We are looking for a highly driven and operationally focused Proposals Manager to support our growing Public Sector business, with a particular focus on delivering AI/ML solutions to the U.S. Federal Government.
Scale is at the forefront of enabling the next wave of AI/ML technologies for the U.S. government, and we are expanding our Public Sector Proposals team to help drive this mission. This position requires a self-motivated, independent operator who is deeply analytical, hands-on, and able to thrive in a rapidly changing, high-stakes environment. You must be comfortable taking ownership of your work and driving initiatives forward with exceptional written communication skills.
Responsibilities:
Manage the end-to-end proposal development process for U.S. Federal opportunities, including RFPs, RFIs, BAAs, and unsolicited proposals.
Drive the creation of compelling, compliant, and customer-focused proposal narratives that clearly articulate Scale's technical solutions, differentiators, and value.
Collaborate with GTM, engineering, product, security, and legal teams to gather technical inputs and translate them into accessible proposal language.
Ensure compliance with Federal Acquisition Regulations (FAR/DFARS), solicitation requirements, and agency-specific guidelines.
Develop and manage proposal schedules, assignments, and workflows to ensure timely submission of high-quality responses.
Maintain and expand a reusable library of proposal content, past performance references, resumes, and templates to streamline future responses.
Coordinate and facilitate team reviews, compliance checks, and executive approvals.
Track and analyse win/loss outcomes, capturing lessons learned to improve future proposal strategy and execution.
Requirements:
3-6+ years of experience in Federal proposals management, ideally with technology, defense, or AI/ML organizations.
Eligible for a U.S. Top Secret security clearance.
Proven ability to lead complex, deadline-driven proposals in compliance with government solicitation requirements.
Demonstrated ability to manage multiple concurrent proposals under tight deadlines with strong organizational and project management skills.
Exceptional writing, editing, and storytelling skills, with the ability to simplify complex technical information for diverse audiences.
Strong knowledge of government contracting processes, FAR/DFARS compliance, and proposal best practices (Shipley or equivalent).
Experience collaborating cross-functionally with sales, technical, and executive stakeholders.
Strong attention to detail and ability to manage compliance matrices, checklists, and review cycles.
Nice to have:
Prior experience supporting proposals for AI/ML, data science, cloud, or advanced technology offerings.
Familiarity with government acquisition pathways such as OTAs, SBIRs, BAAs, and IDIQ task orders.
Active U.S. security clearance (Secret or higher).
Experience in a startup or high-growth environment.
Compensation packages at Scale for eligible roles include base salary, equity, and benefits. Serves as a liaison between the Chair, Faculty, and Department Administrators (DAs).

May coordinate the submission, work with PI to prepare budget, and obtain pricing quotes from other departments.
Compiles and ensures accurate regulatory compliance of necessary data collected from various sources.
Works with Principal Investigator to compile and submit the entire grant according to established agency/university guidelines.
Prepares and reviews all agency forms for submission.
Enters grant budgeting documents on line, as needed.
Obtains PI and institutional signatures for proposal submissions.
Sets up subawards in the SUBSsystem.

Award Management
Provides internal notice of award (NOA), including sponsor award documents, to SPA and PI, noting any special terms and conditions as well as committed effort.
Monitors and works with PI to submit annual agency reports (e.g., Research Performance Progress Reports/RPPRs).
Oversees and coordinates the proper transfer of PI grants and contracts into Wash U.
Research Compliance
Coordinates the necessary support with internal and external requests for grant-related information (i.e. current biosketches, trainee information, and human/animal protocol approvals, other support).
Research Reporting
Tracks and maintains online database of grants submitted, awarded, rejected, etc.
Grant Closeout
Serves as responsible for closure of sponsored projects accounts.
Submits final progress report and invention statement (if applicable) to the appropriate agency.
Follows up with PI and facilitates submission of delinquent final technical, outcomes, patent, and property reports.

Under the direction of the Finance Manager, is responsible for contract administration and grant development for Benton-Franklin Health District (BFHD). This role manages the creation, review, negotiation, and execution of contracts, MOUs, data sharing agreements, and subrecipient agreements while ensuring compliance with internal and external policies and timelines. The position facilitates coordination with internal departments and external partners, monitors deliverables, supports subcontractor risk assessments, and maintains contract documentation systems. In addition, the coordinator provides grant research, writing, and submission support by developing templates, organizing required documentation, advising staff on proposals, and ensuring timely completion of applications. With strong analytical, organizational, and communication skills, this role supports both compliance and innovation in advancing the Health District's financial stability and programmatic goals.
Essential Job Functions but not limited to:
Create contracts, agreements, MOU's, Data Share Agreements, (DSA's), Business Associate Agreements, and subrecipient agreements for the Benton-Franklin Health District.
Facilitate coordination of all parties (internal and external) involved in the initiating, approval, signature and execution of new contracts and renewal of existing and/or prior contracts according to the District's Contract Management Policy with Procedures.
Engage with external entities seeking to establish or renew contracts with BFHD, ensuring thorough internal management review and negotiating modifications as required to successfully execute the contracting process.
Coordinate and facilitate the subcontractor risk assessment process when necessary.
Set up contractual requirements/deliverables for applicable contracts with tasks, due dates, document repositories, along with staff member, supervisor, and management notifications.
Collaborate with the Finance Department in the fiscal monitoring and auditing of all contracts and grants, as required.
Establish and maintain procedures and systems for the organization and archiving of all documents related to assigned grants, including drafts, originals, revisions, contracts, proposals, correspondence, and all other relevant documents.
Provide consultation services on research strategies, tactics and tools for the development of grants for submission as requested.
Provide staff with reference, instructional, and informational resources, including templates and boilerplate documents, to support grant preparation and related activities.
Interpret and apply relevant laws, policies, and procedures within the scope of assigned responsibilities.

Minimum Qualifications: Equivalent to a bachelor's degree in public administration, business administration, statistics, grant administration, or related subject. Minimum Experience: Three or more years of progressively responsible accounting experience.
Additional Requirements: Performance of job duties requires driving on a regular basis, a valid Washington State driver's license, the use of the incumbent's personal motor vehicle when a District fleet vehicle is not available for use, and proof of appropriate auto insurance. This position requires occasional work on weekends, evenings, and holidays to maintain laboratory operations. A valid driver's license is only required where driving or vehicle operation is an essential part of the job.

What can you expect?
As the Proposal Manager, you will work onsite in Tacoma, WA and lead the development of qualifications, technical proposals, and presentation materials for design-build and alternative delivery projects, primarily within the federal market. You will manage the full proposal lifecycle, from pre-RFP planning through development, production, and post-submittal activities. Responsibilities include facilitating proposal meetings, ensuring RFP compliance, producing high-quality documents, coordinating delivery, and supporting interview preparation. You will also contribute to marketing materials, data management, and business development efforts. As a key member of our team, you will collaborate with constructors, engineers, and executives to deliver outstanding, safe, and high-quality construction solutions nationwide.
How will you do it?
Analyze Requests for Information (RFIs), Requests for Qualifications (RFQs), and Requests for Proposal (RFPs); Prepare compliance matrix and proposal development schedule; work directly with the Design-Build Manager/Sponsor to identify support resources.
Collaborate with business development and operations teams to support capture planning and client intelligence gathering prior to RFP release.
Facilitate strategy sessions to create a persuasive win strategy; Convey win themes to proposal contributors for use in messaging; Gather information and perform research to support strategy development.
Leads proposal kick-off meeting with pursuit team; Creates templates for proposal deliverables; Requests and tracks status of data calls, Keeps the Design-Build Manager/Sponsor informed on progress status, schedule adherence, and quality of deliverables.
Maintain and update company qualification materials, project data, and staff resumes to ensure proposal content is current and accurate.
Uses the brand standards developed for each entity to develop the proposal branding, content design, and page layout; Develops and incorporates project-specific graphics; Maintains presentation quality for all deliverables.
Performs quality checks and content edits for RFP compliance, grammar, logic, and readability; Refines content to incorporate missing strategy elements and win themes; Facilitates effective proposal color reviews including distribution of draft materials, leading review meetings, and coordinating the draft recovery process with authors.
Ensure proposal documents comply with all internal review processes, brand guidelines, and federal procurement requirements.
Manages final QC, assembly and delivery of the printed and electronic submittals by established deadlines; Maintains proposal files, including appropriate archiving and storage.
Track and report proposal metrics (win/loss data, feedback, lessons learned) to inform future improvements and business development strategies.
Coordinates with the Design-Build Manager/Sponsor to develop interview preparation plan and schedule; Creates presentation materials (boards, PowerPoint presentations, placemats, leave behinds, name tags, etc.); Facilitates preparation and practice meetings; Coaches speakers through presentation and Q&A practice.
Support development of marketing collateral and pursuit materials outside of formal proposals, including capability statements and client presentations, as needed.
Prioritize and juggle multiple concurrent assignments to deliver materials that clearly communicate defined messages, quality, and branding, while meeting production and delivery deadlines.
Attend professional and trade conferences as workload allows to develop and nurture network of potential professional teaming partners and alliances within the industry.
Stay abreast of new and current trends by attending industry programs

Minimum Qualifications:
Seven (7) + years in marketing within the AEC industry required.
Three (3) + years in managing design-build and other Alternative Delivery procurement strategies for federal pursuits required.
Experience managing structured proposal processes and procedures required.
Valid state driver's license and qualified to operate a vehicle under the conditions of the Company's Driving Policy.
Ability to pass drug, driving, and background screenings.
Preferred Qualifications:
10 years of Proposal Management experience preferred.
BS/BA with concentration in Marketing, Business, English, Journalism, or Communications preferred.
