Uses nuclear gauge to test field density and sets up the daily rolling patterns in the field. Chalks the field density at specific locations for references for inspectors, Roller Operators and Forepersons. Works directly with Roller Operators to determine the appropriate number of passes for each roller in order to achieve the specified compaction. Cuts and tests core samples. Cuts the appropriate number of cores at each location daily or by the next morning. Labels and submits cores to the Project Manager / Project Engineer with data thoroughly recorded on a standard transmittal form. Follows department protocol when handling and storing cores to ensure core quality and prevent damage during transport. Submits daily/weekly core reports to the QC Supervisor, Project Manager and/or Project Engineer in accordance with department procedures. Performs field sampling of hot mix asphalt (HMA) as determined by department protocol. Takes daily jobsite photos before and after paving and stores photos in the department's computer files. Checks daily with the Lab Technician and the QC Supervisor to assist with lab testing when compaction tests are not required. Performs other duties as assigned. PRINCIPAL REQUIREMENTS: High school graduate with strong math/science aptitude. Working knowledge of Word, Excel, E-mail. Adaptable to in-house software. Keyboarding skills sufficient to complete tasks in a timely manner. Good math skills to perform accurate calculations for daily tasks. Able to read and understand job requirements and technical specifications. Ability to learn how to reference plans for test locations. Valid driver's license and favorable traffic abstract.

Conduct review and revision of any reports prepared by government contractors for public distribution. Prepare data summary crosstabs from the government contractor database for public distribution. Provide input and review on sampling and work plans that relate to the execution of the requirements in the LTM Plan. Update Long Term Monitoring (LTM) Tracker to keep an accurate count of samples and associated categories for all samples collected during the LTM program. Provide oversight of government contractor and team support in unique or unforeseen situations that involve the quality of the water system and/or LTM Plan execution. Coordinate with the Management and Program Analyst for any Hawaii Department of Health (DOH) sampling requests and access to controlled areas. Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions). Other duties as assigned. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) High school diploma or GED equivalent required 5+ years of recent experience as a construction inspector or tradesperson and shall have a basic understanding of engineering, architecture, or construction trades. Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection, and/or other trade-related inspection certifications are desirable but not required. Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course or complete within 45 days of hire. Must be a US citizen. Background check required, including a Federal Bureau of Investigation (FBI) fingerprint check and a Favorable Tier 3 Investigation. Must be able to obtain a Secret clearance. Knowledge, Skills, and Abilities: Have specialized experience in quality assurance and enforcing contract compliance to independently perform the services required. Knowledge of the three phases of the control and Construction Quality Management process is required. Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operations. Thorough knowledge of construction practices and methods and construction management skills. Have demonstrated ability and experience to inspect materials, workmanship, and construction and installation of various systems. Possess up-to-date knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation. Have demonstrated knowledge of the latest U.S. Army Corps of Engineers safety publications, including but not limited to EM 385-1-1, OSHA safety requirements as well as all other applicable national health and safety regulations, codes, and standards. Have demonstrated knowledge of federal building project design codes (UFGS) and construction techniques. Advanced skills in problem-solving. Good work ethic and active desire to learn. Update Red Hill Pipeline Demolition Project schedule status reports weekly and identify potential conflicts. Attend coordination meetings between Government entities and facility maintenance contractors and provide written minutes to the Government Maintenance Supervisor with suggested actions to take. Provide a monthly facility utility outage schedule, for coordination purposes, to the Government Maintenance Supervisor. Coordinate and provide assessment of preventative maintenance and minor repairs performed by NAVFAC shops and other Government entities at the Red Hill Bulk Fuel Storage Facility. Provide quarterly Maintenance Execution Plans (MEPs) and bi-annual Long-Range Maintenance Plans (LRMPs)for assigned facilities to the Government Maintenance Supervisor.
