The Training and Operational Readiness Information System (TORIS) is the enterprise knowledge and data solution developed by Afloat Training Group Pacific (ATGPAC) to enable Commander, Naval Surface Force (CNSF) and the Surface Warfare Enterprise (SWE) to collect, store, display, and analyze readiness data to ensure cost-wise readiness. TORIS supports all surface ships and Afloat Training Groups across Pacific and Atlantic areas of responsibility and feeds critical readiness data into the Navy's Defense Readiness Reporting System (DRRS-N).
We are seeking an experienced Program Manager to lead contractor support efforts for TORIS sustainment and modernization. The Program Manager will oversee technical, functional, and analytical teams providing installation, integration, database management, software engineering, training, and readiness analysis to ensure TORIS continues to serve as an authoritative readiness system for the Surface Force.
Key Responsibilities
Program Leadership & Oversight
Lead and manage all aspects of contractor support to sustain and enhance TORIS enterprise operations.
Develop and execute program plans, schedules, and deliverables aligned with ATGPAC and CNSF priorities.
Serve as the primary liaison with Navy stakeholders, including ATGPAC, CNSF, SWE, and fleet units.
Team & Resource Management
Direct a multidisciplinary contractor team supporting software engineering, database/system administration, functional analysis, help desk support, and user training.
Manage workforce planning, task assignments, and performance evaluations to meet program requirements.
Technical & Functional Oversight
Oversee software installation aboard ships and shore commands, troubleshooting, and sustainment support.

Provide oversight of readiness metrics development and data analysis in direct support of SWE.
Stakeholder Engagement & Reporting
Provide program status updates, risk assessments, and recommendations to Navy leadership.
Ensure TORIS data accuracy and integration with SHIPTRAIN, SWE, and DRRS-N reporting requirements.
Coordinate with fleet operators, ATGs, and Navy program offices to align TORIS functionality with operational needs.
Required Qualifications
Bachelor's degree in Program Management, Engineering, Computer Science, Business, or related field.
Minimum 10 years of experience in program/project management with at least 5 years managing Navy/DoD IT or readiness systems programs.
Demonstrated experience leading multidisciplinary technical teams in a Navy or DoD environment.
Proven ability to manage budgets, schedules, risk, and deliverables across complex, multi-year programs.
Strong understanding of Navy training and certification processes, shipboard IT systems, and readiness reporting.
Active DoD Secret clearance (minimum).
Desired Qualifications
Master's degree in a related field.
Program Management Professional (PMP) certification or DAWIA Program Management Level II/III.
Prior experience managing software development, database management, and system integration efforts.

THE CHESAPEAKE BAY FOUNDATION
Established in 1966, the Chesapeake Bay Foundation (CBF) is the largest regional nonprofit conservation organization dedicated to saving the Chesapeake Bay, its rivers and streams, and the wildlife that call it home through education, advocacy, litigation, and restoration. Since 2010, CBF has engaged in a focused effort to defend and implement the Chesapeake Clean Water Blueprint, a binding federal and state collaborative agreement aimed at reducing pollution to the science-based, legally-affirmed levels established by the U.S. Environmental Protection Agency (EPA). Environmental Education
CBF's Environmental Education provides field experiences, teacher professional learning, and student leadership for over 25,000 participants each year. The Bay, and its watershed, is our classroom and CBF environmental educators are responsible for bringing the Bay alive to students. We strive to make a lasting impression about the excitement and vulnerability of the Bay. Each of CBF's 14 education programs has its own individual character. The field experience options run the gamut from our urban boat programs in Baltimore and Hampton Roads to Pennsylvania canoe programs to remote island-based centers. We use hands-on experiential teaching techniques to educate students about the health of the Bay and connect them back to their local environment. Educators promote and develop knowledge about the Bay by providing unforgettable field investigations that inspire participants with a commitment to take action for the restoration of the Bay.
The education department is comprised of Student Field Programs, Teacher and Principal Professional Learning, and Student Leadership. All of these components work closely to educate and empower participants to take action towards "Saving the Bay."
CONTEXT OF THE POSITION
The Chesapeake Bay Foundation seeks a Program Manager/Educator for the Hampton Roads Environmental Education Program. The Program Manager, along with the Captain, serves as the educator and facilitator of learning experiences aboard the workboat, Jenny S. This floating classroom provides a unique platform from which to study the local waterways & Chesapeake Bay. Aboard the Jenny S, participants access various tidewater VA waterways investigating water quality by sampling benthic, planktonic, and other aquatic communities.
The program accommodates up to 30 participants that can range in age from middle school, high school, college students, and adult groups for one day field experiences. The Hampton Roads Education Program operates out of four different ports located in Virginia Beach, Newport News, Portsmouth, or Norfolk, VA.
Requirements
Professionally serve as an Educator on the Hampton Roads Environmental Education Program, and other CBF field programs.
Develop and teach one-day inquiry-based field programs using multiple field-based methods such as conducting biological sampling and water quality testing for middle and high school students, teachers, and other participants.
Continually adapt program content based upon grade/age level of the group, weather, group dynamics, and feedback/evaluations from teachers/supervisors.
Ability to communicate ecosystem and watershed concepts to a wide range of audiences.
Plan & execute summer courses for Chesapeake Classrooms Teacher Professional. Development and/or Student Leadership Program.
Safely and professionally serve as a first mate on the Jenny S for the Hampton Roads. Environmental Education Program
Work collaboratively with the Captain/Educator of the Jenny S to ensure that all vessel checklists and maintenance are completed on a timely basis.
Program staff are responsible for the safety of all field participants, ensure that all safety protocols are rigorously followed, and are required to respond to medical emergencies that may arise.
Program staff are responsible and accountable for performing maintenance to keep all education related equipment and gear in proper working order.
Consistent ability to perform programmatic administrative duties which include:
Complete & submit timesheets, personal expense reports, credit card reports, and all other relevant administrative tasks in a timely manner.
Provide timely communication and updates to supervisors and other CBF departments.
Develop and implement one-year program plan that is in alignment with CBF s strategic plan.
Attend all safety and professional development trainings.

PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

Primary Functions:

**Position Responsibilities:**
· Shall have full authority to act for the Contractor on all matters relating to the daily operation of this contract.
· Efficiently manage the allocation of Contractor resources to support the Navy Conversion Project.
· Track and maintain accurate data concerning available hours for overtime and regular working hours for the Navy Conversion Project and PDM.
· Oversee the management of contract staff to ensure the timely completion of Navy Conversion aircraft.
· Ensure Contractor employees are following all applicable ALC instructions and policies.
· Manage and implement the contract by organizing, directing, coordinating, and implementing all activities.
· Supervise contractor staff to include addressing personnel issues, generating assignments and setting priorities.
· Interact with Government program officials regarding issues and status of tasks.
· Provide a daily attendance reporting (PTO and call out) within one (1) hour of schedule shift start.
· Attend weekly full-kit and production meeting as well as daily morning task meetings.
· Site supervisor is responsible for ensuring new hire orientation is complete along with ALC familiarization tour.
· Coordinate financial and staffing resources.
· Monitor and analyze performance data and report results to the Government.
· Ensure Contractor employees complete all mandatory training requirements as required.
Review and validate employee timesheets.
**Position Requirements:**
· Minimum of five (5) years in a supervisory position.
· Shall have ten (10) years' experience and knowledge of aircraft overhaul trades and labor work.
· Shall possess a working knowledge of OSHA requirements.
· Excellent interpersonal, written, attention to detail and oral communication skills.
Proficient personal computer skills to include a strong working knowledge of standard Microsoft Office Suite.

Chief Objective of Position
Reporting to the Senior Associate Vice President for University Advancement, the Director of Development for Schools, Programs, and Academic Initiatives will implement annual and major gift initiatives and external engagement projects that support the University's mission, engage in the community, provide new opportunities for students, faculty and alumni, and garner new and increased financial resources. The Director will secure major gifts that support annual and endowment fundraising objectives. The Director will serve as the chief fundraiser and liaison for the University's academic centers, programs, schools and colleges.
Work Tasks
* Build and implement a donor pipeline strategy for visit plan and schedule for engaging those prospects through a series of contacts, tracking those contacts and moving the prospects forward along the pipeline from identification to solicitation and stewardship.
* Set metric goals based on prospect analysis. Annual donor visits and donor contact targets will be established in conjunction with the Senior Associate Vice President.
* With the Director of Prospect Research, prioritize alumni and friends who have been researched and identified as Qualified Major Gift Prospects for cultivation or solicitations.
* In conjunction with other Advancement and University leaders, collaborate on events, on and off campus, in the plans for cultivation and engagement leading to solicitation.
* Prepare proposals, strategic donor briefs prior to donor visits and conversations, coordinate appropriate donor stewardship efforts, and handle necessary follow-up efforts after visits and events.
* In partnership with the Special Assistant to the Vice President and Donor Relations Manager, coordinate stewardship and donor relations efforts through the year.
* Work with academic and programmatic leadership across the University - the Deans, the leaders of the academic and programmatic centers to constantly identify and pursue opportunities and priorities for engaging alumni, parents, friends, and community supporters that can lead to new or increased financial support and institutional involvement.
* Serve as the primary Advancement leader for academic and University initiatives to achieve fundraising goals.
* Develop and maintain very positive and professional customer service and/or relations within the office/department and with all constituencies to include students, faculty, staff, guests, and employees. Demonstrate a positive and professional attitude.
