The Field QA Specialist is responsible for the quality of decommissioning work. The project current project schedule is 5 ten hour shifts.
The Field QA Specialist will be responsible for ensuring project quality assurance and contractor assurance requirements through oversight activities verifying implementation of the project specific plans; Maintains independence while monitoring ongoing work activities of the project, suppliers, and/or subcontractors.
Key Responsibilities/Accountabilities:
Implement the Project Quality Assurance Program Plan (QAPP): Support the day-to-day operation of the project's quality program, approved procedures, and work instructions (packages) at the field level.
Conduct Surveillances and Observations:Assists the NQAPM with scheduling, performing, and documenting project assessments (surveillances and observations) of ongoing work activities to ensure compliance with approved plans, procedures, and specifications. Document the areas or activities observed; when findings, opportunities for improvement, and recommendations are discovered, create CAPA reports in accordance with approved procedures. Perform Inspections:Conduct receipt inspections of incoming materials (excluding non-significant items) to verify conformance with procurement specifications/requirements; identify shipping damage and detect potential suspect/counterfeit items. Document inspection results and any non-conformances.
Purchasing Activity: Assist the project team in the develope of statements of work (SOW) ensuring QA controls are appropriate to the procurement. Work with the project buyers, to ensure quality clauses are appropriate to the procurement. Act as a local point of contact for S/CI activities, including receiving reports, controlling suspect items, and reporting them appropriately.
Monitor or Peform QC Activities: Observe, perform, and monitor ongoing quality control activities performed by project personnel and subcontractors to ensure they are being conducted in accordance with authorized policies, procedures, contract specifications, approved Work Plans. Document the activities monitored and any deviations observed.
Support CAPA Management Program: Act as CAPA coordinator and initiate and/or provide input to the development and implementation of corrective action plans to address identified deficiencies. Track CAPA actions to closure.
Support nonconformances: When identified, and when required, segregate, document in the NCR log and assist with disposition. Control NCR tags (placement, removal).
Provide Quality Support to Field Teams: Assist in work package developement and maintaince. Serve as a point of contact and resource for the Site Manager and on-site personnel for quality-related questions, guidance, and support.
Monitor Training and Qualifications: Working closely with HSE and RAD CON, verify that personnel performing work have the required training and qualifications prior to commencing work activities, including on-site subcontractors.
Participate in Pre-Job Briefings:Attend and participate in pre-job briefings to understand the work scope, identify potential quality concerns, and ensure quality requirements are communicated to the field team.

Basic Qualifications:

**What You Will Do** The Weapons Test Execution group (V-21) is responsible for system level testing that includes project initiation, experimental design and analysis, hardware design and analysis, and fabrication for small component level up to full scale integrated tests. Test activities will include collaborations with W- and Q-Divisions, the hydrodynamic test program, dynamic materials experimental programs, joint test operations with Sandia and Lawrence Livermore National Laboratories, and supporting experiments performed at the Nevada National Security Site (NNSS). Projects vary widely from small weapon component and system level testing to experimental programs requiring containment/confinement system design and testing that is proven to contain detonation products and debris.
More broadly, LANL is tasked with qualifying and certifying the efficacy of the systems and subsystems we design and maintain through testing. The nature of the testing spans a wide range of engineering disciplines to include explosives testing, thermal and mechanical environments testing, electrical testing, and flight testing. Typical tests require the support of many specialized service organizations, and the integration of all these services fall under the responsibility of a Test Lead, who is afforded the opportunity to participate during all phases of test execution.
The successful candidate will work in V-21 on the Authentication of Engineering Requirements and Objectives (AERO) team as a test lead for development, qualification, or surveillance tests in support of LANL and other Nuclear Security Enterprise customers. **Education/Experience for QAA-2:** Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
**Education/Experience for QAA-3:** Position requires a Bachelor's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
**Desired Qualifications:**
+ Knowledge of and experience with quality assurance regulatory/contractual/technical documents (e.g., Department of Energy [DOE] orders, DOE Order 414.1, 10CFR830, NQA-1, DOE/NNSA weapons quality policy (NAP401.1A), nuclear weapons complex technical business practices, the NNSA quality assurance procedure and contractual requirements relevant to quality assurance activities).
+ Basic knowledge of weapons systems, manufacturing, production, and design operations and practices.
+ Working knowledge of requirement databases (DOORS, etc.)
+ Experience leading quality audits.
+ Experience in training system administration and coordination.
+ Experience in inventory management: inventory accounting, inventory auditing, cycle counting, etc. (cyber-security focused preferred)
+ Skilled in development of tools for quality assurance program development, technical assessments, and corrective action plan development and review, and authoritative reporting to LANL organizations, DOE/NNSA, and contractor organizations.
**Work Location:** The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
**Position commitment:** Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. **Additional Details**
**Directive 206.2** - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
**Clearance: Q** (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. **New-Employment Drug Test:** The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
**Regular position:** Term status Laboratory employees applying for regular-status positions are converted to regular status.
