1994

One such publication, America’s Health in Transition: Protecting and Improving Quality, was published in 1994.

2001

As this investigation was launched, there was an additional publication by the Institute of Medicine in 2001, Crossing the Quality Chasm, further demonstrated the discrepancy between the recommended delivery of health care and the reality of American health care in its current form.

2003

The use of public reporting has since then continued to expand, with the 2003 Hospital Inpatient Quality Reporting (IQR) program.

2008

In 2008, Congress enacted the Medicare Improvements for Patients and Providers Act (MIPPA) in order to expand Medicare and Medicaid access for elderly, low-income, and minority beneficiaries.

2010

With the passing of the Patient Protection and Affordable Care Act in 2010, this movement continued, and currently research is funded by provisions of the act to find out what works in health care and what does not.

2011

On October 20, 2011, CMS released the final rules for the official implementation of Accountable Care Organizations (ACOs) under the Affordable Care Act.

2012

CMS established the Hospital Value-Based Purchasing Program (HVBP) in 2012 to reward hospitals for high-quality care.

2015

In 2015, for instance, CMS introduced the Merit-Based Incentive Payment System (MIPS) to determine payment adjustments—including both bonuses and penalties—based on quality performance.

A unique element of the PQRS was its focus on pay-for-reporting at the individual physician level [17•]. However, while participation in PQRS is currently voluntary, beginning in 2015, all providers eligible for incentive payments will be subject to penalties for failing to participate.
