About being our Right of Way Agent
As our Right of Way Agent, you will support public works and infrastructure projects throughout California. This position plays a critical role in ensuring timely, lawful, and fair property acquisitions that support transportation, utilities, and infrastructure development.
Responsibility Highlights for our Right of Way Agent
Coordinate and manage all phases of ROW acquisition for public infrastructure projects.
Interpret right-of-way plans and legal descriptions, work with surveyors, engineers, appraisers, and attorneys.
Communicate with property owners, negotiate acquisitions, and prepare settlement documentation.
Ensure compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act and California Government Code Section 7260 et seq.
Oversee or assist with title research, appraisal coordination, and escrow/closing processes.
Support condemnation proceedings when necessary, in partnership with legal counsel.
Maintain detailed records and prepare documentation for agency audit and legal compliance.
Work collaboratively with project managers, engineers, appraisers, attorneys, and public agency representatives.
Minimum Qualifications to be our Right of Way Agent
3 -10 years of direct right-of-way experience, preferably in public infrastructure or capital improvement projects.
Active California Department of Real Estate Salesperson License (required).
Familiarity with Caltrans Right of Way Manual, local public agency procedures, and eminent domain processes.
Experience working on federally funded public projects.
Strong working knowledge of real estate laws, title and escrow, and relocation assistance requirements.
Excellent negotiation, communication, and documentation skills.
Proficiency in Microsoft Office Suite; GIS/ROW software experience is needed.
Must possess a valid California driver's license and be able to travel to project sites as required.
Preferred Qualifications for our Right of Way Agent
Active membership or certification with IRWA (International Right of Way Association).

**Pay Range:**

About being our Project Planner - Land Use Planning and Entitlements
The Project Planner will provide land use planning and entitlement support for exciting development projects across Southern California, applying land use policies and best practices in the preparation of land use entitlements, design, and site planning with local government entities. The Project Planner will perform preliminary zoning investigations and field studies. In addition, you will prepare and work in current planning, zoning, subdivision, and land use applications, including necessary findings, for projects in greater Los Angeles area.
Responsibility Highlights for our Project Planner - Land Use Planning and Entitlements
Establish and maintain strong, collaborative relationships with clients, agency staff and project team members
Prepare well-organized project reports, case findings and presentation materials for public hearings and community meetings
Communicate effectively - both verbally and in writing - with internal teams, government agencies, clients, and external consultants.
Interpret and apply planning regulations and technical documents, including the Subdivision Map Act, CEQA, zoning codes, title reports, surveys and design plans.
Prepare and finalize high-quality project deliverables such as fee estimates, project schedules, due diligence reports and findings with minimal revisions needed by Project Manager
Ability to analyze and understand project needs in various political and governmental settings
Review and evaluate planning applications, development documents, and submittals for regulatory compliance with governmental requirements
Prioritize tasks, manage workload issues and delegate work effectively when needed
Provide on-call planning support services to a city/county public agency on as needed basis
Work independently in both office and remote environments while maintaining accountability and meeting deadlines
Apply knowledge and experience in long-range/advanced planning to support comprehensive planning efforts.
Minimum Qualifications to be our Project Planner - Land Use Planning and Entitlements
Bachelor's Degree in Urban Planning/Studies, Geography, Architecture, or related field
A minimum of 6+ years prior experience in planning (Title, job responsibilities and salary will be commensurate with your level of experience)

This individual will be part of the Environmental Stewardship and Resiliency (ESR) market segment providing environmental stewardship, sustainability and resilience planning, permitting, and consulting services to Aviation, Transportation, Municipal and private clients nationally. As a member of the ESR group, the individual will help identify and incorporate sustainability measures and approaches to make our projects more resilient to the ever-changing conditions with which our client's infrastructure must function. This senior-level consultant position mentor mid- and junior-level consultants, will provide direct support for activities related to ESR, project pursuits and project delivery to the practice firmwide.
The ideal candidate will have strong writing skills and an interest in providing a broad array of sustainability and resilience planning and implementation services. Demonstrated knowledge and experience implementing sustainability through the Institute of Sustainable Infrastructure's (ISI's) ENVISION rating system is important. Broad background knowledge and interests in energy, electrification, water, stormwater, wetlands, spill management, emerging, hazardous and non-hazardous materials and waste management, environmental compliance management systems and auditing programs is a plus. Interest or prior experience in developing proactive environmental programs, including operational sustainability, environmental restoration, and long-term adaptation and resiliency planning, is desired.
To be successful in this role, you must:
Have a bachelor's degree from an accredited program.
Minimum 15 years of applicable consulting experience.
Ability to mentor and help guide junior consultants.
Requires an accredited bachelor's or master's degree in environmental sciences / natural resources, environmental engineering, planning or related field.
Strong verbal, written and presentation skills.
Working knowledge of MS Office (Word, Access, Excel and PowerPoint) and ESRI ArcGIS software is essential for use in completing assignments.
Ability to work in an independent but collaborative team environment and be highly responsive to client deadlines.
Preferred Qualifications:
ENVISION Sustainability Professional (ENV SP)
Certification or certification-tracked by a professional society or a state regulatory board in the discipline of practice, if applicable. Certifications or registrations may include but are not limited to Certified Environmental Professional (C.E.P.), Certified Ecologist (C.E.), or registered Professional Engineer (PE - Civil/Environmental) or Professional Geologists (PG).
Understanding of NEPA documentation for improvement projects a plus.
