Responsibilities
Lead the planning, design, and execution of transportation projects including managing project schedules, budgets, staff needs, and planning of work on a weekly basis.

Work with Accounts Receivables to ensure accurate and timely billing, unbilled, and aging.
Interact with customer and stakeholders as needed.

Requirements
Bachelor's degree in Finance or Accounting and minimum of two to three (2-3) years of related project control experience; or Master's degree and minimum of one (1) year of project control experience.
Strong working knowledge of federal contracting concepts, practices, and procedures as related to Accounting and Finance

The Division of Facilities Management and Construction (DFMC) responsible for the stewardship responsibilities to plan, design, build, operate, and maintain Bureau-funded Indian Education, Law Enforcement, and Administration facilities. It is also responsible for developing and implementing procedures, processes, and systems to effectively execute and monitor the facilities program as required by statue, OMB guidelines, and other appropriate regulatory guidelines. Additionally, it also provides program management; execution of the facilities construction; repair and improvement program; and maintenance programs for direct services as well as contract oversight and monitoring of P.L. 93-638 contracts, grants and/or compacts with tribes not administered or managed by the Regions.
Summary of Responsibilities
Specifically, the ProjectAnalyst will conduct research and analysis on the rental rates charged for housing units at various housing locations throughout the country. The ProjectAnalyst supports the Bureau of Indian Affairs' Division of Facilities Management and Construction department by reconciling facility data, assessing housing rental rates, and developing a training plan for housing management. Duties include:
Analyze data, identify issues within internal enterprise asset management software (e.g., Maximo, FCA, and iQMIS).
Analyze and report on various BIA Owned assets (e.g., BIA, BIE, OJS, Tribal, and Central Office).
Evaluate and identify rental rates for tribal housing units, and prepare recommendations for stakeholders (i.e., rates too high, too low, or not at appropriate level).
Conduct site visits to verify owned assets at various BIA regions.
Create a capacity-building plan for regional and agency housing managers.
Develop Training and Capacity Building Plan for employee housing management.
Develop a training plan for regional/agency housing managers, best practices, and more.
Deliver plan(s) to the government.

The Project Manager oversees all phases of construction projects from planning through closeout, ensuring work is completed on schedule, within budget, and in full compliance with contract documents, quality standards, and safety requirements. This role coordinates subcontractors and project partners, manages project accounting and cost controls, reviews and approves expenses, prepares pay applications, issues contracts and change orders, and supervises submittals and documentation. The Project Manager monitors daily progress, leads regular status meetings, adjusts work plans as needed, and ensures smooth project buyouts and closeout activities. Candidates should have at least four years of construction management experience, proven ability to estimate projects of $5 million or more, strong communication and problemsolving skills, proficiency with estimating software and spreadsheets, and advanced capability in reading and organizing construction plans and specifications.
RESPONSIBILITIES
Include but are not limited to:
Oversee the construction project from start to finish.
Perform a key role in project planning, and execution onsite on schedule and within budget, and identification of resources needed.
Oversee and coordinate subcontractor's work is in conformance to contract documents.
Project accounting functions including managing the budget, tracking team expenses and minimizing exposure and risk in the project.
Review and approve all project costs and subcontractors' bills.
Prepare and submit all pay applications for owners to approve.
Ensure that construction activities move according to predetermined schedule.
Devise the project work plans and make revisions as and when need arises.
Communicate effectively with the subcontractors responsible for completing various phases of the project.
Coordinate the efforts of all parties involved in the project, which include the architects, consultants, sub-contractors and own forces.
Monitor the progress of the construction activities on a regular basis and hold regular status meetings with all the sub-teams.
Maintain strict adherence to the quality and safety standards.
Project Buyouts: Carefully analyze subcontractor proposals, issue contracts.
Submittals: Coordinate/supervise with Project Engineer.
Prepare and issue change orders.
Maintenance of job-related documents.
Track costs and cash flow management throughout project.
Close Out of Project: Oversee distribution of close out material; facilitate prompt punch list final sign off, completion and resolution of all contract paperwork for final acceptance by client.
QUALIFICATIONS
Previous experience estimating projects in the $5 million and up range.
Minimum 4 years experience working in the construction field in similar or related position.
Advanced project management skills that include being able to read, understand and organize construction plans and specifications.
Excellent communication and interpersonal skills
Experience with estimating software and spreadsheet design
Problem solving abilities.

Essential Job Duties and Responsibilities
Review initial project opportunity requests for proposals (RFPs) and coordinate with Estimators in the preparation of bid proposals to clients
