Qualifications

The Proposal Manager (PM) collaborates with the Director of Consulting Services to plan, staff, and execute all types of government proposals (RFI/RFP responses, Multi-award vehicle responses, Market surveys, etc.) on behalf of WinBiz Clients. Depending on the complexity of the proposal, the PM may be managing a mixed team of WinBiz and Client writers, designers, SMEs, and stakeholders through all phases of an RFP response, or they may be the only WinBiz resource on the scene. The PM is more than an administrator, however, and must also be able to “roll their sleeves up” and format a resume, edit a draft, or interview a SME when the need arises.
The PM must be skilled in proposal strategy and industry best practices (e.g. Shipley and APMP) and must have a consultative approach to teaching clients best practices as they execute. The PM must be able to manage a varied workload, oversee a virtual team, and communicate effectively across all modern media, including text and web conferencing. A successful PM must be adept at adjusting to the various communication styles and processes of clients, and they must be comfortable working with small and mid-size enterprises. We are seeking consultants who are cool under pressure and can diffuse the stressful atmosphere of responding to proposals under strict deadlines.
The PM must convey confidence and professionalism at all times, both as a representative of WinBiz, and also as a reflection of the Client to their teammates.
Responsibilities:
Manage all phases of the proposal development process including: strategy, win themes/discriminators, outlines and compliance matrices, color reviews, writing and editing, graphic design, desktop publishing, document production, and packaging and delivering.
Tailor industry-standard methodologies (e.g. Shipley or APMP) to the needs of smaller clients
Collaborate with senior WinBiz and Client executives to oversee the entire proposal response, managing the team with a commitment to “doing what it takes” to produce a winning proposal.
Know when to escalate issues to Client or WinBiz executives before they become crises.

Who we're looking for You are an experienced Proposal Manager who is ready to help Nava understand and navigate federal, state and local procurement processes. You are able to quickly learn Nava's capabilities and leverage our prior experience in support of well structured and winning proposal efforts. You are excited to help Nava tell our story in a way that resonates with prospective clients.
You're detail-oriented and able to organize and manage processes, responsibilities, and team operations. You create clear frameworks to engage subject matter experts with varying degrees of familiarity with federal procurement in a structured and predictable way. You're at home in rapidly evolving, ambiguous situations and can adjust your strategy as the needs change.

Build a proposal management practice that helps Nava increase proposal quality and in support of Nava's growth goals
Lead Nava Client Solutions Managers, Subject Matter Experts and reviewers through well-structured proposal efforts; effectively engage Nava leadership (Contracts, Staffing, etc) and teaming partners at the right times with the right information
Author proposal content such as descriptions Nava's past performance and capabilities
Manage concurrent proposal efforts without sacrificing clarity or quality
Develop and support a compliance checklist for each opportunity, including evaluation criteria, required forms and contractual documents
Curate, organize and and build 'evergreen' content that speaks to Nava's capabilities, projects and modern practices
Required skills
Experienced professional with 4+ years managing large solicitation responses for federal/state/local clients
Experience in the Government Contracting IT industry, proposals/procurements and contracting understanding of either the US Federal Government or general State Governments
Must have Gov't proposal experience and general knowledge of terminology/acronyms/lingo and application of NAICS and FAR
Understand the cyclical requirements, timelines and expectations of Federal business development, proposals and contractors
Must have professional writing, editing and communication skills in English and professionally represent Nava outside of the office at industry and networking events
Experience developing and iterating consistent and effective Proposal Management processes
Experience developing proposals in support of modern digital services, custom development or highly tailored solutions
Experience curating and building high value and broadly applicable 'evergreen' content
Experience creating or working with experts to translate complex concepts into compelling graphical content
Ability to guide a multi-vendor team to a winning bid by providing structure while being flexible to new information and gathering input and feedback from across the team
A proven ability to establish order, calm, and accountability through an effective proposal management practice
An adaptive, empathetic, collaborative, and positive mindset
Highly resourceful, reliable, and detail-oriented

The Proposal Manager is responsible for managing all aspects of the proposal process from pre-RFP through submission to optimize best chances for contract award.
Responsibilities
Assists in the development of proposals through collaboration with all members of the proposal team including, but not limited to:

Assists in the development of proposal responses to government Requests for Proposals (RFPs), Requests for Quotes (RFQs), Task Order Proposals, and Requests for Information (RFIs) as directed.
Manages/coordinates individual RFP/RFQ proposal efforts and rewrites sections as required.
Responds to deficiency reports, clarification requests, and requests for final proposal revisions.

Prepare kickoff packages
Coordinate on-site and virtual meetings

Qualifications
Bachelor's degree in Business Administration/Management or a related discipline
Four years of work experience in the federal government as an employee; or active duty, reserves, national guard member; or in federal government contracting may substitute for Bachelor's degree
IT or technical support service proposal writing and proposal review work experience desired
3-years demonstrated proposalcoordination or proposal support experience responding to complex, primarily DoD RFPs, RFIs, and FRQs which seek IT services
Active Secret or ability to obtain a Secret clearance, if necessary
Ability to work independently as well as within teams with strong interpersonal and problem-solving skills as well as desktop editing (MS suite, Excel, Adobe, and Graphics)
Must have excellent oral and written communication skills
