We are seeking a Manager Proposals 3 with the experience, vision and people skills to execute highly effective proposal efforts with multifaceted teams. The Proposal Manager 3 will lead proposal teams across the division to ensure successful, compliant, and on-time proposal submissions.
Proposal support includes sector and division priority wins, along with support to other proposals in division and business units. This individual will be onsite in our Rolling Meadows, IL facility. Must be willing and able to travel, as needed (up to 25%).
Responsibilities include, but are not limited to:
+ Leading and managing large, complex proposals in response to RFIs, RFPs, and BAAs from DoD, other U.S. Government agencies, international and commercial customers.
+ Supervising and mentoring Proposal Operations staff.
+ Providing pre-proposal planning support to the Capture Manager, including RFP shaping, strategy, and development of capture related products. - Collaborating with the Capture Manager on proposal execution approach and team staffing.
+ Working with the Capture Manager and core team to develop win themes, messages, discriminators, and key features of our offering.
+ Articulating and enforcing proposal roles and responsibilities for all members of the proposal team.
+ Maintaining virtual and physical work space for proposal execution and ensures configuration control of proposal documents.
+ Defining all RFP required proposal deliverables and ensures 100% compliance with solicitation documents.
+ Developing and executing the Proposal Development Plan, including schedule.
+ With the Capture Manager, preparing for and leading the proposal kick-off meeting.
+ Preparing for and leading proposal stand-ups and status meetings.
+ Managing schedule, work progress and proposal risk.
+ Scheduling and overseeing proposal reviews
+ first draft, red team, final draft.
+ Reviewing proposal content for compliance with solicitation instructions, clarity, accuracy, and consistency across volumes.

**Basic Qualifications:**
+ Bachelor's degree with 9+ years of industry related experience for US Government customers or related experience - OR - a Master's degree with 7+ years of industry related experience for US Government customers or related experience.
+ 5+ years in a proposal role.
+ Experience managing competitive proposals of $100M in value or greater.
+ Experience training, leading and directing activities of team members through execution of a formal proposal process.
+ Experience mentoring and coaching subordinates to improve their skills and abilities.
+ Expertise with the Microsoft Office suite of tools, experience with SharePoint, Salesforce, Confluence, and Jira.
+ US Government active Secret security clearance is required to start.

Primary Level Salary Range: $147,500.00 - $221,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. RESPONSIBILITIES
Write and design customized sales proposals, presentations, and supporting materials in close coordination with the Executive Team
Participate in sales meetings to understand client needs and inform proposal strategy
Develop tailored content based on the specific needs, scope, and interests of each prospective client
Partner with Team Executives to define key elements of each proposal, including scope of work, pricing, and service structure
Establish and manage internal timelines to guide daily work and ensure on-time delivery of materials
Collaborate with the Executive Team to identify strategic next steps for active leads in the sales pipeline
Support final editing, formatting, and distribution of proposals and other materials
Print and ship sales materials when needed/requested
Draft and send emails with sales materials on behalf of Executives when needed/requested
Complete research on potential leads and complete other sales materials in advance of sales meetings to ensure Team Executives are prepared in a timely manner
Maintain and update proposal templates; customize templates as needed for specific proposals, decks, one-pagers, etc.
Assist other proposal writers in securing client case studies and references for proposals
Draft thank-you and follow-up correspondence for Team Executives
Work with team database coordinator and make direct database updates (as applicable) to ensure lead information is up-to-date
Liaise with proposal writers across the team and firm to understand trends and continually enhance materials

Primary Duties -

Essential Duties and Responsibilities

This role requires a solid understanding of digital policy, international affairs, and technological innovation, as well as a demonstrated ability to interpret ITU's strategic priorities, technical work and other complex materials into clear, contextually relevant language that is accessible to target audiences and accurately reflects ITU's position.
DUTIES AND RESPONSIBILITIES
Content production: Support the development of compelling and informative communications products for ITU leadership, including but not limited to speeches, talking points, op-ed articles, video messages, and press statements. Ensure that all outputs effectively communicate ITU's mission and strategic goals while being tailored to diverse global audiences.
Workflow management: Use project management software to ensure timely and high-quality delivery across all stages of the speechwriting process, from logging initial requests to seeking requisite approvals. Education:

**Responsibilities**
+ Develop and authora broad range of clinical and regulatory documents, including but not limited to: clinical study protocols, investigator brochures (IBs), clinical study reports (CSRs), and sections of regulatory submissions (e.g., IND, NDA, etc.).
+ Ensure accuracy, clarity, consistency, and compliancewith internal standards, applicable regulatory guidelines (e.g., ICH, FDA, EMA), and company SOPs.
+ Collaborate cross-functionallywith colleagues in Clinical, Regulatory Affairs, Medical Affairs, and other internal stakeholders to gather relevant data and ensure consistency of messaging across documents.

**Qualifications**
+ Bachelor's degree in Life Sciences or a related field is required; advanced degree (PhD, PharmD, or MS) strongly preferred.
+ Minimum of 5 years of medical writing experience in the pharmaceutical, biotechnology, or clinical research industry, with a focus on late-stage clinical development (Phase 3).
+ Demonstrated experience in writing regulatory submission documents in compliance with regulatory agency guidelines.
