design and development of standard procedures for efficient operational use or maintenance of such facilities. E. Evaluation, investigation or survey of engineering projects, structures, devices or services. F. Such activities as production, construction, regulation, and test, when they involve engineering considerations and decisions as important and controlling elements. Supervisory or Staff Advisory Experience: Supervisory Experience: Professional engineering experience which included training subordinates, coordinating and assigning workloads, evaluating performance, assisting in difficult and problem areas, and maintaining high standards of work and timely accomplishment of work objectives. Staff Advisory Experience: Professional engineering experience as technical expert in a specialized area or program function performing staff advisory, consultative and/or reviewing the work of a staff of specialists assigned to such activities as long-range planning, research and/or development of specific projects, programs, etc. Administrative Experience: Professional engineering experience which included the planning (including budget planning and justification), organizing, staffing, policy formulation and implementation of same, and directing a program providing staff services and/or assistance. Substitutions Allowed: Substitution of a master's degree in Engineering for Engineering Experience: A master's degree in a pertinent engineering field from a school of engineering in an accredited college or university may be substituted for one year of engineering experience. Substitution of Supervisory, Staff Advisory Experience or Administrative Experience for Engineering Experience: Excess supervisory, staff advisory or administrative experience of the type and quality described above may be substituted for engineering experience on a year-for-year basis. Substitution of Administrative Experience for Supervisory, Staff Advisory Experience: Excess administrative experience of the type and quality described above may be substituted for supervisory or staff advisory experience on a year-for-year basis. Licenses Required: Professional License Requirement: Applicants must possess a current, valid Hawaii State Professional Engineer (PE) license. Driver's License: Applicants must possess a current, valid driver's license. Quality of Experience: For the Engineering Program Manager and Administrator levels, applicants must have had either one year of experience comparable to the level immediately below the one for which they have applied or two years of experience comparable to the second level. For example, for the Engineering Program Manager, one year of experience must be comparable to Engineer VI in the State service or two years must be comparable to Engineer V in the State service. Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that applicant has the ability to perform the duties of the position for which applicant is being considered. Supplemental Information Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable. Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years. Burns School of Medicine (JABSOM) at the University of Hawai'i at Manoa seeks a dynamic and collaborative instructor for a unique faculty position based on the island of Hawai'i. The successful candidate will provide essential leadership in expanding, strengthening, and coordinating numerous health professions and health science pathway programs on island, conducted in close coordination with Area Health Education Center (AHEC), Health Careers Opportunity Program (HCOP), UH health professions unit outreach activities (medicine, cancer center, nursing, social work, public health, pharmacy, and others throughout the UH system). This position also works closely with the JABSOM Medical Education Physician lead on island, to coordinate and deliver instruction to different learner groups and community partners. Duties and Responsibilities: Pre-Health/Pre-Health Science and Medical Student Education (Approximately 20%): * Conduct UH Manoa Pre-Health Advising (PAC), AHEC-, HCOP- or other health science presentations to K-12 students, undergraduate students, non-traditional learners and community partners, as appropriate. * Assist in teaching the College and Career Success Course and disseminate information to students and adult learners interested in health careers. * Create or adapt distance learning modules and in-person presentations on various themes, including time management, learning styles, motivation, inhibitors, computer skills, email and social media etiquette, reading strategies, note-taking, test-taking strategies, critical thinking, math and science review, professionalism, and financial aid, utilizing materials from UH and JABSOM financial aid experts. * Mentor and advise pre-clinical or pre-science students, utilizing resources provided by the UH health professions and health science programs or schools. * Participate as a resource person in the Problem-Based Learning (PBL) curriculum for first- and second-year medical students. * Teach on-island medical students in their required Community Health course. * Teach AHEC-sponsored community health worker or social work students. * May involve other teaching activities depending on qualifications and school needs. Coordinate Health Professions and STEM Pathway programs (Approximately 20%): * Serve as the key liaison between JABSOM, UH Manoa Pre-Health Advising Committee (PAC), Hawai'i County-based schools with health academies, tracks, or programs, STEM-focused academies, tracks, or programs, UH Hilo and UH Hawai'i Community Colleges health and science-focused program leaders. * Collaborate with the county-based Area Health Education Center and Health Careers Opportunities Program staff, University of Hawai'i primarily undergraduate institutions (i.e., community colleges, other 4-year colleges as applicable), and liaisons with the Hawai'i State Department of Education, Kamehameha Schools (as applicable), and other Hawai'i Association of Independent Schools (as applicable) to develop, expand, and implement on-island/in-county health career and STEM-focused activities for students in county K-12 schools. * Collaborate with JABSOM and other UH workforce training programs and infrastructure grants (i.e., INBRE) to expand and implement outreach, exposure, or onsite training programs held in the county, as resources allow. * Assist the Associate Dean for Academic Affairs and the on-island Medical Education Physician Lead in developing and implementing relevant policies, affiliation agreements, or other system-level initiatives to achieve more health professions and STEM-focused activities on the island. * Collaborate with the on-island Medical Education Physician Lead to establish and maintain strong working relationships with community physicians and healthcare professionals on Hawai'i Island, encouraging their participation in outreach activities to high school and community college students, as appropriate. * Actively participates in department or school faculty development activities to promote their growth as a health educator and role model for pre-medical, pre-health, and pre-health science learners. * Actively participates and helps coordinate the JABSOM Office of Medical Education and other JABSOM-related community medicine or population health activities on island. * May involve periodic travel to O'ahu to participate in faculty professional development or curriculum retreats. Service and Scholarly Activity(Approximately 10%): * Coordinate travel for county students to participate in on-island and O'ahu-based activities, including but not limited to the Teen Health Camp and the Medical Diagnosis and Treatment Program. * Assist AHEC staff based on O'ahu or the county, as needed, preparing materials needed for health and health-science education activities in schools and communities in the county. * Attend partnership meetings, conferences, workshops, and other collaborative activities. * Engage in scholarly activities, which may include but are not limited to pathway program evaluation, quality improvement, policy research, publication, presentation, or grant writing related to medical education or community health, particularly focusing on neighbor island needs. * Contribute to the academic and healthcare community on Hawai'i Island. * Participate in JABSOM, University, and relevant community committees as assigned or appropriate. * Performs related tasks as assigned. Instructor Minimum Qualifications: * A Master's degree from an accredited college or university in a health or health science field (i.e., MPH, MHA, MSW, MSN, or similar). * Demonstrated experience in teaching students in a classroom or clinical setting, including utilizing case-based and group discussions. * Demonstrated ability to develop, conduct, and adjust presentations based on different stakeholders or different literacy levels, including those without health and science backgrounds. * Demonstrated ability to manage several simultaneous projects, including data collection, data entry, and simple analysis. * Proven ability to work collaboratively and effectively with diverse groups, including community stakeholders, professionals in education and healthcare settings. * Excellent organizational, interpersonal, and communication (written and verbal) skills. * Professionalism in meeting and conferring with others. * Ability to work independently and take initiative in a complex environment.
