The United States Public Health Service (USPHS) Commissioned Corps Officers, civil service staff and contractors comprise the healthcare professionals working together to provide quality healthcare services. DESCRIPTION OF DUTIES The Behavioral Health Provider (BHP) is a licensed independent clinical psychologist who serves as a subject matter expert (SME) in mental health and substance use disorder (s). The BHP possess a high level of skill in the assessment, diagnoses, and treatment of patients with mental health concerns, and/or serious mental illness or serious mental disorders (SMI/SMD). The BHP may provide psychological evaluation and testing to enhance the behavioral health treatment plan development and services for detainees with SMI/SMD to include referral to acute and/or inpatient mental health care as clinically determined. The BHP provides direct mental services, including on-site counseling, individual and group psychotherapy within diverse therapeutic modalities, substance abuse education, and behavioral analysis for detainees identified with mental health and substance use problems. The BHP conducts specialized programming within a Modified Therapeutic Treatment Community model. The BHP consults with medical, contract staff, and other healthcare professionals to conduct and provide education and training on continuity of care, treatment, monitoring and management of patients with co- occurring diagnoses. REQUIRED EDUCATION AND EXPERIENCE Degree issuing institution and or program must be accredited by an entity recognized by the U.S. Department of Education 1. A Doctoral Degree in Psychology from a graduate program accredited by the American Psychological Association. 2. Minimum one year of clinical practice at the licensed independent level as a clinical psychologist. 3. Experience implementing and managing a new mental health treatment program and/or a Modified Therapeutic Community treatment model. (Preferred, not required) 4. Experience in a detention/correctional or residential healthcare setting (preferred, not required). REQURED LICENSURE / CERTIFICATION 1. Hold a full, current and unrestricted license at the Doctoral level for the independent practice 2. of Psychology issued by the state in which the duty station is located. Any changes to license must be reported to employer. 3. Meet requirements for inclusion in the National Registry of Psychologist Providers if graduated after 1 January 1982. 4. Meet requirements for Health Service Psychologist or Health Service Provider under appropriate state of practice statue, if Doctoral degree was received prior to 1 January 1992. 5. This position requires privileging by IHSC. 6. Maintains BLS for Healthcare Providers certification through the American Heart Association or the American Red Cross. MAJOR DUTIES AND RESPONSIBILITIES 1. Provides direction and oversight to multidisciplinary team in the implementation and management of an integrated mental health treatment program. 2. Provides direct care to patients within discipline Scope of Practice and performs functions in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges. 3. Provides treatment of persons throughout the life span as appropriate to discipline and facility setting. 4. May be expected to respond to and or coordinate response to medical emergencies. 5. May be expected to provide telehealth services based on patient needs and healthcare situation. 6. If providing tele-behavioral health services for patients at other IHSC facilities as needed and as the local facility allows, only in the states the provider is licensed 7. Working with the patient's local health staff to coordinate care for any identified behavioral health concerns (patient's local administrative staff will coordinate the appointment). 8. Using IHSC video teleconferencing equipment and electronic medical records (EMR) software to examine and record the patient's plan of care. 9. Tele-behavioral health services will be provided in accordance with the IHSC Tele-Mental Health Services policy. 10. OPTIONAL: Provider may choose to obtain additional state licensing, outside of the state of his/her duty station, at provider's own expense, to provide out-of-state tele-behavioral health services. If this optional service is provided according to IHSC facilities' needs and policy. 11. Provides psychological assessment, evaluations, and psychological testing. 12. Develops, manages, and monitors patient treatment plans in coordination with behavioral health technicians to assess patient level of functioning and progress. 13. Provides appropriate referral to outside treatment facilities for those cases of extremely severe mental disturbance. 14. Provides referral, identification, and evaluation for those identified as having a significant mental illness using Mental Health Review Form (IHSC-883). 15. Possesses a high level of skill in assessing, recognizing, and treating problems of adjustment, and maladaptive behavior or other conditions which affect successful treatment; referring such patients to the appropriate mental health facility for intensive mental health care. 16. Determines the need for and provide direct mental health services to patients with identified mental health and substance abuse problems utilizing psychoeducational and treatment modalities as appropriate in the treatment of mental disorders to include on-site counseling, psychotherapy, group therapy, substance abuse education, and behavioral analysis. 17. Will assist the Clinical Director, Staff Physician or Clinical Services Manager/designees in providing orientation and guidance to medical staff on Detoxification of Chemically Dependent individuals and actions to take if a person is suspected of being chemically dependent on drugs or alcohol upon intake or during custody. 18. Reports status to a physician, psychiatrist, or psychiatric advanced practice provider if the expected outcome of drug therapy is not being achieved. 19. Utilizes the multidisciplinary approach in the treatment planning process for detainees identified with mental health problems. 20. Develops training/clinical education materials as required and provides consultation to medical, ICE, contract staff regarding issues that include, but are not limited to risk assessment, housing recommendations for handling difficult, demanding, and mentally ill persons. 21. Serves as a mental health and substance abuse consultant to other health professionals at the facility. 22. Provides education and training to ICE and medical staff in the area of mental health to include, but not limited to, suicide prevention, hunger strike, abuse and neglect and victims of torture. 23. Facilitates contacts between the patient and his/her social support systems. 24. Establishes and maintains liaison with other health services professionals and mental health organizations. 25. Performs record keeping functions in accordance with program policies and position. 26. Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position. 27. Completes and passes all discipline specific competencies testing, initially and annually. 28. Completes all initial, annual and ad hoc training as required/assigned. 29. Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities. 30. Adheres to, and maintains awareness of, IHSC Policies, Procedures, Directives, Operational Memoranda and accreditation standards as prescribed by ICE/IHSC. 31. Adheres to, and participates in, IHSC's Safety, Prevention, Infection and Control, Quality Improvement, Patient Education and other programs and collateral duties as appropriate to position. 32. Attends and participates in general/medical staff meetings. 33. Obtains information to assist IHSC in responding to external inquiries regarding ICE Case Management Unit related issues 34. Coordinates and monitors program functions including Post Order Custody Reviews (POCR), and Availability of Health Care Programs 35. Serves as the suicide prevention program coordinator in the absence of the Supervisory Behavioral Health Provider (BHP) and as assigned by Clinical Director if no Supervisory BHP is present 36. Coordinate with HQ Behavioral Health Unit for continuity of care for placement in, or treatment of, residents in appropriate settings as required by the conditions of release outlined by ICE 37. Responsible for all case management which may involve community treatment placement, hospital placement, or other after care situations 38. Provides oversight and consultation to behavioral health technicians and interns, as applicable. DUTY HOURS / ON-CALL REQUIREMENTS 1. This full-time position is required to provide rotational on-call coverage and may need to return to the facility to provide care during the coverage period. 2. This full-time position requires availability to work day and evening shifts. Availability during weekends and holidays is also required. 3. IHSC operates 24/7/365; this position is required to respond during an emergency activation. SECURITY REQUIREMENTS 1. The Department of Homeland Security's Personnel Security Unit (PSU) must render an Initial Preliminary Favorable Fitness Determination to be considered a qualified candidate. 2. A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial, and between, subsequent background investigations to meet the requirements of this position. PHYSICAL DEMANDS 1. The work requires some physical exertion, such as long periods of standing; walking or jogging unaided over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment. 2. The work may require specific, but common, physical characteristics and abilities, such as agility and dexterity, visual, and hearing capabilities. 3. Must be able to respond to any medical emergency in the facility, via foot, within four minutes and perform CPR/emergency care standing or kneeling. 4. Must have the ability to assist sick, injured, or aging detainees or staff exiting the building during an emergency.     Reporting to the Director of Pupil Appraisal in the Student Support Unit, the Psychologist is responsible for providing direct services to local schools, such as consultation concerning intervention strategies, referrals and follow-up, assessment, and in-service. Assists the special education department in collecting and compiling data needed for district, state and federal reports, and assists school staff in the development of structured behavioral management programs. Scope of Responsibility: Explains and interprets the assessment program to parents, teachers, principals and school system personnel. Administers, interprets, scores and records findings of a variety of psychological tests. Procures necessary information pertinent to individual student case studies. Coordinates individual student evaluations as assigned or designated and submits within specified timelines. Participates in interpreting test results and in planning appropriate programs for individual children. Communicates findings and recommendations to parents and appropriate school personnel. Makes specific recommendations for placement or for program adaptations relative to the student's academic, social and emotional functioning. Acts as a Psycho-Educational Consultant to schools in developing preventive strategies for children needing special services. Organizes and conducts inservice training with school personnel. Establishes working relationships with professionals and community agencies. Observes students in classroom or on campus behaviors, consulting with teachers regarding professional recommendations and impressions. Consults with teachers, parents and appropriate persons regarding the significance of psychological data to the learning and/or behavioral process. Leads parent training groups for parents of students with disabilities as appropriate. Functions as evaluation coordinator for designated, referred students. Participates in special education eligibility determinations when possible. Assists in maintaining accurate case records on all children regarding enrollment in the educational assessment program, initial screening and individual evaluation, and other services provided by the School Psychologist in accordance with the requirements of parish, state, and federal laws, regulations, and/or policies. Reviews private vendor evaluations, monitors system evaluations, and completes appropriate documentation. Assists school personnel in conducting functional behavioral assessments and developing class-wide and individualized behavioral intervention plans. Performs other duties as assigned by the Director of Pupil Appraisal. Skills and Qualifications: Master's degree in school psychology or related field. Appropriate certification as a School Psychologist as described in Bulletin 746 of the Louisiana Department of Education. Working knowledge of federal/state laws and regulations as well as JPPSS policies relevant to special education. Provide own transportation for itinerant responsibilities.
