The Naval Standard Missile Systems (NSMS) program office, part of Raytheon's Naval Power Business Unit, is seeking a highly motivated Proposal manager to direct and oversee the overall proposal management activities for the NSMS portfolio, with special focus on the production requirements. In this role, you will report to the NSMS Proposal Lead, and you will be responsible for ensuring all aspects of the proposal requirements are met. This role necessitates close coordination with key stakeholders including Estimating and Pricing (E&P), the NSMS Program Management Office (PMO), Engineering, Contracts, Supply Chain, and other key functional organizations.
**This is an onsite position located at our Tucson, AZ facility

What You Will Do:
Execute timely development, analysis and completion of proposals through collaboration with functions across the business
Ensure proposals meet quality, schedule, and affordability targets for the benefit Raytheon and our customers
Develop and champion innovative methodologies to drive faster and more efficient contract awards
Direct and oversee coordination of proposal evaluation notices, fact-finding questions and/or final proposal revisions with senior leadership
Assist teams with proposal kickoffs
Provide guidance and strategy for Submit Gate's, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level
Coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery and “mange pre-RFPs” to meet needs as appropriate
Leverage networks and opportunities with internal and external stakeholders to shape requirements
Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners
Ability to travel as needed

Qualifications We Prefer:
Prior experience working in functions such as Supply Chain, Estimating, Capture Management, Finance or Project Management

Experience managing cost, schedule and performance, including earned value management (EVM) or similar in a deadline driven environment

The Raytheon Weapons System team is seeking a temporary Proposal Manager who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment.
You will be responsible for assisting in the development of the comprehensive proposal strategy for product contracts and assisting in the development, analysis and review of all proposals supporting the program portfolio.
What You Will Do
Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures
Develop compliant proposals, and actively support customer negotiations across the program portfolio
Maintain key metrics which will act as critical process indicators for the programs and organization to track designated proposals and associated processes
Maintain strategic relationships with industrial base, government, and authorities in assigned customer contracts
Ensure on-time delivery of proposal efforts; this includes providing turn-round metrics to the supported programs, identifying improvement opportunities, and taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution
Support the negotiation and implementation of large, complex contracts that include offset agreements and adjacent business opportunities
Coordinate with program in meeting all of the above efforts; building and maintaining a respectful and collaborative working relationship between partners
Expected to support domestic travel as needed
Ensure proposals comply with all FAR and internal requirements
Qualifications You Must Have

Core responsibilities:
• Create and edit existing templates in the outsourced Email Service Provider tool (Exact Target) and the Intuit IT platform which includes version controlled content management (i.e. Perforce), HTML editing, variable attribute management, and the creation of conditional logic to drive content that aligns with predefined business rules.
• Create and maintain transactional communication (TC) wireframes (content) to use as the input to create and maintain email templates.
• Conduct content development sessions with business stakeholders in order to create customer messaging that fits within the architectural capabilities of the current enterprise communications platform.
• Apply copy/edit expertise to content to ensure concise, clear, and accurate information is consistently communicated to our customers via the ETC platform.
• Work with Privacy, Legal, and Regulatory Compliance teams to ensure all ETC communications are compliant with laws and regulations (domestic and global).
• Identify opportunities for improvements to the Intuit Enterprise Transactional Communications (ETC) platform and drives resulting feature requests through the GES prioritization and execution processes.
• Support content maintenance (Transactional Effort Request Form) requests submitted by the business when content or creative images need to be changed in existing email message types.
• Manage testing of all ETC output in different browsers and devices as required. Provides input to ensure end to end quality is built in and verified prior to release to production.
• Provide backup to other Content Developers and Finance (ETC) Correspondence leads as needed.
• Develop proficiency using Exact Target tools and recommend / implement the best approach to support more complex business needs and global expansion.
• Develop an understanding of systems that trigger communication events well enough to create meaningful and accurate communications to customers in the ETC platform.
