Webuild Staffing (www.webuildstaffing.com) has been retained exclusively by the City of Escondido to recruit a highly qualified Civil Engineer / Principal Engineer to lead critical engineering initiatives and oversee major and minor engineering, development, and construction projects within the Utilities Department, Construction Engineering Division.
The ideal individual for this role would has six years (full-time equivalent) of responsible civil / water resources engineering experience, including two years in project management and public administration working within a municipal engineering department or private water resources consulting firm possessing a strong understanding of engineering principles, municipal project management, and regulatory compliance.
The Principal Engineer will manage and actively participate in water resources engineering activities, such as the planning, design and construction implementation of major and minor water, wastewater and recycled water capital improvement programs (“CIP”) and private land development projects. This leadership role ensures adherence to and compliance with established standards, policies and procedures while performing advanced-level professional engineering duties to complete technical and complex tasks within the assigned area of responsibility.
Responsibilities:
Plans, prioritizes, assigns, reviews, and participates in the planning, design, and construction implementation of the City's major and minor water, wastewater and recycled water Capital Improvement Program (“CIP”) projects, including state and federally funded projects.
Manges the City's private land development projects, from entitlement through construction, including detailed review and plan checking of parcel maps, tentative maps, grading plans, improvement plans and building plans related to water, wastewater and recycled water
Serves as project manager for federally and state funded projects, including water resources projects, ensuring compliance with grant funding requirements, budgets, and schedules.
Coordinates multi-agency Utilities programs and projects, representing the City and developing regional procedures as required.
Establishes schedules and resource allocation for water, wastewater and recycled water engineering services, identifying and addressing needs to meet project goals.
Develops and implements goals, objectives, as well as standards, policies, and procedures for the Utilities Engineering division to optimize water, wastewater and recycled water systems operation and performance, in addition to maximizing efficiency and effectiveness.
Manages Utilities consultants and their contracts, including preparation of project scopes of work, reviewing and processing invoices, tracking and monitoring performance, budget and schedule.
Responds to public and staff inquiries, concerns, and complaints, ensuring timely and effective resolutions.
Performs complex water, wastewater and recycled water engineering tasks including, hydraulic analysis and modeling, water and sewer study review and analysis, preparation and interpretation of detailed plans, specifications and estimates (“PSE's”) and constructability and value engineering assessments.
Prepare and administer Utilities program and project budgets, monitor expenditures, and ensure fiscal responsibility.
Develops and establishes schedules and methods for providing assigned services; identifies resource needs; reviews resource needs with appropriate management staff; allocates resources accordingly.
Represents the City and Utilities, serving on boards and committees, preparing and presenting reports and correspondence, as required.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the water and wastewater industry; introduces and incorporates new developments as appropriate into programs.
Position requires a Bachelor's degree in Civil Engineering or a closely related field from an accredited college or university. Must possess a valid California Certificate of Registration as a Professional Civil Engineer (PE). Strong technical expertise, in project design, budget management and report preparation is essential.

The Product Development Engineer I is responsible for the design and development of the cartridge, conducting experiments and interpreting results to meet design requirements.
It is expected that the Product Development Engineer I will perform the following tasks with mentorship from senior engineers:
Define subsystem technical requirements, including translating from business and user requirements.
Contribute to risk management activities including but not limited to dFMEAs per ISO 13485.
Evaluate design functionality through hand calculations, prototyping, and/or simulation.
Create simple SolidWorks CAD designs of parts of the cartridge and instrument, and simple drawings.
Develop prototype fabrication/assembly methods and fabricate/assemble parts. This includes design and manufacture of simple assembly aids/fixtures.
Develop & Execute test plans, test protocols, scripts, data analysis, interpret results and generate reports that test the design fluidically on a representative test rig.
Troubleshoot and debug fluidic, mechanical and control system problems with an understanding of assay workflow.
Perform root cause analysis as needed for issues directed by senior engineer.
Prepare, review, and deliver quality technical reports and presentations for weekly data reviews and periodic design reviews.
Support transfer of design to manufacturing by creating sufficient documentation (i.e. BOMs, assembly WIs, QC test methods, etc.)
Contribute to project planning and resourcing with guidance from project lead.
Work in a highly cross-functional team with engineers, scientists, software, manufacturing, marketing, quality etc. (both in UK & US)
Work with 3rd party development partners and suppliers as required to achieve technical solutions.
Actively contributes to completion of critical engineering team development program milestones.

Bachelor's degree in Biomedical Engineering or Mechanical Engineering or a closely related discipline with 1-3 years of experience.
Experience with using CAD tools to design or analyze parts (i.e. SolidWorks)
Troubleshooting experience with ability to determine root cause methodically and implement a solution.
Experience writing and executing test plans, protocols, and reports.
Basic Software coding/scripting experience or ability to learn quickly (i.e. Python)
Basic Experience with data analysis tools (including statistical analyses and DOE, i.e. JMP)
Demonstrable organizational, task planning, and time management skills as part of a project.
Outstanding verbal, written, and documentation skills are required.
Excellent collaboration and interpersonal skills to work well with scientists and engineers having widely divergent backgrounds (i.e. able to clearly communicate technical knowledge).
(strongly preferred) Experience developing within medical device (or similar regulated industry) development processes including defining requirements, generating concepts/models, design reviews, risk management, prototyping, testing, and transfer to manufacture.

If you've managed hardware from concept to launch and know your way around FPGAs, PCBs, and subsystem design, this could be a great fit.
This isn't just a coordination role - they need someone who knows how to run technical projects and isn't afraid to get into the detail. You should be comfortable answering things like:
How do you go from schematic to manufactured and tested PCBA?
Have you led a project involving FPGA development - VHDL/Verilog, loading the code, verifying it on hardware?

What You'll Be Doing:
