Plan, coordinate, prioritize, and execute the activities necessary to process GIS Change Requests by using linear referencing in an ArcGIS versioned database.

Minimum Qualifications:

Reports to the assigned Division Proposal Lead and oversees the collection and creation of one or more project proposals, ensuring all required items of a pursuit request are included before the bid submittal deadline.

Coordinates and tracks surety and bonding information and any required signature documents in coordination with the pursuit Lead Estimator. Coordinates with Joint Venture (JV) partners and subcontractors to obtain necessary proposal information, narrative, forms, and other documents requested by the Owner's RFP.
Compiles technical writing and support documentation based on interviews, summary points, and examples provided by estimators, engineers, subject matter experts, and direct manager. Proofreads, edits, and standardizes proposal text for proper grammar, spelling, comprehension, and style. Develops and manages layout, design, and document feel to ensure a marketing-quality product.
Maintains the current version of RFP documents and ensures all supporting team members have access. Notifies the proposal team when important project information becomes available.
Leads the final publishing of the proposal and delivery to the Owner, as required. Updates proposal templates and project sheets and ensures all relevant information is stored in the database and searchable for future project pursuits.
Completes forms for Company and District award submittals, as needed.

Process client RFP, RFI, RFQ, and Sources Sought requests to lead and/or support the strategic development of the submittal.
Executes federal client specific proposals inclusive of SF330 proposal development, production, and submission for Federal Market Sector pursuits, specifically Federal Civilian clients
Leads and/or supports proposal preparation for industry partners on assigned Design-Build pursuits
Leads proposal effort for task order responses on existing IDIQ contracts.
Prepares proposals, presentations, SOQs and other submittal packages in compliance with company/brand standards while helping to maintain the best practices for all procedures
