    The Quality Assurance Manager is responsible for overseeing and managing relationships with other departments and vendors who provide maintenance and constructions services across all buildings, single family and multifamily properties. This role ensures that the maintenance teams and vendors meet obligations, deliver quality of service, and maintain the functionality and safety of all facilities. Performance monitoring and ensuring the delivery of high-quality and cost-effective maintenance services along with operational efficiency and compliance are key responsibilities. This position acts as the subject matter expert for all plumbing, heating, and HVAC systems. JOB DUTIES AND RESPONSIBILITIES: Provide leadership, guidance, training and counseling to internal and external maintenance teams. Collaborate with other departments to address maintenance issues and support organizational goals. Develop policies, standards and best practices and ensure compliance and consistency throughout all properties. Enforce compliance with safety regulations and company policies. Develop plans and implement goals and objectives for maintenance operations. Prepare and oversee the administration of internal policies and procedures; interpret and explain applicable rules, laws, and regulations to supervisors and others. Perform QC inspections on property work orders; ensure proper condition of units including compliance with Federal, State and local building, construction and health codes. Coordinate emergency repairs of housing units after accidental damage resulting from such crises as fire, windstorm, or water damage. Includes overseeing emergency procurement of damage mitigation services as needed. Track and assign preventative maintenance, recommend repairs and replacements in line with budget initiatives. Maintain accurate records of maintenance activities and expenses. Mediate issues identified from inspections or complaints; conduct follow up inspections of completed work and repairs. Ensure fire extinguishers and elevators are inspected and in compliance. Maintain confidentiality of all proprietary and/or confidential information. Is available on call for all emergencies. Perform other duties and responsibilities as required. KNOWLEDGE, SKILLS AND ABILITIES: Ability to plan and organize workload; Excellent organizational and administrative skills Knowledge of the principles and methods used in various building construction craft areas including carpentry, plumbing and electrical repair, heating and ventilation, building construction and remodeling; laws, ordinances and codes regulating building construction; appropriate maintenance safety and fire prevention methods in construction. Possess intermediate level computer skills for creation and reporting of maintenance related metrics as well as utilize the Housing Authority's work order and procurement system. Proficient in Microsoft Office Maintain positive working relationships and demonstrate good judgment and integrity with staff, residents, and the public, including diverse groups and individuals. Good working knowledge of safety hazards and precautions pertinent to this position. Ability to communicate effectively both orally and in writing with all levels of management, employees, residents and outside contacts. Ability to develop and implement training lessons. Ability to appraise situations and make decisions. Ability to evaluate quality and completeness of repairs.
