Graduate of a four-year United States (US) accredited college or university, or equivalent, with a degree in one of the following: engineering, architecture, construction management, engineering technology, building construction, or building science.
Completion of course entitled “Construction Quality Management (CQM) for Contractors” and possession of a current certificate.
Five (5) years of combined experience as a Superintendent, QC Manager, Project Manager, or Project Engineer.

Summary: DAWSON is seeking to fill a full-time, temporary Construction Quality Management/Quality AssuranceManager (CQM/QA) position. This contract expires in November 2026. Perform continual on-site surveillance of construction activities, to include infection control measures, maintenance of interim life safety measures, and related surveillance. Inspect the contractor s quality control activities. Monitor and record testing required by contract documents

Review and evaluate HVAC plans, specifications, installation, testing and balance, commissioning reports, and field verifications
Review and evaluate all change orders recommended by the architect or his consultants, all change order requests, and cost proposals made by the contractors, and recommend action to be taken to the Facilities Manager
Ensure construction utility outages are coordinated and completed as planned.
Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the owner
Review final 'as built' drawings as Owners Representative, to include regular weekly/monthly review of construction site red-line drawings
Receive all warranties and provide all mechanical and electrical systems information, including operation and maintenance manuals, to Tripler Army Medical Center personnel responsible for ongoing maintenance.
Review operation and maintenance manuals to ensure documents have been redacted to reflect the specific equipment provided and Preventive Maintenance tasks and frequency are identified
Ensure that the process to provide Real Property Installed Equipment (RPIE) labels onto equipment is performed by contractor, as necessary
Support Initial Outfitting and Transition efforts, as required.
Provide recommendations for design modifications
Complete required Army training, as required by the site
Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.
QUALIFICATIONS:

PHYSICAL DEMANDS
Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on-site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into-Plane contract locations. This requires considerable and strenuous physical exertion such as frequent climbing of tall ladders and crouching or crawling in restricted areas i.e., climbing up, onto, and into tanks in excess of 60 feet high and accessing petroleum marine vessel tankers via gangways/Jacobs Ladders. As well to stoop and bend while inspecting storage tanks and may take a couple of hours to complete. Some tanks may require cleaning and necessitating additional periods of standing and climbing. Operations involving support of U.S. military units engaged in combat support duties are also likely. Physical examination is required, both as a condition of employment as well as on a recurring annual basis.
WORK ENVIROMENT
The nature of the work requires that the specialist, on a regular and recurring basis, be exposed to potentially dangerous situations. Work is outside, subject to inclement weather conditions, and occurs all hours of the day and night. In all cases, the incumbent is expected to enforce and observe all applicable safety precautions, including the use of personal protective equipment(e.g. toxic chemical protective clothing) and devices. The QAR works in the vicinity of explosive petroleum products, toxic laboratory chemicals, and toxic fuel additives. EMERGENCY ESSENTIAL
This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. PHYSICAL DEMANDS
Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on-site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into-Plane contract locations. This requires considerable and strenuous physical exertion such as frequent climbing of tall ladders and crouching or crawling in restricted areas i.e., climbing up, onto, and into tanks in excess of 60 feet high and accessing petroleum marine vessel tankers via gangways/Jacobs Ladders. As well to stoop and bend while inspecting storage tanks and may take a couple of hours to complete. Some tanks may require cleaning and necessitating additional periods of standing and climbing. Operations involving support of U.S. military units engaged in combat support duties are also likely. Physical examination is required, both as a condition of employment as well as on a recurring annual basis.
WORK ENVIROMENT
The nature of the work requires that the specialist, on a regular and recurring basis, be exposed to potentially dangerous situations. Work is outside, subject to inclement weather conditions, and occurs all hours of the day and night. In all cases, the incumbent is expected to enforce and observe all applicable safety precautions, including the use of personal protective equipment(e.g. toxic chemical protective clothing) and devices. The QAR works in the vicinity of explosive petroleum products, toxic laboratory chemicals, and toxic fuel additives. Incumbent is required to work extensive overtime periods in all types of environments. The QAR can also be voluntarily deployed in support of ongoing U.S. military operations on foreign soil.
EMERGENCY ESSENTIAL
This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Review submittals for compliance with contract documents, installation standards and applicable State and federal laws and codes.
Perform other related duties as assigned by management.
SUPERVISORY RESPONSIBILITIES:
Indirectly supervises employees and provides feedback to direct managers
QUALIFICATIONS:
A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science
Minimum 5 years experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager
Minimum 2 years experience as a QC Manager
Construction Quality Management for Contractors course through USACE
Must have excellent Microsoft Office Suite skills
Excellent organizational and communication skills, both written and verbal.
Able to proficiently read, write, speak, and understand English
Must be able to pass background check for base pass clearance

While performing the duties of this job, the noise level in the work environment is usually quiet, but can be moderate or loud during some project work
