    The Project Engineer/Takeoffs Specialist supports project managers, estimators, and field teams by preparing accurate quantity takeoffs, assisting with project documentation, and coordinating technical aspects of construction projects. This role ensures plans are interpreted correctly, quantities are precise, and project information is organized and delivered on time. Key Responsibilities Perform detailed digital takeoffs for grading, paving, concrete, and site improvement scopes. Quantify materials including earthwork volumes, aggregate, asphalt, concrete, rebar, forms, and other related items. Review plans, specifications, addenda, and RFI responses for changes that impact quantities. Prepare drawings and sketches to support change orders and estimates to meet changing job requirements. Assist estimators with bid schedules, proposal preparation, and subcontractor/vendor quote comparison. Organize and update takeoff files to ensure traceability and accuracy. Work closely with Project Managers to assist with buyout, submittals, RFIs, schedules, and job startup documentation. Interface with all onsite departments to ensure quality completion, resolve problems and to support overall project schedule. Gather project essential date including quality take-offs, material price lists, labor costs per man hour, and equipment to ensure accurate estimates and bids. Research historical cost data and productivity to compile guidelines and precedence for future estimates. Develop knowledge of estimating process and build overall estimating skills. Document Control & Reporting Set up and maintain project documentation in company systems. Ensure all project documents-including permits, plans, and certifications-are current and properly distributed. Assist with producing as-builts and closeout documentation. Prepare reports, spreadsheets, and cost breakdowns as requested. Quality, Safety & Compliance Support compliance with project-specific requirements, prevailing wage, and public agency specifications. Participate in site walks, pre-construction meetings, and QA/QC reviews. Help ensure that all required materials, testing, and inspections are completed and documented. Required Skills & Qualifications Bachelor's degree in Construction Management, Civil Engineering, or related field; or equivalent industry experience. Strong understanding of grading, paving, and/or concrete construction. Proficiency with digital takeoff software (e.g.,QuickMeasure, Bluebeam, Agtek, Google Earth). ESSENTIAL DUTIES AND RESPONSIBILITIES: Entitlements, Plans & Government Approvals Manage and process tentative and final maps, zoning approvals, engineering plans, and related entitlements Prepare, submit, track, and obtain approvals for architectural permits, development plans, DRE approvals, CFD formations, LMD annexations, environmental approvals, and associated documents Coordinate and participate in agency staff meetings, public hearings, planning/commission meetings, and HOA presentations as needed Maintain strong relationships with city, county, state, and regulatory agencies and monitor approval timelines Consultant & Partner Coordination Contract, coordinate, and manage work of external consultants including: Civil engineers & surveyors, Landscape architects, Environmental & soils consultants / biologists, Dry utility consultants, Title/DRE consultants, CFD / finance consultants and others as needed Review and manage consultant schedules, scopes, work product, and budgets Coordinate cross-functional input from executive leadership, land acquisition, construction, and operations teams Architectural & Planning Submittals Prepare and process conceptual and construction drawing packages for architectural product Manage review cycles through municipal staff and public hearings Support value-engineering efforts and technical design solutions Budget, Schedule & Reporting Prepare and maintain entitlement, technical, and development budgets Track fees, consultant contracts, and invoice approvals Maintain entitlement schedules and key milestone reports Assist in feasibility/due-diligence reviews for new land acquisitions Internal Collaboration & Support Serve as a liaison between consultants, trade partners, public agencies, and internal departments Provide entitlement support to land development and homebuilding operations Assist with permit processing, bond reductions/releases, and close-out approvals SKILLS & QUALIFICATIONS: 5+ years of experience in Forward Planning, Land Development, Civil Engineering, Urban Planning, Architecture, or related field Direct experience working with governmental agencies, permitting, and development approvals Bachelor's Degree preferred in Civil Engineering, Urban Planning, Architecture, Construction Management, or related field (or equivalent experience) Strong understanding of civil engineering principles and land entitlement processes Proficient written and verbal communication skills High attention to detail with strong analytical and organizational skills Ability to manage multiple deadlines and priorities concurrently Proficiency in Microsoft Office (Excel, Word, PowerPoint) Valid driver's license and ability to drive long distances.
