Description As Program Specialist, you will be an integral member of the regional Special Education team, working under the supervision and management of an Associate Director of Special Education to provide sound educational programs for students with disabilities, and to support the programming & development of the Special Education programs of 3-5 schools within KIPP Public Schools Northern California. The Program Specialist is a consultant and coach to regional staff, school staff, and to parents in helping to implement individualized education plans for students, as developed by IEP teams. Essential Functions and Responsibilities
Personnel Development
Education Specialists: Collaborate with school site administrators to consult, coach, and assist Education Specialists in IEP development and implementation of high-quality instructional practices. Provide development and feedback to increase case management skills including IEP development and compliance, student progress evaluation, and collaboration with service providers and general education teachers. Program Specialists support Education Specialists during regular one on one meetings and ongoing consultation, to:
Provide excellent case management for students on their caseload
Develop compliant and effective IEPs
Develop programs for students with complex needs
Develop, update, implement, and progress monitor IEPs and BIPs
Facilitate IEP meetings efficiently and confidently
Schedule and deliver appropriate services to achieve goals
Support general education staff in providing accommodations and modifying curriculum
Effectively support paraeducator development in support of students on their caseload
Grow as a case manager in areas of teaching and learning, case management and stakeholder engagement using the KIPP case manager excellence rubric
Teacher Credentialing & Mentoring: When assigned, act as mentor for education specialists participating in credentialing programs, such as intern credential, teacher induction, and KIPP Teacher Residency (KTR). The responsibilities of a mentor may include: instructional observations and coaching, case management observations and coaching, mentor professional development, regular one-on-one meetings, completion of credential program assessments and rubrics, and collaboration with education specialist school site managers.
Paraeducators: Support IEP teams in implementing KIPP's paraeducator referral guidelines & process. Participate in hiring and training paraeducators. Support education specialists to develop and document support including the development of fade plans, when appropriate.
Professional Development: Provide staff development for special education and general education staff and administrators to assure compliance with special education laws. In particular, collaboratively plan and lead a regular education specialist community of practice.
Program Implementation
IEP Program Development: Assist education specialists and related service providers in planning and implementing individualized education plans for students with disabilities. Serve as a resource and liaison to IEP teams regarding placement and programming considerations. Participates as a member of IEP teams, as appropriate. Provide case management for non-public school (NPS) and residential treatment center (RTC) students.
Consultation: Provide technical expertise and consultation to school site staff and administrators regarding student learning and adjustment problems, and organizational systems for meeting individual student needs. Recommend remediation, educational placement, or referral, when appropriate.
MTSS: Consult in the development of regional and/or school-based Multi-Tiered System of Supports, as appropriate.
Team Member: Maintain relationships with school leaders, school site administrators, special education team members, and regional support office staff.
Program Oversight
Provide support to LEAs & school teams to ensure Compliance, Quality Control, and Positive Parent relationships, including:
Compliance: Ensure compliance with state and federal regulations, state and SELPA reporting requirements, and KIPP Public Schools Northern California policies and procedures. Maintain knowledge of current laws and regulations pertaining to individuals with disabilities.
Quality Control: Support systems to monitor student achievement and progress toward individualized education plan goals. Consults with regional and school site leaders in evaluating special education program effectiveness. Work with other management personnel to develop and/or change district policies and procedures for maintenance of complaints, high-quality instructional programs, and effective support services in special education.
Parent Relationships: Support the development of positive relationships with students, parents, and school personnel. Advocate for students with disabilities and their families. Address concerns from students, parents, and staff.
Perform other duties as assigned.Physical, Mental and Environmental Demands
Physical: Ability to navigate office and school campuses, and hold meetings in different spaces. Traditionally, much of the day involves sitting. Ability to access and utilize technology. Occasional lifting/carrying of equipment 1-20 lbs. Physical agility to move self in various positions in order to execute duties effectively, which may include kneeling, walking, pushing/pulling, squatting, twisting, turning, bending, stooping and reaching overhead.

Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Job Description
We have multiple openings for undergraduate students to join the Cyber and Critical Infrastructure Summer Institute (CSI) and to work on topics related to cybersecurity that align with LLNL's national security missions. The 2026 CSI program will run during the summer with a range of start dates between May 18, 2026, and June 22, 2026 and flexible end dates through September 25, 2026. CSI is designed to provide selected candidates an opportunity to apply their skills to projects in areas of national importance such as the development and implementation of cybersecurity tools and capabilities to mitigate advanced threats and the cybersecurity of civilian and defense critical infrastructure. The program will include opportunities to participate in professional and technical development activities with lab Subject Matter Experts, network with fellow interns and lab employees, and learn about the breadth of LLNL's support to US national security.

Sanitation: The intern required to participate in the overall sanitation of the facility prior to the season. This gives an opportunity to learn the basics behind the process prior to the start of crush. The intern will work closely with the cellar employees during the completion of this process, which will help develop a good working relationship prior to the season.
Crush: During crush season the intern will be required to supervise all grape processing. This includes:
Ensuring that sanitation has been properly completed prior to the daily startup.
Responsible for the grape trucks from the test stand to the tanks. The intern will need to work closely with the crusher lead and operators to ensure nothing goes to the wrong tank.
Responsible for seeing that additions and circulations are completed on time and in the correct manner.
Responsible to see that tanks are drained/pressed at the right times based on directions from winemaking.
Participate in daily fermenter tasting and conduct tank walks twice per day.
Participate in and document all production scale winemaking trials.
There may be times when the intern may need to make decisions based on their winemaking knowledge. When doing this they need to use all the facts to support their decision
Upon the completion of crush, the intern will aid winemaking/cellar to ensure processing is conducted in the correct manner.
May be required to write work orders under the direction of the Winemaker.
Assist the winemaker and compliance in the process of closing completed work orders.
Stay up to date with all cellar processing.
Need to be able to answer questions about various states of processing when approached by others.
Participate in all benchtop trials as directed by winemaking (fining, blending, etc.)
Learn why and how each piece of equipment functions in the cellar. This will require that the intern spends time with each of the operators on the various pieces of equipment around the winery.
The intern will be required to provide a status report on the internship upon completion of each of the major tasks above.

Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.

Working with the San Luis NWR Complex visitor services program, your duties will include, but are not limited to, the following:
Assisting the Refuge Complex with developing and providing educational and outreach programs for visitors. Sample duties include:
Leading guided nature walks for the public.
Assisting with conducting public events at the refuge, such as Elk Day and Crane Day
Filming/producing virtual (video) nature walks and tours to be posted on refuge websites and social media.
Assisting with conducting in-person environmental education field trips for visiting schools.

TYPICAL DUTIES
* Interviews criminal defendants and others to obtain accurate and necessary information regarding criminal, social and/or other relevant history; reviews arrest reports and other legal documents as needed to facilitate the interview process.
* Verifies information obtained from defendants and/or others by contacting references, researching available criminal justice databases, and/or contacting various criminal justice agencies as required; checks for local, state, and federal warrants; obtains California Department of Motor Vehicles history as necessary; interprets records as appropriate.
* Compiles, evaluates and assesses information obtained, including observed behavioral indicators that are relevant to eligibility for release; establishes defendant eligibility for release programs, such as Felony Own Recognizance Release, Citation Release, or Conditional Release programs; makes recommendations to release defendants utilizing established criteria, legal requirements, and educated judgment.
* Prepares complete and accurate reports, court/legal forms, summaries and/or other documents as required; prepares Pre-Trial packets and other files as assigned; prepares and obtains client/defendant signatures on various documents such as Promise to Appear (Misdemeanor Citation Release), Felony Own Recognizance or other forms; transports paperwork to the courts, Probation facilities, criminal justice agencies, or other locations as necessary.
* Responds to inquiries from judges, officers, attorneys and other members of the criminal justice community regarding defendants; facilitates probable cause hearings with on-call judges.
* Schedules defendants for court appearances and hearings based on established calendars; may be required to appear or testify in court.
MINIMUM QUALIFICATIONS
Note: Supplemental application must be submitted with employment application.
Education: Completion of 60 semester units at an accredited college or university, including at least 18 units in the social or behavioral sciences.
Experience: One year working in a social services, law enforcement or criminal justice setting that included substantial responsibility for interviewing clients as part of case management or law enforcement duties, or to establish program eligibility.
Substitution #1: An additional 30 semester college units (including 9 more in social or behavioral sciences) may substitute for the above-required experience.
Substitution #2: Additional qualifying experience may substitute for the above-required education on a year for year basis (where one year of experience is equivalent to 30 semester units.)
License: Possession of a valid driver's license equivalent to a "Class C" in California.
KNOWLEDGE
Basic principles of human behavior and applied psychology, including issues common to criminal behavior; advanced interviewing techniques; basic court and arrest procedures; basic research and investigative methods/procedures; principles and practices of written and oral communication; language mechanics, report writing and principles of written composition; general computer operations.
ABILITY
Interview clients and obtain factual information in stressful situations; listen carefully during interviews to both content and presentation in order to identify questionable information; investigate, research and interpret information regarding a client's criminal history, social and other background; interpret and apply complex laws, policies and procedures using considerable judgment; communicate effectively with a variety of people, both orally and in writing; effectively handle difficult situations; work well under pressure; develop and maintain good working relationships with a wide variety of people; utilize computers to retrieve and enter information.

BENEFITS

Health Insurance: San Joaquin County provides employees with a choice of three health plans: a Kaiser Plan, a Select Plan, and a Premier Plan. Employees pay a portion of the cost of the premium. Dependent coverage is also available.
Dental Insurance: The County provides employees with a choice of two dental plans: Delta Dental and United Health Care-Select Managed Care Direct Compensation Plan. There is no cost for employee only coverage in either plan; dependent coverage is available at the employee's expense.

Employee may purchase additional term life insurance at the group rate.
125 Flexible Benefits Plan: This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $3050 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).
Retirement Plan: Employees of the County are covered by the County Retirement Law of 1937. Please visit the San Joaquin County Employees' Retirement Association (SJCERA) at ************** for more information. NOTE: If you are receiving a retirement allowance from another California county covered by the County Employees' Retirement Act of 1937 or from any governmental agency covered by the California Public Employees' Retirement System (PERS), you are advised to contact the Retirement Officer of the Retirement Plan from which you retired to determine what effect employment in San Joaquin County would have on your retirement allowance.
Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $18,000 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $24,000. The Roth IRA (after tax) is also now available.
Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays, accruals, use, and cashability of accrued time.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Online Written Exams: Written exams may be administered online. Candidates will be notified of the examination date and will be responsible to complete the written exam within a given period of time (typically within five calendar days). Candidates are required to read the Online Exam Guide for Test Takers prior to taking an online written exam.

Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
* September 16, 1940 to December 31, 1946
* June 27, 1950 to January 31, 1955
* August 5, 1964 to May 7, 1975
* Persian Gulf War, August 2, 1990, through a date to be set by law or Presidential Proclamation.
Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;
* They are related to the Appointing Authority or
* The employment would result in one of them supervising the work of the other.
Department Head may establish additional limitations on the hiring of relatives by departmental rule.
