    The Senior Proposal Specialist is a proactive leader with at least 10 years of proven experience managing proposals for both public sector (Federal, State, and Local) and commercial clients, with a strong focus on the public sector. As a key member of the Proposal Management Team, you will drive the delivery of high-quality, competitive proposals for U.S. and Canadian public and commercial markets. You will collaborate closely with Sales Representatives and cross-functional teams-including engineering, contracts, legal, and other business units-to ensure every submission aligns with client needs and Oracle's business goals. Public sector expertise is essential. Responsibilities include but are not limited to: + Strong communication and leadership skills and critical analytical thinking, coaching/mentoring to help influence proposal content, including creative direction is mandatory. + Act as the primary interface for RFx response activities, leading proposal responses on complex direct RFx's and supporting partners on indirect deals. + Formulate vision, strategy, and process for the proposal with sales, etc. + Lead and manage virtual/Web-based meetings with a large number of Team members. + Develop proposal compliance development plans, proposal preparation instructions, develop writing instructions for authors, plan, and conduct proposal kickoff meetings, manage the execution of the proposal development plan. + Prepare and conduct kick-off meetings to discuss overall messaging, flow, and common themes, and conduct regular status calls with all contributors/authors of critical sections. Manage to the compliance development plans. + Develop win themes, feature/benefits, and executive summaries for all RFx's (direct or indirect). + Develop red team review directions and procedures and debriefs. The proposal manager must be experienced in conducting their own red team review (as the evaluator) of the proposal to determine compliance, responsiveness, winning story, etc. Oversee the final assembly and submission of proposals, ensuring every detail meets compliance, responsiveness, and Oracle's internal standards.
