We are seeking a talented Regional Procurement Manager to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at one of our refinery locations.
The Regional Procurement Manager oversees sourcing, contracting, and procurement activities to support refinery operations, maintenance, turnarounds, and capital projects. Reporting to the SMPO, this role ensures compliance with financial, legal, and technical requirements while driving value through cost management, quality assurance, supplier performance, and risk control. The Region Procurement Manager manages a team responsible for contracts, purchase orders, bid coordination, supplier negotiations, inventory support (as needed), and recordkeeping. As the refinery's key procurement representative, this position delivers reliable, compliant, and cost-effective supply solutions across multiple sites.
PRINCIPLE RESPONSIBILITIES:
* Lead, develop, and manage a team of procurement professionals supporting refinery operations, maintenance, turnarounds, capital projects, and other functions.
* Execute category management strategies developed by Category Leaders to optimize sourcing, contracting, and supplier performance.
* Lead sourcing and contracting activities for services, equipment, and materials, ensuring compliance with corporate policies, legal standards, and delegation of authority.
* Negotiate commercial terms, conditions, and pricing to deliver cost savings, quality improvements, and reduced total cost of ownership.
* Review, approve, and maintain contractor rates and related information in TRACK.
* Assist with the procurement of warehouse stock inventory and services to ensure supply continuity as needed.
* Oversee contract lifecycle management and purchase order processes in SAP and CLM systems, resolving invoice and PO discrepancies to ensure proper workflow.
* Partner with Legal and Insurance to review and approve contractual exceptions, and ensure risk is appropriately managed.
* Document supplier non-compliance issues, issue formal notices, and facilitate resolution of problems such as damaged materials, warranty claims, and schedule-critical expediting.
* Support Procurement, Accounting, Maintenance, Operations, and Engineering in resolving SAP system issues affecting requisitions, purchase orders, and invoices.
* Manage supplier relationships, performance, and compliance, including qualification, scorecards, corrective actions, and ISNetworld requirements.
* Drive cost savings, risk management, and process improvement initiatives in alignment with business goals.
* Benchmark and apply industry best practices to strengthen procurement strategies and business results.
* Prepare and manage the department's annual budget, analyzing and addressing favorable or unfavorable variances.
* Motivate, coach, and develop team members to achieve high performance and capability.
* Provide guidance and training on contract policies to refinery personnel.
JOB QUALIFICATIONS:
* Bachelor's degree in Supply Chain Management, Finance, Accounting or related field preferred or ten plus years Procurement Contracting / Purchasing experience.
* 5+ years of procurement, contract development, negotiation, sourcing, or supply chain experience in refining, petrochemical, or industrial operations.
* Proven leadership experience managing and developing teams preferred.

SUMMARY

Industrial Solutions Business (IS) is seeking a Global Supply Chain Manager for its Liveo (Healthcare) segment. This position will report to the Integrated Operations Leader Industrial Solutions and is responsible for leading and managing all activities of the Healthcare global supply chains. The successful candidate will be accountable for providing the required leadership and oversight to effectively execute the Liveo supply chain strategy in support of the global business objectives. Primary manufacturing sites are in Hemlock, Michigan, Cooper River, South Carolina and a building network of contract manufacturers globally to support its supply strategies and stringent customer requirements.
Supply Chain Managers are responsible for monitoring the effectiveness of the global supply chain resources and activities with respect to service, cost, and investment, and for developing and executing appropriate strategies and tactics to ensure performance targets are achieved. This role will coordinate supply chain improvement activities in all aspects of the Source-Plan-Make-Deliver-Return space for Liveo supply chain activities, with a lean on driving standardization, simplification, and speed across the global supply chain. Supply Chain Managers are expected to work collaboratively with appropriate business and manufacturing leadership to ensure Make effectiveness, efficiency, and costs are appropriately considered as part of planning and executing the end-to-end supply chain strategy. The Supply Chain Manager also works with purchasing to insure a balance of inventory, supply, and cost of raw materials.
Responsibilities include, but are not limited to:
Develops, integrates, and executes the supply chain strategy and plan in support of the business and functional strategies/COTs, and meets customer needs through integrated processes, systems and use of technology while balancing inventory, service levels and overall costs to serve.
Establishes the supply chain performance targets and evaluates actual performance in support of business and functional strategies.
Balances the risks associated with the supply chain and current plans, and the options and contingencies to mitigate them, using tools such as RCCP scenario planning.
Represents the supply chain capabilities for the short (0 3 months), mid (3 18 months) and long-term (5-year plan) horizons.
Identifies the appropriate models necessary for supply chain optimization and recommends actions to the Business team.
Leads and empowers the global Supply Chain team for success. Manages the activities, performance, development, and capabilities of the Supply Chain Professionals needed to support the supply chain and associated activities.
Optimizes total delivered cost by balancing the impact of the manufacturing location on sourcing, logistics, and manufacturing costs. Works with sourcing and logistics organizations to provide forecasts and key cost optimization opportunities.
Performs select, required SOX controls and establishes remediation plans for any controls that are not effective.
Forecasts, analyzes, and develops improvement plans for Fixed and Variable Finished Product Distribution Expense (FPDE) and Financial Inventory Days Supply (IDS) and Non-Productive Inventory (NPI) through the Inventory Quality Ratio (IQR process). Provides such guidance into the monthly consensus Outlook (cOL) process chaired by the Finance Manager. Reports End to End Supply Chain metrics.
Leads integration and cross functional communication of the supply chain plans. Key interfaces include Integrated Operations Leader, Business Leadership, Sourcing, Logistics, Manufacturing, Regional Sales & Marketing/Demand, Customer Service, etc.
Defines, prioritizes, and manages Lean/Six Sigma project activities in pursuit of supply chain improvement.
Builds and ensures capability and leveragability in supply chain processes and best practices and their execution across all businesses and functions globally.
Manages raw materials, semi-finished and finished goods distribution and inventory plans.
With the Demand Manager, Product Line Managers, Commercial leaders, and Customer Service leaders, defines and communicates order acceptance and handling policies that balance customer requirements with supply chain capabilities.
Works as an integral leader in the IBP process. Participates in the monthly Product and Demand steps. Sponsors and participates in the monthly Supply Reviews and chairs the MBR process with the Business leader.
Develops and maintains policies and procedures for safety stock, lead time, MTO / ATO / MTS strategies, consignment stock, schedule changes and appropriate approvals.
Meets customer delivery requirements within policies / procedures and compliance with regulatory and export control.
Owns the integrity of data in applicable systems.
Qualifications

Develop, implement, and maintain internal procurement procedures, work instructions, and training materials to ensure consistency and compliance across the procurement team.

Develop and implement sourcing strategies to reduce costs, improve cash flow, mitigate risk, improve the cost of ownership models including Terms & Conditions and improve supplier quality and delivery performance.
Conduct make-versus-buy analysis in collaboration with Engineering and Production to support cost-effective sourcing decisions.
Identify and qualify new suppliers to support current and future business requirements.
Build and maintain strong supplier relationships; lead contract negotiations, pricing discussions, and service-level agreements.
Evaluate supplier capabilities and conduct performance reviews; address discrepancies, resolve disputes, and implement corrective action plans when needed.
Oversee supplier onboarding and qualification processes to ensure alignment with company standards and regulatory requirements.
Collaborate with internal departments (Planning, Engineering, Program Management, Production, Quality, Finance) to align procurement priorities and ensure timely material and service availability.
Manage procurement documentation, approved supplier lists, and records to ensure compliance with audit, contractual and quality system requirements including supplier root cause / corrective actions.
Analyze procurement data to identify trends, inefficiencies, and opportunities for process and cost improvement.
Coordinate with Sales / Program Managers and leadership to support proposal and bid development by providing timely supplier quotes, pricing, and lead-time estimates.
Participate in budgeting and forecasting of material spend and monitor performance against cost-saving initiatives.
Develop and maintain procurement metrics, dashboards, and performance reporting to support informed decision-making.
Ensure proper use of the ERP system and maintain accuracy of purchasing-related data and transactions.
Lead or contribute to cross-functional initiatives such as ERP upgrades, cost-reduction programs, and new product introductions
Promote continuous improvement of procurement processes, tools, and best practices.
Ensure compliance with company policies, procedures, and applicable regulations.
Complete initial and recurrent training requirements in a timely manner.

Global Supply Chain Manager - Healthcare
The Global Supply Chain Manager will lead and manage activities of supply chain professionals for the Healthcare business. They provide leadership to define, implement, and optimize the supply chain strategies and objectives in support of business strategies and objectives. Forecasts, analyzes and develops improvement plans for Fixed and Variable Finished Product Distribution Expense (FPDE) and Financial Inventory Days Supply (IDS) and Non-Productive Inventory (NPI). Reports End to End Supply Chain metrics.
Leads integration and cross functional communication of the supply chain plans. Key interfaces include: Integrated Operations Leader, Business Leadership, Sourcing, Logistics, Manufacturing, Regional Sales & Marketing/Demand, Customer Service, etc.
Defines, prioritizes and manages Lean/Six Sigma project activities in pursuit of supply chain improvement.
Builds and ensures capability and leveragability in supply chain processes and best practices and their execution across all businesses and functions globally.
Manages raw materials, semi-finished and finished goods distribution and inventory plans.
With the Demand Manager and Customer Service, defines and communicates order acceptance and handling policies that balance customer requirements with supply chain capabilities.
Works as an integral leader in the IBP process. Leads the appropriate portions of the monthly Supply Review.
Develops and maintains policies and procedures for safety stock, lead time, MTO / ATO / MTS strategies, consignment stock, schedule changes and appropriate approvals.

Qualifications:
