The Personal Property Supervisor is responsible for the day-to-day operations of the Personal Property Operations (PPO) on Fort Irwin and AR 5-9 Installation Agreement. PPO Supervisor will manage Personal Property Processing and must be well versed with the Joint Travel Regulation (JTR) and the Defense Transportation Regulation Part IV and personal property shipping entitlements, policy and procedures.


Responsibilities



Oversees (and conducts as required) all personal property counseling, Inspections, and claims procedures as well as Direct Procurement Methods, Non-temporary storage and local move shipment methods. Supervises 4-8 PPO Travel Clerks, Counselors, and Inspectors Manage outgoing and incoming Personal Property processing requirements for military and Government Civilians assigned to Ft. Irwin. Provide assessment and support to Army and Civilian personnel in support of shipment of household goods and automobiles for PCS, deployment, and TDY moves. Coordinate shipment of personal property by Air, Land and Sea. Develop and implement personal property standard operating procedures (SOPs). Ensure all contractual requirements are successfully met in accordance with the Performance Work Statement (PWS) Attend meetings, prepare reports and documentation as needed. Provide reports to the Ft. Irwin Logistics Readiness Center (LRC) Staff and Contracting Officer Representative COR). Resolve personal property issues and requirements identified during the period of performance of the contract. Other duties as assigned.


Qualifications



High School Diploma. Undergraduate Degree preferred. Skills acquired through completion of an undergraduate degree and a minimum of five (5) years' experience in Logistics and Transportation with some experience in accounting and administration preferred. Minimum of five (5) years supervisory experience. Experience with Personal Property counseling and claims procedures and familiarity with Direct Procurement Method, Non-temporary storage and local move shipment methods and procedures is required Valid Driver's License.

We are looking to hire a
Regional Property Supervisor (RPS)
who will oversee the management operations of all assigned communities to ensure they are meeting corporate performance expectations including compliance with company policies and procedures, regulatory agency compliance, resident relations, and financial management. The RPS is a key member of the supervisory team structure and works collaboratively with their respective team to orchestrate performance and production.


Essential Job Duties
Establishes a positive, productive, and professional relationship with the onsite and supervisory team. Assists in the preparation of annual operating and capital budgets. Monitors and makes recommendations on-budget performance, review and analyze cash flows on a monthly basis. Inspects assigned communities on a regular basis to ensure they present the highest quality image possible. Inspection includes physically walking the property and observing/reviewing any problem area as well as examining administrative procedures to ensure that all company policies, applicable laws and compliance areas are being followed. During inspections, the RPS is expected to recognize potential problems before they become serious and take preventive and corrective action. Reviews and implements corrective action plans generated through the Property Assessment Checklist (PAC) Evaluates onsite staff performance continually, promptly addressing any performance problems through coaching, training, redirection, or discipline. Recognizes and encourages good performance. Responsible for completion of annual performance reviews for employees assigned to their portfolio; includes follow-up and implementation of development or improvement plans Resolves elevated customer complaints and employee relations issues in a manner that is in the best interest of the company, customer, and associate. Reviews and monitors the completion of all capital projects being performed at their assigned communities. In conjunction with the Marketing Compliance Specialist (MCS) the RPS participates in the development of marketing programs for properties designed to achieve optimum occupancy levels and customer satisfaction. Review and approve requests from onsite staff including vacation/sick time off, petty cash report, expense report, and postage requests; responsible for all ADP Payroll Functions including Mid-week. Works with FOA to ensure all business licenses and fictitious business names are current for all TRM and TPM sites.


Other Qualifications:
Must be a team player, people-oriented, and have a high level of initiative and commitment to effecting positive change within affordable housing for the elderly and disabled. Investigatory skills are essential when identifying problematic situations that do not meet company standards. Must demonstrate the ability to handle multiple tasks/projects, set priorities, and be a problem solver. Must be able to work evenings or weekends as needed. Must have great initiative and the ability to follow through on all tasks. Preferred bilingual and fluent in English and Spanish written and oral).


Knowledge and Skills:
Must have foundational computer skills including Microsoft Office Suite (Outlook email, Word, Excel and PowerPoint, and calendaring) and the internet. (Level 2; Proficient) (OneSite) user CashPro experience, preferred. Onesite and Yardi experience, preferred. ADP WorkforceNow user.


Experience and Education:
BA/BS in Business Administration preferred or 4+ years of experience in subsidized property management with supervision. Exceptional understanding of HUD Handbook 4350.3, Low-Income Housing Tax Credit program requirements, and 504 Fair Housing Laws, a plus.


Physical Requirements:
Constantly (6-8+ hours per day) – sitting, using hands to finger, handle, or feel (computer operation) Occasionally (Up to 3 hours per day) – standing, walking, stooping/bending, reaching with hands and arms, lifting up to 20 lbs

The Compliance Manager reports to the President of the Affordable Housing Business Line and with the support of the Compliance Specialist(s) is responsible for ensuring the entire LIHTC, USDA & 50059 portfolio, remains in compliance at all times with the requirements of various local, state and federal agencies including, but not limited to, the California Tax Credit Allocation Committee (TCAC), the California Debt Limit Allocation Committee (CDLAC), the California Department of Housing & Community Development (HCD), the US Department of Housing & Urban Development (HUD), the US Department of Agriculture (USDA), and the Housing Departments and Housing Authorities of various cities including but not limited to Sacramento, Solano, Yolo, Yuba, Kern, Clark, and Bastrop. The Compliance Manager is also responsible for maintaining current and accurate affordability mix abstracts for all properties in the portfolio and working closely with the Property Supervisors and Resident Managers to ensure actual tenant income and rent levels meet eligibility requirements. SPECIFIC DUTIES & RESPONSIBILITIES:

Responsibilities and duties include, but are not limited to the following: Oversee and manage the waiting list for each property in the portfolio, ensuring waiting lists are up to date and accurate. Conduct semi-annual updates to waiting lists, review and purge inactive applications from the waiting list after reviewing documentation to support the removal action, and work with Property Supervisors to market and replenish the waiting list.

  • Conduct site audits to ensure compliance to policies and regulatory agreements, procedures regarding waiting list, resident files, and filing systems.
  • Submission of timely reporting to the various regulatory agencies. · Filing the Welfare Tax Exemption processes, where applicable.
  • Ensure in collaboration with the Property Supervisor the sites are ready for regulatory inspections to include REAC, MOR, Desk File Audits, LIHTC audits, etc.
  • Oversee and manage the annual income recertification process for the portfolio: Send out monthly reminders per the recertification calendar to on-site staff and property supervisors; Follow up on outstanding annual recertifications with property supervisors and on-site staff; and
  • Conduct internal annual recertification audits to ensure files are accurate and meet compliance requirements.
  • Supervise the Compliance Specialist. This includes performance monitoring, evaluations, and training.
  • Identify training needs and ensure that Property Management staff receives necessary training.
  • Maintain and regularly update the Compliance Calendars for reporting requirements, audits and inspections.
  • Prepare annual SRIs for HCD funded properties and regulatory requirements.
  • Responsible to complete required reporting.
