The Construction Superintendent - LC is responsible for determining cost and labor estimates, monitoring and providing oversight of work performed and providing quality assurance during related workflows necessary to complete turn projects. Construction Superintendents - LC are involved in working with both approved vendors and our internal teams to address required turn processes. The Construction Superintendent - LC is responsible for tracking, reporting and providing accurate records.
Hourly $26-30/hr + Bonus
ESSENTIAL FUNCTIONS
Perform inspections and review scope of work on assigned homes to determine the labor, vendor and material needs for completing a construction project based on company standards
Coordinate and schedule work directly and/or through the Project Coordinator
Track and assign work to third party vendors to ensure that homes move to rent ready status as quickly as possible
Perform quality control inspections and ensure all identified punch list items are completed either by the contractor or by performing the work directly
Complete property inspections, condition reports, costs and estimates
Communicate changes to the project scope, project schedule and project costs
Able to complete some basic repairs as needed to reduce cycle times
Responsible for ensuring all punch list items are completed and days to completion are
Ensure all workplace safety standards and practices are upheld
Assists in creation and circulation of weekly, monthly, quarterly and annual reporting
QUALIFICATIONS
High School graduate with a valid Driver's License
5 or more years of experience as a superintendent, project manager or production home representative
Strong knowledge of the basic workings of plumbing, electrical, HVAC, flooring, appliance, landscaping and irrigation systems
Knowledge of and ability to demonstrate basic workings of plumbing, electrical, HVAC, flooring, appliance, landscaping and irrigation system
Organizational skills, attention to detail & high performance standards
Good communication skills (both oral & written), and must be comfortable scheduling work directly with residents

Functional Purpose

Qualifications/Requirements

Functional Purpose

DUTIES AND RESPONSIBILITIES
1. Conducts secondary investigations of tort claims that involve demands of $50,000 and higher including but not limited to locating and interviewing Postal Service employees and third-party witnesses, gathering and reviewing investigative documents, and collecting and evaluating other evidence. Researches and analyzes case law, jury verdict research, and historical records of Postal settlements and judgments.
2. Integrates and analyzes the specific facts discovered during investigation with primary and secondary law to determine the Postal position regarding the nature of each claim, the Postal Service's potential liability pursuant to the Federal Tort Claims Act and the monetary value of the injuries and/or damages.
3. Obtains settlement authority from postal attorneys to negotiate settlements with claimants or legal representatives to reach settlements in amounts that are often greater than $100,000. Similarly negotiates resolutions of the amount of Medicare or other liens attached to tort claim recoveries and the amount of insurance coverage available to the Postal Service.
4. Manages a large (200+ a year) tort claim caseload; processing claims within statutory deadlines and according to individual performance goals. Handles larger collection matters for damages caused to Postal property and vehicles forwarded to the National Tort Center by Operations or Finance.
5. Writing or drafting correspondence with Postal District Managers, claimants and their attorneys; comprehensive claim summaries for postal attorneys; medical chronologies based on the review and interpretation of complex medical records, reports, diagnostics and medical billings; interrogatory and request for production responses; Freedom of Information Act responses; demand letters; settlement agreements; and other work product as required.
6. Prepares and certifies Postal discovery responses and various pleadings in connection with tort litigation, and provide other assistance as requested by Postal attorneys and the Chief Counsel.
7. Provides advice to Tort Claim Coordinators (TCCs) and other local postal officials with regard to the FTCA, tort liability issues under state laws, the value of lesser claims handled directly by the TCCs, and other related matters.

This role is responsible for leading all aspects of the preconstruction phase for water and wastewater treatment projects, effectively serving as a project manager with a specialized focus on preconstruction. The preconstruction process begins with the strategic pursuit of alternative delivery projects-such as design-build, CMAR, or progressive design-build-and continues through design development, estimating, procurement planning, execution of construction contracts, and ultimately the seamless handoff to the construction team.
The Preconstruction Manager will oversee and coordinate preconstruction efforts among all key stakeholders, including, but not limited to the project owner, engineering firm, Mosser's internal estimating and operations teams, and critical trade partners. Success in this role requires strong leadership, communication, and organizational skills, as well as a deep understanding of both the technical and commercial aspects of complex infrastructure projects.
PRIMARY RESPONSIBILITES:
Creating, managing and driving the preconstruction schedule, milestones, and deliverables.
Facilitating collaboration between design and construction teams to optimize design solutions for constructability, cost-efficiency, and schedule impact.
Leading risk identification and mitigation planning during early project phases.
Overseeing the preparation of detailed estimates and procurement strategies in coordination with the estimating team.
Acting as the main point of contact for the client and design team during the preconstruction phase.
Supporting proposal development and project pursuit efforts, including interviews, pricing strategy, and value engineering.
QUALIFICATIONS:
Bachelor's degree in Engineering, Construction Management, Business or a related field.
Strong understanding of water/wastewater processes and infrastructure.
Excellent problem-solving, analytical, and communication skills.
Ability to work effectively in a team environment.
Project management and organizational skills.
Proficient in reading and interpreting engineering drawings, specifications, and technical documents.
Strong negotiation and presentation skills, particularly in pursuit and interview phases.
Professional Engineer License preferred, but not required.
Design Build Institute of America (DBIA) certification preferred, but not required.

Property Leasing and Administration
Regular/daily onsite attendance is required
