POSITION PURPOSE: The Property and Fleet Specialist position is responsible for the duties related to supporting and maintaining the site wide Real and Personal Property Management Program, and the support of Fleet Management roles. The Real and Personal Property Management Program includes maintaining numerous local and web-based automated databases, initiating and operating an Excess Property Disposition Program, supporting or authoring several annually required reports or reviews, and ensuring compliance with programmatic property management policies, procedures, and practices. Assists with the Facilities Information Management System (FIMS) database and is integral for the integration, system development, and the reliability of the system. Prepare budgets and reports as required. Demonstrates a personal commitment to safety and quality. ESSENTIAL DUTIES AND RESPONSIBILITIES: Maintains and tracks the usage of all DOE property on site per NWD's contractual agreements. Collaborate with other site contractors to collect the necessary data, meet data calls, and adhere to reporting timelines associated with DOE's reporting requirements. Support performance, in collaboration with DOE and other site contractors, the annual FIMS data validation and any associated corrective actions. Ensure FIMS data remains complete and current throughout the real property asset's lifecycle. Populates data records and maintains data integrity for automated property databases including, but not limited to: Facilities Information Management System (FIMS) Property Asset Management (SUNFLOWER) Condition Assessment Information System (CAIS) Property Information and Data System (PIDS) GSA Fleet Federal Automotive Statistical Tool (FAST) Uses the required automated systems or manual databases to develop reports for the U.S. Department of Energy (DOE), General Services Administration (GSA), and other site property information customers. Document maintenance costs (annual, deferred, required) and other data elements at the asset level using the Contractor Maintenance Management System (i.e.. SOMAX) data Ensures compliance with DOE requirements for fulfilment of the role (i.e., DOE O 430.1C, etc.) Understands and differentiates between various types and classes of property such as real, personal, capital, non-capital, accountable, non-accountable, and excess. Contributes to effective planning of property acquisition, usage, and disposition projects by using an understanding of knowledge of the inventories of property on site. Maintains and operates an excess personal property disposition system. Including property identification, and assessment, coordinating for potential re-use by other federal agencies and others, and when necessary direct disposition by sales, gifting or other means. Supports the day-to-day operation of the GSA leased and government-owned vehicles. As directed, serves as a direct contact to GSA for fleet information regarding vehicle replacements and needs. Supports the vehicle tracking and reporting requirements to DOE, DOE Environmental Management (EM), and GSA. Coordinates daily site vehicle operations, preventative maintenance, vehicle repairs and issues to ensure fleet is maintained in a safe, operable condition. Ensures end of the month mileage information and tag verifications are made when required. Coordinates Health Physics (HP) surveys prior to loan, transfer, or disposal of all property and vehicles before leaving site. Oversees the daily maintenance and accuracy of data entered in the property database. Develops inventory plans and strategies, as required. Coordinates, supervises and/or conducts inventories. Establishes/coordinates storage and disposition of "Excess DOE Property." Serves as a point of contact for Property Custodians. As assigned, supports the maintenance of a site-consistent overall High-Risk Property and Export Control Information system and program. Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed. Demonstrates ability to get along with coworkers, customers and visitors. Demonstrates a personal commitment to safety and quality. Performs other duties as assigned. Safety Responsibilities Keeps work area in order and free of hazards. Performs work within the controls identified and stops work when an unsafe work condition exists. Participates in safety programs and initiatives. Reports all injuries. Participates in work planning so that hazards are identified and appropriate corrective actions are taken. MINIMUM QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience Bachelor's degree in business or technical field Certification as a Professional Property Specialist (CPPS) is desired; or ability to obtain certification Previous experience in the maintenance and implementation of FIMS and other property management systems along with facility management operations is desired. Proven experience in managing databases/data and ensuring data accuracy Previous work experience may be substituted for educational requirements. Skills and Abilities Language Skills Ability to read and interpret documents such as operating and maintenance instruction manuals, procedure manuals and blueprints. Ability to write routine and non-routine reports and correspondence. Communication Skills Ability to speak effectively before groups of customers or employees. Must have good verbal and written communication skills. Reasoning Ability Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of instructions and deal with abstract and concrete variables. Other Skills/Abilities Ability to operate an office copier, fax, telephone, and computer are required. Strong experience in Microsoft Office applications Must have good computer skills. Special Requirements: Must be able to obtain and maintain a DOE “L” clearance. PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to sit for majority of the day. The employee is frequently required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and drive. Show the apartment, emphasizing amenities, services available in the community, schools, churches, etc. Work closely with prospective clients to lease the unit. Review the terms and conditions of the lease, calculate security deposits/prorata rents, review procedures for garbage collection, etc. With each new move-in. Perform move-in inspections in the units, and process work orders as needed. (Ultimately signs lease and explain all rules and regulations to residents and securing signatures in all necessary documents). Conduct unit inspections. Perform inspections prior to move-ins, after move-outs, 90 days after move-ins and annual HQS (Housing Quality Standards) inspections on all units. Check apartments for maintenance needs and for damages beyond normal wear and tear. Itemize maintenance needs and process requests for work orders as a result of all inspections. Complete inspection sheet and retains in the tenant file. Recommend maintenance charges, as appropriate. Performs special follow-up inspections as needed. The Neighborhood Manager works alongside the Regional Manager and oversees the maintenance team to provide the best resident experience. What You'll Own: Contribute to all aspects of the leasing process to meet and exceed individual and team goals. This includes: Ensuring leads are entered into Entrata, contacted, and followed up on. Greeting prospects, conducting tours, closing leases, and overseeing the application and screening processes. Monitoring and participating in resident renewal efforts. Maintaining the clubhouse, model units, and tour routes to exceptional standards. Foster exceptional service by addressing escalated resident concerns with professionalism and care. Support marketing efforts and resident events to attract prospects and retain current residents. Ensure timely collection and accurate posting of rental and vendor payments to maintain strong cash flow and financial performance. Address delinquent accounts by preparing late notices, contacting residents and guarantors, and filing evictions when necessary. Assist the Property Manager with financial reporting, including weekly and monthly reports, and closing financial books. Serve as acting Property Manager in their absence, ensuring adherence to company policies and property guidelines. Perform other duties as assigned. What You'll Bring: High school diploma or equivalent required; Bachelor's degree preferred. Willingness to obtain all licenses and/or certifications required by State or Local jurisdictions. Previous experience in leasing and sales required, with Leasing Manager experience preferred. Familiarity with multifamily conventional or student housing strongly preferred. Proficiency in property management software such as OneSite, Entrata, or other RealPage products preferred. Intermediate knowledge of Microsoft Office, especially Excel, is desirable. Ability to participate in emergency duties as needed.
