The Quality Assurance Manager is responsible for overseeing and managing relationships with other departments and vendors who provide maintenance and constructions services across all buildings, single family and multifamily properties. This role ensures that the maintenance teams and vendors meet obligations, deliver quality of service, and maintain the functionality and safety of all facilities. Performance monitoring and ensuring the delivery of high-quality and cost-effective maintenance services along with operational efficiency and compliance are key responsibilities. This position acts as the subject matter expert for all plumbing, heating, and HVAC systems.
JOB DUTIES AND RESPONSIBILITIES:
Provide leadership, guidance, training and counseling to internal and external maintenance teams.
Collaborate with other departments to address maintenance issues and support organizational goals.
Develop policies, standards and best practices and ensure compliance and consistency throughout all properties.
Enforce compliance with safety regulations and company policies.
Develop plans and implement goals and objectives for maintenance operations. Prepare and oversee the administration of internal policies and procedures; interpret and explain applicable rules, laws, and regulations to supervisors and others.
Perform QC inspections on property work orders; ensure proper condition of units including compliance with Federal, State and local building, construction and health codes.
Coordinate emergency repairs of housing units after accidental damage resulting from such crises as fire, windstorm, or water damage. Includes overseeing emergency procurement of damage mitigation services as needed.
Track and assign preventative maintenance, recommend repairs and replacements in line with budget initiatives.
Maintain accurate records of maintenance activities and expenses.
Mediate issues identified from inspections or complaints; conduct follow up inspections of completed work and repairs.
Ensure fire extinguishers and elevators are inspected and in compliance.
Maintain confidentiality of all proprietary and/or confidential information.
Is available on call for all emergencies.
Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to plan and organize workload; Excellent organizational and administrative skills
Knowledge of the principles and methods used in various building construction craft areas including carpentry, plumbing and electrical repair, heating and ventilation, building construction and remodeling; laws, ordinances and codes regulating building construction; appropriate maintenance safety and fire prevention methods in construction.
Possess intermediate level computer skills for creation and reporting of maintenance related metrics as well as utilize the Housing Authority's work order and procurement system.
Proficient in Microsoft Office
Maintain positive working relationships and demonstrate good judgment and integrity with staff, residents, and the public, including diverse groups and individuals.
Good working knowledge of safety hazards and precautions pertinent to this position.
Ability to communicate effectively both orally and in writing with all levels of management, employees, residents and outside contacts.
Ability to develop and implement training lessons.
Ability to appraise situations and make decisions.
Ability to evaluate quality and completeness of repairs.
Ability to read blue prints
Normal physical activity can be strenuous and may involve prolonged sitting; climbing; standing; walking; reaching below, at and/or above shoulder height; bending; crouching; stooping; pushing; pulling; crawling; kneeling and twisting for prolonged periods of time (up to 8 hours).
Must be able to routinely push, pull and/or lift objects up to 50 pounds. May be required to lift or move over 50 pounds with assistance.
Ability to work flexible hours other than 8-5 in variable weather conditions as required to meet Housing Authority goals and objectives.
MINIMUM REQUIREMENTS:
Bachelor's Degree (BA or BS) with related course work
Four (4) years of general experience in all phases of building maintenance including carpentry, plumbing and electrical repair, heating and ventilation, and construction and remodeling. An equivalent combination of directly related education and experience may be substituted.
Six (6) years of progressive management experience
Must hold a valid Texas Driver License and maintain a satisfactory driving record. Will operate Authority vehicle while on Housing Authority business.

The Role:
As the Project Quality Manager, you will be playing a critical role in the construction of Tesla's first lithium refinery plant near Corpus Christi, TX. You will proactively support the Site Manager in ensuring site quality standards are maintained in accordance with Tesla expectations and contract documents. You will be responsible for all QA/QC processes and procedures on the project site. This role will require collaboration across functional groups to ensure safe and quality installations. This is a role that requires sound technical judgment and creative problem-solving skills to support field operations.
Responsibilities:
Review and approve contractor site quality plans and procedures
Develop/review Inspection Test Plans (ITP's) per project specifications
Oversee all site QA/QC processes, procedures, testing, and inspections for self-perform and contractor construction work
Management of site RFI/FCN/NCR processes
Establish and manage site turnover documentation requirements
Coordinate and schedule resources to provide appropriate inspection and testing for all construction efforts on a daily and weekly basis
May supervise a portion or all of the quality team assigned to project
Ensure all Field Quality Engineers have appropriate training and verifications for the types of construction activities they will be overseeing
Oversee investigations and resolutions of quality-related issues
Coordinate third-party inspections as required
Support development/review of project scopes of work, work plans, and resource requirements
Ensure all field activities are being executed per project specifications, procedures, and current design documents.
Lead development of site-specific quality procedures
Coordinate receipt inspections of owner-furnished equipment and materials
Develop and maintain log of transfers of custody of equipment and materials between Tesla and contractors
Generate assessment reports and attend high-level meetings to discuss findings
Initiate and perform contractor, fabricator, and internal quality audits as needed to ensure compliance to applicable requirements
Forecasts job hours and monitors charges to project quality budget
Employ a can-do attitude, quickly working through challenges with all stakeholders while proactively seeking creative solutions
Qualifications:
Degree in engineering (mechanical, electrical, or civil preferred)
10+ years of relevant industry experience in a multi-disciplinary QC/QA role (heavy industrial, oil & gas, complex chemical plants)
Previous practical experience on $500M+ projects, preferably with experience on both “owner” and “contractor” side
Prior experience managing a construction site QA/QC program including knowledge of construction industry codes (AWS, ASME, NFPA, NEC, ACI, etc)
Prior experience performing quality audits
Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning
Knowledge of the application of corrective actions to reconcile nonconforming conditions
Knowledge of regulatory requirements which impact the quality program
Ability to navigate between QC requirements of self-perform construction and QA oversight of sub-contractor construction
Excellent written and verbal communication and presentation skills

Serves as resource and facilitates departmental adherence to accreditation requirements and Centers for Medicaid and Medicare Services (CMS) Conditions of Participation (COPs). Collaborates with leadership team, physicians, and staff to implement policies, protocols, procedures, and processes to ensure compliance.
Assists in preparing all documents and data necessary for verification and survey. Participates as the key liaison during any audits and obtains any additional information as necessary.
Manages the coordination and oversight of department specific certifications, accreditations, designations or awards applications.
Collaborates with Decision Support and other data analysts to ensure validation and accurate reporting of outcomes data to relevant benchmarking entity (e.g., VON, STS, PC4, etc.)

The Role:
As the Project Quality Manager, you will be playing a critical role in the construction of Tesla's first lithium refinery plant near Corpus Christi, TX. You will proactively support the Site Manager in ensuring site quality standards are maintained in accordance with Tesla expectations and contract documents. You will be responsible for all QA/QC processes and procedures on the project site. This role will require collaboration across functional groups to ensure safe and quality installations. This is a role that requires sound technical judgment and creative problem-solving skills to support field operations.
Responsibilities:
Review and approve contractor site quality plans and procedures
Develop/review Inspection Test Plans (ITP's) per project specifications
Oversee all site QA/QC processes, procedures, testing, and inspections for self-perform and contractor construction work
Management of site RFI/FCN/NCR processes
Establish and manage site turnover documentation requirements
Coordinate and schedule resources to provide appropriate inspection and testing for all construction efforts on a daily and weekly basis
May supervise a portion or all of the quality team assigned to project
Ensure all Field Quality Engineers have appropriate training and verifications for the types of construction activities they will be overseeing
Oversee investigations and resolutions of quality-related issues
Coordinate third-party inspections as required
Support development/review of project scopes of work, work plans, and resource requirements
Ensure all field activities are being executed per project specifications, procedures, and current design documents.
Lead development of site-specific quality procedures
Coordinate receipt inspections of owner-furnished equipment and materials
Develop and maintain log of transfers of custody of equipment and materials between Tesla and contractors
Generate assessment reports and attend high-level meetings to discuss findings
Initiate and perform contractor, fabricator, and internal quality audits as needed to ensure compliance to applicable requirements

Qualifications:
Degree in engineering (mechanical, electrical, or civil preferred)
10+ years of relevant industry experience in a multi-disciplinary QC/QA role (heavy industrial, oil & gas, complex chemical plants)
Previous practical experience on $500M+ projects, preferably with experience on both “owner” and “contractor” side
Prior experience managing a construction site QA/QC program including knowledge of construction industry codes (AWS, ASME, NFPA, NEC, ACI, etc)
Prior experience performing quality audits
Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning
Knowledge of the application of corrective actions to reconcile nonconforming conditions
Knowledge of regulatory requirements which impact the quality program
Ability to navigate between QC requirements of self-perform construction and QA oversight of sub-contractor construction
Excellent written and verbal communication and presentation skills
Ability to read and interpret construction drawings and technical specifications

The Chemours Corpus Christi site is part of the Thermal & Specialized Solutions Business and focuses on the production of a variety of refrigerant gases. The site is a multi-unit manufacturing site with several existing well-established product lines as well as a recently built Low GWP production line aligning with growing market demand. The manufacturing technology group at this facility encompasses over 20 professionals of various specialties (ChEs, MEs and EEs).
This role will serve as a Support Engineer for one or more areas of the Chemours Assets at this facility. The individual will provide overall Process Engineering guidance and support for the Operations, Maintenance, and Technology Teams for their area(s). This role will involve day-to-day troubleshooting in the plant, as well as support for improvement programs in the areas of Safety (PSM), UPTIME, reliability, cost, new capital installations, etc. The operating units are highly hazardous processes (OSHA PSM Covered Processes).
The responsibilities of the position include, but are not limited to, the following:
To provide engineering and troubleshooting assistance to the site's unit processes, including all synthesis, refining, storage, and shipping operations to maintain and improve the safety, operability, quality, and cost.
Monitor the process on an on-going basis to look for positive and negative shifts in the process, to identify improvement opportunities. Uptime Software, Aspen Process Explorer software and statistical process control would routinely be used to do this.
Leads and participates in Safety, Reliability and Quality Investigations to identify and implement actions to drive continuous improvement.
Provides support for both cost and capital projects to improve the safety, quality, environment, and/or cost of the production unit. This includes generating Basic Data, providing economic justification, participation in FEL activities and coordinating installation and commissioning of new/modified facilities.
Participate in and lead Process Hazards Analyses per the schedule set out for the assigned process.
Perform tests on the process to improve the safety, quality, environment, and/or cost of the production unit.
Maintain level of technical expertise in key technologies via training, seminars, and professional organizations.
