Manages the entire Procurement scope, including directing and coordinating Commodity Buyers, Expediting, Logistics, Inspection and Material Management on an assigned project and/or FEEDIs responsible for all deliverables such as project specific terms and conditions, man-hour estimates, staffing plan, procedures Establishes project procurement procedures to ensure deliverables meet the individual client and project requirements Responsible for appropriate executed Procurement in terms of: safety, compliance to rules and regulations, quality, schedule and budget Identifies problems and coordinates with the project procurement team to correct Proactively manages changes Ensures effective communications among project disciplines Works closely with EngineeringAssures that problems are reported timely to the Project and Senior Procurement ManagementReviews project status with clients, management and project leads Reports and communicate actively with Senior Procurement Management

Qualification
Bachelor's Degree in Business, preferably in Supply Chain ManagementProven track record in cost reduction programs Experience with procurement tools, such as bidding or auctions Clear written and verbal communication and presentation skills in order to flow goals and directives Ability to work in a complex schedule driven work environment Procurement experience in “lump-sum” and “reimbursable” business Willingness to travel worldwide on short notice Experience in working with Suppliers from China, India, KoreaTypically has 5 years of domestic and/or international experience as a Project Procurement Manager in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, and chemical with typical procurement experience ranging from 10 to 15 years

Procurement Project Manager
to lead company efforts with the Drug Enforcement Administration (DEA) for Information Technology (IT) & Expert Consultation Support Services. In this role, the Project Manager III will support the procurement for special projects and mission critical initiatives relevant to ensuring the operational readiness of an IT enterprise.

Responsibilities



Ensure all projects are delivered in adherence to project scope, schedules, and budget. Supports the IT CIO Front Door Procurement process. This process is the way DEA selects and funds IT investments or projects. Coordinates IT data calls. This includes organizing materials and instructions, updating templates, answering questions, developing, and delivering training, and submitting/summarizing/analyzing results. Transfer, update and maintain project information in DOJ specified systems. Exercise leadership, maintain high morale, and direct the performance of all personnel assigned to the Team. Communicate with the Contracting Officer Representative (COR), Government Technical Monitors (GTM), Chenega Supervisors and Team Members frequently regarding the overall performance and status of all projects. Responsible for day-to-day activities and performance monitoring. Review daily ChESS Team telework tracker forms (planned/final), submit final telework summaries to COR, TGAP Unit Chief and Chenega Program Director. Responsible for managing a small to midsize team. Assist Program Director with preparation and support of all program deliverables. Assist with the creation and management of processes/procedures analyzing programs and creating SOPs. Facilitate schedule and task for the Leadership Development Training Coach for the Division. Performs in compliance with internal business and DEA standards, policies, and procedures. Holds staff accountable to performance standards. Hiring manager for project team in the event of attrition. Other duties as assigned.


Qualifications



Bachelor's Degree from an accredited university. Minimum of 5 years Procurement work experience. Strong communication skills. Strong Excel, Word, and SharePoint Administration skills. Including SharePoint workflows. Consultative and advisory skills. Ability to support the full complement of Project Management Procurement and Acquisition functions. Effective interpersonal skills, especially with senior leadership. Familiar with IT Procurement/Supply Chain and financial processes.

The main tasks are :• To challenge the acquisition needs and requirements and to promote design to cost analysis with the suppliers, during the definition phase of the solution, in order to increase the competitiveness of the solution and to define the acquisition strategy whilst taking into account :o The offer available on the market / the accessible innovations or breakthroughs on the marketo The Make or Buy analysiso The prime contract requirements, with an appropriate flow down according to the acquisition contexto The access to Market criteriao The acquisition needs within the Bid/ Project / Product, to organize these needs into Procurement work packageso The legal and regulatory requirements• To validate the availability of offers on the market of the product or project design.• To define the resulting acquisition plan, in order to optimize the cost of the Procurement parts, with the support of the Global Category Managers/Category Managers/Category Buyers• To commit the Procurement Directorate to the cost and competitiveness of the Procurement part (in BID phase) through the Procurement Executive Summary (PES) presented at Gate 2• To execute the acquisition plan (in project phase / product development and production phase) in accordance with the allocated targets ( Time, Quality, Total Cost of Ownership, Risks & Opportunities ) and update the procurement dashboard• To liaise with operational teams and Category Buyers to monitor the execution of the Procurement plan• To define and monitor the contractual requirements of the acquisition• To comply with the “Manage Acquisition” process as per Chorus 2 and use the acquisition tools in place in the organization ( e-Acquisition, ERP,…) for all activities
