Position Information: $68,640 to $114,600 The base salary range represents a good faith salary range for this position. This position is eligible for annual incentive pay and has the opportunity for continued salary growth. Primary Role Leads multiple operations or programs to continually meet all applicable environmental regulations. Provides technical knowledge and guidance on wastewater treatment, permitting, regulatory compliance reporting and corrective actions. Responsible for organizing advanced functions and activities related to environmental management and wastewater compliance management for assigned facilities. Administers programs to ensure compliance with all wastewater and environmental regulations including wastewater permit adherence, NPDES permit reporting and adherence, SWPPP reporting and compliance, hazardous material and waste management, and air resources management. Responsible for internal staff training regarding environmental compliance and permit adherence. Assists in resolving wastewater treatment issues. Key Accountabilities Gives technical guidance to operations regarding wastewater, water quality, and environmental compliance related issues. Collaborates with plant and laboratory staff, ensuring communication across working groups, and appropriate sampling / procedures for testing are met. Recommends process improvements and procedures to maintain adherence to wastewater, water, and various environmental permits and regulations. Ensure wastewater treatment and disposal activity is in accordance with regulatory permit conditions. Ensure compliance with applicable wastewater and environmental regulatory permits. Assists local, State, and Federal regulatory agencies during inspections. Responds (on-call) to wastewater, water quality, and environmental compliance problems, taking appropriate corrective action including documentation to advise management. Assures that policies, programs, standards of performance and approved objectives related to wastewater, water quality, and environmental compliance are adhered to. Prepare, review, and submit necessary regulatory reports to governing bodies. Works with Operations staff on receipt of chemical supplies to ensure adequate supply along with monitoring equipment, chemical feeds, etc. to ensure standards are maintained. Supervises the training of plant operating staff and other personnel in chemical handling practices, permit requirements, and environmental initiatives. Supports wastewater activities related to the Environmental Management Program to ensure compliance with applicable regulations are continually met. Plan, prepare and control the portion of the financial plan related to area of responsibility. Conduct special projects. Knowledge/Skills Advanced knowledge of wastewater treatment practice is required. Must have advanced knowledge of wastewater, water and environmental regulations affecting the business. Must have strong familiarity with various wastewater treatment technologies and instrumentation used in the business. Ability to analyze complex situations and propose viable solutions. Experienced in data analysis, regulatory reporting, and interfacing and reporting to a variety of regulatory agencies. Must understand principles of water and wastewater treatment and be able to troubleshoot systems. Uses nuclear gauge to test field density and sets up the daily rolling patterns in the field. a. Chalks the field density at specific locations for references for inspectors, Roller Operators and Forepersons. b. Works directly with Roller Operators to determine the appropriate number of passes for each roller in order to achieve the specified compaction. 3. Cuts and tests core samples. a. Cuts the appropriate number of cores at each location daily or by the next morning. b. Labels and submits cores to the Project Manager / Project Engineer with data thoroughly recorded on a standard transmittal form. c. Performs field sampling of hot mix asphalt (HMA) as determined by department protocol. 5. Takes daily jobsite photos before and after paving and stores photos in the department's computer files. 6. Required Certification: Association for Materials Protection and Performance (AMPP) Senior Certified Coatings Inspector (formerly NACE CIP Level III with peer review) or Association for Materials Protection and Performance (AMPP) Certified Coatings Inspector (formerly NACE CIP Level II) with a willingness/ability to obtain Senior Certified Coatings Inspector level. Desired Experience (approximately 8-10 years): Experience in the corrosion control field supporting U.S. Navy ship and/or submarine maintenance. This experience includes: mitigating corrosion control issues, identifying solutions, and understanding technical requirements for shipboard HM&E and/or C5I systems and equipment; use of surface preparation tools, corrosion control techniques and application of coating systems on U.S. Navy ships or in the marine industry; and/or working with and understanding constraints associated with shipboard organizational level corrosion control and preservation maintenance. Experience with new corrosion control technologies and how they may be implemented on U.S. Navy ships. Supervisory experience managing and overseeing corrosion control work; interfacing with government, shipyard, and contractor corrosion control maintenance activities; and working with US Navy ship leadership, ship personnel, and program leadership. Experience in corrosion prevention and control trade. Physical Requirements: Close vision, distance vision, color vision, depth vision, ability to adjust focus, work from a ladder or lift occasionally, safely lift 20 pounds, walk on uneven ground or terrain, work in confined spaces, crawl for extended periods of time, enter 24” diameter space, hearing, work outside (including inclement weather), manual dexterity (to handle small objects, instruments, or gages), wear a respirator, speaking and smelling. Salary Range: $40.00-$60.00/hour. Hourly rate is based on experience and certifications. Uses nuclear gauge to test field density and sets up the daily rolling patterns in the field. Works directly with Roller Operators to determine the appropriate number of passes for each roller in order to achieve the specified compaction. Cuts and tests core samples.
