Tessera is seeking a passionate and detail-driven Safety and Quality Control Inspector to support USAFA BMC operations. This vital role oversees safety, environmental management, ISO 9001 compliance, and quality assurance programs. Operating independently while collaborating with experts locally and at the home office, the inspector will help uphold Tessera's commitment to excellence, integrity, and continuous improvement-affirming that every contribution matters and every voice is valued.
Typical duties include but are not limited to:
Develop, implement, and monitor safety, quality, and environmental programs aligned with ISO 9001 standards and regulatory requirements.
Coach and support personnel involved in local compliance efforts, fostering best practices and accountability.
Coordinate and deliver training programs such as defensive driving, lockout/tagout, confined space entry, and fire protection.
Conduct inspections, audits, and fire drills to ensure operational compliance and readiness.
Investigate incidents and nonconformance issues, and prepare technical reports and corrective action plans.
Draft and maintain SOPs, work instructions, and local operating procedures for EH&S functions.
Collaborate with environmental offices and internal teams to manage SDS documentation and work order execution.
Utilize systems such as Maximo, DoD e-Tools, and ESMIS to monitor data accuracy and identify trends.
Review maintenance records and inspection files to detect recurring issues and recommend improvements.
Provide independent assessments and recommendations to optimize site safety, quality, and environmental processes.
Qualifications:
Experience in safety, quality control, and environmental compliance (preferably in military or government contracts).
Strong knowledge of OSHA, USACE, and ISO 9001 standards.
Proficiency in data systems such as Maximo and DoD platforms.
Excellent communication, analytical, and problem-solving skills.
Ability to work independently and collaboratively across teams.

Position Overview
The Quality Control Technician is responsible for reviewing and evaluating Hybrid-Fiber-Coax (HFC) and Fiber-to-the-Home (FTTH) construction projects. Duties include verifying plan designs against new builds, span and drop replacements, risers, aerial installations, bonding and grounding of strand (messenger), proper installation of ADSS self-supporting fiber-optic cable, splice cases and cabinets, splitters and XWDM, underground installations (bores, vaults, and trenches), and MDU lockbox replacements.
Key Responsibilities
Perform site surveys of as-built and proposed projects; complete red-line documentation to ensure accuracy and feasibility.
Conduct construction inspections for quality control in accordance with customer's Technical Quality Assurance (TQA) standards.
Maintain accurate records and verify property restoration meets customer standards.
Operate test equipment to confirm optical and RF power levels meet design specifications.
Document (with still images and/or video) that aerial construction, underground vaults, and cabinets are installed per customer requirements.
Prepare work orders to resolve any plant element not meeting specifications.
Communicate construction concerns to the Project Manager or Supervisor.
Perform emergency locates as needed.
Work weekends or second shifts as required by business needs.
Adhere to local, state, and federal regulations, as well as company policies.
Perform additional duties as assigned.
Qualifications
All positions require participation in the federally compliant FMCSA drug and alcohol testing program (pre-employment and random).
Five (5) years' experience in construction, maintenance, and repair of outside plant (OSP) supporting telecommunications (Telephone, CATV, High-Speed Internet).
2+ years' experience with communications service drops and home installations.
1+ year as a Maintenance Technician or equivalent.
Construction work experience preferred.
Working knowledge of safe construction practices for aerial and underground communications networks.
Knowledge of standard industry practices, work orders, scheduling processes, and N.E.C./N.E.S.C. codes for OSP and building environments.
Strong problem-solving, analytical thinking, organization, communication, and leadership skills.
Proficiency with Microsoft Office, Outlook, and standard computer operating systems.
Ability to read/interpret maps, blueprints, and system layouts.
Ability to read, write, and speak English clearly and professionally.
Bilingual preferred.

· Notify PPAP Status to suppliers and Project members.
· Complete P-24 in Windchill system according to the criteria.

· Know how to read and interpret engineering requirements from text and drawings.

The Quality Inspector II is responsible for verifying incoming raw materials, in-process, and final product to ensure that materials that do not conform to specification are prevented from being used or delivered. Maintains appropriate records to complete the evidence of conformance and performs the following essential functions and basic duties:

Verify that materials, parts, and assemblies procured from the following sources meet dimensional and visual characteristics as required by Standard Operating Procedures, Manufacturing Assembly Instructions (MAI), work instructions, Drawings, Specifications, and IQIR's:
Incoming product and material
Internal Set-up Verifications (SUV)
Internal sub-assembly production for inclusion in finished product
Collect, sort, summarize, file, and maintain inspection and test data on materials, processes, parts, assemblies, and finished products.
Maintain a record keeping system to document the inspection and test process on materials.
Collaborate with Engineering or other team members for correcting and/or disposition of nonconforming products.
Support Quality Technicians with GR&R, first article inspections, and metrology requests as necessary.
Additional Tasks:
Responsible for performing and documenting in-process audits in production areas as assigned.
Responsible for properly maintaining laboratory equipment and environment in Quality
Lab.
Responsible to train, or assist in training, of new employees on practices and procedures.
REQUIREMENTS:
• Minimum 3 years of related experience, Medical Device preferred.
• High School Diploma or General Education Degree (GED).
• COI certification preferred.
• Must be highly organized, detail oriented and work effectively as both a team member and independent contributor.
• Demonstrated proficiency in MD Suite, particularly Microsoft (MS) Word and Excel.
• Ability to work independently with limited instruction.
• Ability to read and interpret documents such as safety rules, operating and Maintenance instructions and procedure manuals.

Tessera is seeking an accomplished Engineering Technician III to advance mechanical, electrical, and plumbing (MEP) reliability and asset management at USAFA. In this senior-level role, you will design and lead integration of CMMS, IoT sensors, RPA workflows, and BI dashboards; conduct advanced system evaluations; mentor junior technicians; and collaborate closely with electrical, HVAC, and mechanical craftsmen to plan and execute mission-critical maintenance and repairs-ensuring infrastructure remains fully operational and compliant.
Typical duties include but are not limited to:
Lead the design and deployment of integrated MEP asset management solutions-including CMMS (Maximo), mobile platforms, RPA (UiPath), and BI tools-and architect RAM processes (inspections, preventive maintenance, RCA, sensor integration) with software architects and SMEs.
Conduct high-visibility reliability and optimization projects using low-code tools, predictive analytics, AI/ML, and ISO 55000 standards to prioritize recapitalization and performance improvements.
Collaborate with electrical, HVAC, and mechanical craftsmen to coordinate work scopes, verify repair quality, and ensure timely completion of mission-critical maintenance and repairs.
Conduct advanced inspections and condition assessments of HVAC, electrical distribution, plumbing, and fire-protection systems; analyze performance data, recommend corrective actions, and develop job plans, CAD/Revit drawings, and technical specifications in compliance with USAFA codes and safety protocols.
Facilitate hands-on knowledge transfer for mid- and entry-level technicians, conduct safety briefings, and ensure compliance with OSHA and USAFA regulations.
Lead RAM eLearning and strategic planning initiatives-recruiting members, delivering training, promoting certifications, and identifying high-ROI MEP reliability and recapitalization projects that boost internal performance and mission success.
Support inspection and maintenance activities for corrosion-control systems, including cathodic protection tasks for underground and above-ground metal infrastructure, as needed and/or assigned.
Assist in planning and coordination of cathodic protection work with electrical and/or utilities teams to ensure reliable infrastructure performance, as needed and/or assigned.
Qualifications:
Minimum 5-8 years of hands-on experience as an engineering technician in mechanical, electrical, and plumbing systems maintenance, reliability, and asset management.
Associate degree in Civil Engineering Technology, Structural Engineering Technology, or related field; or equivalent military technical training required
Bachelor's degree Mechanical, Electrical, Civil, or Facilities Engineering Technology-or a related field-is preferred.
Deep expertise with CMMS tools (IBM Maximo or equivalent), RPA platforms (UiPath), BI/dashboarding solutions, and IoT sensor integration
Proficient in AutoCAD, Revit, or equivalent CAD software; solid understanding of MEP design principles, building codes, and ISO 55000 standards
Demonstrated track record of leading reliability projects (RCA, PM optimization, condition monitoring) and data-driven asset performance analysis
Cathodic Protection Technician (CP2) Certification or Cathodic Protection Technologist (CP3) Certification
Strong leadership and mentoring skills; proven ability to collaborate with craftsmen, engineers, and senior stakeholders
NICET, CMRP, or equivalent certification highly desirable
