Roles and Responsibilities:

We are seeking a strong FEMA PA policy expert with the ability to also act as a hands-on project manager over several disaster recovery projects simultaneously. This person will manage internal project teams and advise government clients on complex FEMA PA eligibility policy related to large scale projects related to COVID-19 recovery and other disasters. Candidates will be expected to leverage their deep understanding of the FEMA PA Program as a subject matter expert and be the point person for the NYC client on all policy-related questions. This position will also serve as a programmatic lead for all COVID-19 support, overseeing a team of fellow FEMA PA professionals, delegating tasks, assessing staffing needs and developing methodologies to maximize funding for NYC.

Basic Qualifications:


A minimum of seven years (7) of experience in the FEMA PA Program. Previous FEMA PA work related to COVID-19, such as Category B projects. A strong policy background in the FEMA PA Program. High competency in written communication, including the ability to create nuanced/policy complex recommendation documents. Strong verbal communication skills, including the ability to present verbally to high level stakeholders. Previous experience managing workload for a team of PA professionals Strong proficiency with MS Office products, databases, and other software / technology platforms. Bachelor's Degree is required.

Hiring Salary- $22-$26.06. The maximum pay for this position is $31.28.

The Public Assistance Lead Specialist co-leads and coordinates the daily workflow of the ES team and program functions to ensure effective programs for participants. This position is responsible to manage and prioritize daily workflow; assure program coverage; provide technical and program assistance for team members; identify workflow, process or workload issues and recommend solutions; recommend work plans for assigned team(s) or program functions; perform the duties of a Specialist; and, coordinate and/or provide training. Program areas may include Child Care, Emergency, Energy, Financial, Food and Medical Assistance.

Schedule: Monday to Friday, 8AM-5PM

Essential Functions:

* Coordinate work of ES team and program functions to assure timely and effective access to public assistance programs and benefits
* Manage receipt, flow, and maintenance of customer documentation which supports access to public assistance programs.
* Apply program expertise in the assessment of workload and in triaging incoming client inputs to prioritize workflow as necessary based on process goals and program compliance.
* Identify workflow or workload issues; bring solutions to the table.
* Assure daily program coverage; deploy staff resources to meet customer demand; and analyze historical trends and customer data to anticipate peaks in workload and establish plans to meet anticipated demand.
* Compile, maintain, and analyze data to determine workload volume and assess team productivity.
* Recommend work plans, service approaches, process improvements, and systems to assure effective client benefits program for participant families in accordance with statutory and federal, state, and local rules and regulations.

Qualifications:

Education, Experience, Licensure, Certification, or Registration:

* Associate's Degree in administration, business, or related field. Or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
* Bachelor's Degree in public administration, business, behavioral science, or a related field, is preferred.
* Four years of experience working in public assistance or other eligibility programs. Or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Completion of a degree program in public administration, business, behavioral science, or an appropriately related field may substitute for all but one year of the required experience.
* Bilingual (English/Spanish) language skills required a bi-lingual skills test will be administered to confirm proficiency
* Five years of experience working in public assistance or other eligibility programs is preferred.
* Must possess a driver's license or be able to obtain a valid driver's license within 1 month. A satisfactory motor vehicle record is also required.
* This position will be expected to travel to our various locations throughout the Eagle River Valley and Roaring Fork Valley to support departments' needs.
* Reliable transportation is required.
