ESSENTIAL DUTIES AND RESPONSIBILITIES
Enters, transmits, and receives messages from CBI, FBI and other law enforcement agencies nationwide via the National Crime Information Center (NCIC) and Colorado Crime Information Center (CCIC).
Processes Police reports, arrests, citations, motor vehicle accidents, and other related documents to include data-entry, electronic scanning and linking of documents in the Records Management System (RMS); reviews all police reports for completeness and accuracy and ensures crime coding is in compliance with the National Incident Based Reporting System (NIBRS) requirements as determined by CBI and FBI; distributes reports for use in criminal prosecution.
Ensures that information is provided to department members and other law enforcement and government agencies as needed. Provides research assistance in criminal investigations to Officers and Detectives, and develops leads from minimal information. Utilizes national, state, local and other law enforcement databases to make inquiries, and identify linkages.
Assists the public with a variety of information requests and police service needs to include, release of police reports in compliance with CCJRA and internal procedures; process background checks; provide fingerprinting services; process and release impounded vehicles; release, process, and title abandoned and/or towed vehicles; accepts payments and issues receipts. Other job-related duties as assigned.
MINIMUM REQUIREMENTS
Ability to obtain CCIC/NCIC Certification through the Colorado Bureau of Investigation within 7 months of hire.
Ability to obtain a State of Colorado notary designation.

This position provides direct departmental support to the Transportation and Mobility Department while participating as a Central Budget team member. This includes functions such as: preparing and developing the annual operating and capital budgets, monitoring and tracking budgets for financial reporting, analyzing department and citywide performance measures, providing review and assessment of current and future fiscal years to confirm data and trend accuracy, and conducting research for special projects. This position serves as a member of the Transportation and Mobility Department leadership Team, working in a collaborative manner to providing budgetary, financial, and analytical services for the Transportation & Mobility Department and the Central Budget Office. This includes providing strategic fiscal advice, preparing and monitoring department budgets, developing rates and fees, assistance in preparing grant applications, grant monitoring and reporting, analysis and research projects, and managing financial services. This position will be a subject matter expert regarding the assigned department's needs, and the conclusions and recommendations must be presented in an unbiased and professional manner. In partnership with the Central Grants Team in the Finance Department, responsible for all Transportation & Mobility grant management including the efforts of project managers as it relates to federal grants, compliance with accounting standards and applicable federal and state requirements. Summary:
The GIS Specialist role supports the mission of the Open Space & Mountain Parks Department (OSMP) by working as part of the GIS Team and with other OSMP staff from a wide variety of disciplines. Summary:
Under general supervision, the Behavioral Health Crisis Response Clinician responds with police or other Behavioral Health Crisis Response Team staff to 911 or police non-emergency line calls with a behavioral health component. ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides in-person response to situations involving behavioral health concerns or crisis in a variety of community settings via Boulder Police & Fire dispatch, including homes, businesses, street corners, parks, congregate living facilities, and shelters.
Conducts clinical interventions, including mental status exams, suicide and risk assessments to address presenting crisis and determine if people in distress meet criteria for involuntary treatment. Prepares mental health holds and other legal documents as needed.
Makes appropriate level of care decisions on scene and communicates, collaborates, and creates relationships with multiple collateral agencies, including schools, hospitals, family members and significant others to facilitate referrals for needed community-based services and treatment.
Provides telephone or in person follow ups with community members in order to connect them to behavioral health care and other resources in the community.
Participates in clinical supervision and team meetings according to team policies.
Documents all contacts according to team policies.
MINIMUM QUALIFICATIONS
Ability to communicate ideas clearly in written or spoken form, particularly as it applies to documentation, care coordination, and in crisis situations. Completes work in a timely and consistent manner in accordance with team policies.
Ability to communicate tactfully and effectively with the public and colleagues.
Ability to demonstrate emotional regulation during responses to 911 calls that may involve highly distressed or antagonistic individuals and manage secondary trauma related to crisis work.
Ability to demonstrate knowledge of major mental illness, personality disorders, neurocognitive disorders, complex trauma, intellectual/developmental disabilities, substance use disorders, suicide assessment, safety planning, crisis de-escalation, trauma informed care, harm reduction, criteria for involuntary behavioral health care according to Colorado statute, and impact of involuntary treatment.
Ability to demonstrate proficiency in Microsoft Office suite and the records management systems used by the team.

WORKING CONDITIONS AND REQUIREMENTS

Work Environment: Work is generally performed in both a traditional office environment and a community setting. Work requires ability to work closely with others, with frequent interruptions and background noise, under sometimes adversarial conditions including crises related to mental health and substance use disorders. BHCRT operates seven (7) days per week including evening hours. Will be trained on and use scene safety (defensive tactics) training tools to maintain physical safety amidst 911 emergencies (often in unpredictable environments). The city provides personal protective equipment for clinicians. Attendance at meetings outside of regular schedule may be required to perform the duties and responsibilities associated with position. Attends sessions of court and screen defendants for potential diversion.
Creates appropriate model forms/templates and training City employees in the use of these forms.

Associate's degree in paralegal studies, legal technology, legal administration, legal studies, or legal services from an institution approved by the ABA is accredited. Four (4) years of related experience may substitute for the education requirement.
