The program is structured to provide training and experience in each area, with a focus on developing competencies in areas such as equipment operation, safety, planning and prioritization, and maintenance. Areas worked include preparation of documents and oversight of procedures for managing specialized billing and listing processes. Considerable tact and courtesy must be exercised in dealing with the public on tax questions in specialized areas. Work is differentiated from the Tax Program Assistant class by responsibility for specialized portions of the listing and billing processes which require more technical knowledge and independence of action. Accuracy is required in making calculations and in entering data into the computer. Work is performed under general and direct supervision; however, the employee is often assigned to work independently on a specific tax functions under limited supervision of the division Director. Work is evaluated through conferences and overall effectiveness of work performed.
ESSENTIAL FUNCTIONS:
Works in a specific program within the Tax Department; answers questions from the public; enters information into program-specific databases and proofs for accuracy; maintains program files.
Answers the phone and works with customers at division customer service desk; retrieves information and explains procedures for own division and answers general questions about other programs.
Backs up other programs as needed in tasks such as processing mail and collecting payments.
Working in Business/Personal Property:
Annually lists taxable personal property by assisting taxpayers in the office and by phone and processing and entering listings received through the mail.
Assists and is back-up with the monthly billing process of motor vehicles in the NCVTS (NC Vehicle Tax System) - assesses motor vehicle values when not valued by NCVTS, reviews data for errors and makes corrections.
Determines the physical location to establish proper tax situs; enters listing information into files for business or personal property appraisal to establish data for tax bills.
Answers questions from taxpayers, business owners and others to explain basic listing procedures.
Research many different avenues such as privilege licenses, business links, Secretary of State, etc., to discover property not listed for tax purposes; prepares and mails bills accordingly.
Prepares a variety of reports for Business/Personal Property Assessor or Supervisor; provides staff support to Assessors in listing and billing processes.
Applies values to property using established schedules of value and depreciation.
Prepares paperwork to support staff in appearances before Board of Equalization and Review or Property Tax Commission.
Uses tax software to obtain and enter assessed tax value.
Compiles data for reports such as old versus new values.
Conducts audit checks before bills go out.
