Job Summary
The Psychologist II is a mid-level professional role responsible for providing advanced psychological services, including mental health assessments, diagnosis, treatment planning, and interventions. This position involves working with individuals experiencing psychological, behavioral, or emotional challenges within a state agency setting, such as mental health facilities, correctional institutions, rehabilitation programs, or social services.
Primary Responsibilities
Conduct comprehensive psychological evaluations and assessments for individuals receiving state services. Administer, score, and interpret standardized psychological and neuropsychological tests. Develop diagnostic formulations and clinical recommendations based on assessment findings. Monitor client progress and adjust treatment plans as needed. Design and implement individualized treatment plans using evidence-based therapeutic approaches. Provide individual, group, and family therapy for clients experiencing mental health disorders. Contract Description/Overview:
Your services support the Veterans Benefits Administration Medical Disabilities Examinations program. Veterans are scheduled for appointments at contracted facilities for compensation and pension exams and embeds practitioners in facilities as needs warrant. Dedicated facilities are in areas where there is a large Veteran population with the potential for high volume.
The compensation and pension exam helps the VA answer questions about Veterans' current health.
The practitioners will not decide the percent of disability or rating, develop treatment plans, or prescribe medication.
Completed documentation is sent to the VA for final determination on all disability claims.
Prior to the exam, the practitioner reviews a Veteran's medical or mental health history, using electronic bookmarks that highlight the portions applicable to the Veteran's claimed condition.
The practitioner is guided through a web-based examination form in LHI's Provider Portal to capture the Veteran's responses during the exam.
Electronic exam documentation is known as a Disability Benefits Questionnaire (DBQ) and must be submitted promptly within 48 hours of each appointment.
The number of DBQs completed per exam will vary based on the Veteran's claimed conditions.
Administrative time is provided to complete exam documentation and ensure timely submission.
The documentation is reviewed by a team of medical professionals to ensure contract compliance and guarantee the verbiage aligns with customer requirements.
Requests for changes or corrections to exam documentation must be submitted within 48 hours of the appointment.
Review pertinent medical history documentation and provide one-time, non-treatment compensation and pension exams for Veterans.
The Practitioner will capture responses during the exam through a web-based examination form; all documentation will be completed electronically.
Completed exams are sent to the U.S. Department of Veterans Affairs for disability award determinations.
TBI exams are scheduled in 90+ minutes for a comprehensive exam to assess motor vehicle accidents, sports injuries and for very few, combat exposure.
Diagnostic testing may include Montreal Cognitive Assessment (MoCA) testing, if clinically indicated, and neuropsychological testing; any neuropsychological testing will be referred to a neuropsychologist.
Education/Qualifications
Qualified candidates must be a Medical Doctor (MD) or Doctor of Osteopathy (DO), specializing in Physical Medicine and Rehabilitations (PM&R) or Neurology, with experience in evaluating for Traumatic Brain Injury (TBI). **Must be BC/BE in Specialty
Qualified candidates must be actively licensed and able to work independently and as part of a team, have good interpersonal skills and a willingness to be flexible and adapt to changing situations.

Qualifications

BASIC REQUIREMENTS for GS-7 and GS-9:
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
* Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
* Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
You may qualify if you meet one of the following:
1. GS-7: You must have completed or will complete a 4-year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in the following:
a) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
2. GS-9: You must have completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree:
a) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc. you cannot qualify based on GPA.

1. Professional knowledge of the principles, concepts, and theories of Psychology, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives.
3. Knowledge of Psychology to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Your services support the Veterans Benefits Administration Medical Disabilities Examinations program. Veterans are scheduled for appointments at contracted facilities for compensation and pension exams and embeds practitioners in facilities as needs warrant. Dedicated facilities are in areas where there is a large Veteran population with the potential for high volume.
The compensation and pension exam helps the VA answer questions about Veterans' current health.
The practitioners will not decide the percent of disability or rating, develop treatment plans, or prescribe medication.
Completed documentation is sent to the VA for final determination on all disability claims.
Prior to the exam, the practitioner reviews a Veteran's medical or mental health history, using electronic bookmarks that highlight the portions applicable to the Veteran's claimed condition.
The practitioner is guided through a web-based examination form in LHI's Provider Portal to capture the Veteran's responses during the exam.
Electronic exam documentation is known as a Disability Benefits Questionnaire (DBQ) and must be submitted promptly within 48 hours of each appointment.
The number of DBQs completed per exam will vary based on the Veteran's claimed conditions.
Administrative time is provided to complete exam documentation and ensure timely submission.
The documentation is reviewed by a team of medical professionals to ensure contract compliance and guarantee the verbiage aligns with customer requirements.
Requests for changes or corrections to exam documentation must be submitted within 48 hours of the appointment.
Review pertinent medical history documentation and provide one-time, non-treatment compensation and pension exams for Veterans.
The Practitioner will capture responses during the exam through a web-based examination form; all documentation will be completed electronically.
Completed exams are sent to the U.S. Department of Veterans Affairs for disability award determinations.
Behavior Health exams are scheduled in 90+ minutes for a comprehensive exam for assessing PTSD, depression, anxiety and eating disorders.

Key Responsibilities:
Coordinate the implementation of individualized mental health and substance abuse treatment. Provide ongoing evaluation, assessment, and counseling to youth and their families under the direct clinical supervision the licensed Clinical Director. Responsible for delivery and documentation of all mental health and substance abuse related treatment services including biopsychosocial.
Collaborate with the Clinical Director to supervise, direct, and evaluate the work of case management and master's level clinical staff. Provide and/or arrange for their training as required.
Assist local management team through training, consultation and technical assistance in clinical or treatment-related subjects to staff of all direct-care departments.
Provide supervision for any special needs treatment programs (e.g., Sexual Offender treatment 7 Challenges, etc.).
Provide diagnostic evaluation, routine individual counseling, or crisis intervention counseling, as required by standing procedure, treatment plans, or special circumstances.
May require on-call clinical duty.
Serve as backup for the Designated Mental Health Authority for facility, where required by contract or state or local requirement. The services for which the position will serve as backup authority may include Mental Health Overlay Services (MHOS), Substance Abuse Overlay Services (SAOS), Intensive Mental Health Services, or any others as required.
The Psychologist will comply with the following duties if required:
Conduct interviews with clients to develop the individual Behavioral Health Treatment Plan.
Review and sign the psychosocial assessment if prepared by an unlicensed counselor.
Review and sign the behavioral health treatment plan.
Provide at least four hours clinical supervision per month.
Provide assessments and individual or family therapy if more extensive services are needed.
Provide oversight and coordination of MHOS/SAOS.
Conduct face-to-face interview to develop an individual treatment plan for each youth.
Other Duties Include:
Maintain a high standard of role model behavior for youth.
Participate in training and development activities as required.
Report any acts, incidents or conditions that reflect the possibility of inappropriate youth-to-youth or staff-to-youth relationships.
Report any use of physical force and all unusual incidents per guidelines.
Perform other duties as assigned or needed.
Requirements:
Education -. Master's degree in Clinical Counseling or a related field is required. Coursework or practicum experience in group work, family therapy, sexual offender treatment and/or substance abuse treatment preferred.
Experience - Two years' experience in direct-care delivery of treatment or clinical services, plus one year of supervisory experience required. Experience with Juvenile Justice, group work modalities, residential settings, child welfare, and substance abuse treatment preferred.
Skills - Good organizational skills, analytic ability and attention to detail are required, as are training and counseling skills. Must be able to work effectively with diverse groups of staff and residents in a participatory management environment.
Physical Demands - Ability to periodically work extended hours and to respond to mental health crises at varied hours within and outside a standard work week. Ability to assist staff in restraining youth in accordance with approved behavior management techniques. Provided PAR certification required. Ability to travel to and observe youth groups. Must be free of communicable diseases as required by the appropriate state and to the extent that this knowledge is attainable under federal law.
Other - Must meet state criminal background check requirements. Must maintain employment eligibility status. State licensure as a Licensed Clinical Social Worker, or Licensed Mental Health Counselor, or Licensed Marriage and Family Therapist, or Clinical Psychologist required.
