Responsible for resolving Information Technology (IT) issues promptly, ensuring smooth operations, and providing excellent customer service. Key/Reporting Relationship: This position reports to the System / Network Administrator. This position receives general instructions regarding the scope of assignments and relation to the Authority's strategic goals. Essential Duties and Responsibilities: Provides technical assistance and support to end-users for hardware, software, and networking issues. Manages hardware and software related to communications of all types used by the Authorities. Ensures user problems involving hardware/software are managed in a timely and professional manner; diagnoses problems; contacts other technical staff as necessary; completes on-site repairs, provides users with replacement equipment if required; and/or conducts repair follow-up. Troubleshoots and resolve IT-related problems in a timely and efficient manner. Installs, configures, and maintains computer systems, peripherals, and software applications. Sets up and configures user accounts and permissions. Assists with IT asset management, including inventory tracking and maintenance. Responds to IT support tickets and requests, prioritizing tasks based on urgency and impact. Documents IT support activities, solutions, and procedures for future reference by working with the Trouble Ticket system provided by the Authorities. Collaborates with other IT team members to escalate and resolve complex issues. Assists in the development and implementation of IT policies and procedures. Ensures compliance by following Authorities' policies and procedures and local, state and government regulations. Maintains regular attendance and performs duties and responsibilities as assigned. Contributes to the team by training assigned employees. Maintains trust, confidence and a positive image of the organizations by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards; and using good customer service skills with both internal and external customers. Ensures communication and positive image of Authorities by reviewing critical incidents, exceptions to policy and/or goal achievement with supervisor. Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem- solving methods. Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical information needed to ensure smooth operations. The Chief Safety Officer, Deputy Chief Safety Officer, System Safety and/or the Department Director will make this determination of what responsibilities are required based on the current staffing needs at the time of posting. SPECIFIC RESPONSIBILITIES I. Operational Safety Department A. Operational Safety * Facilitates and assists audits of Authority's operational systems conducted by Authorities Having Jurisdiction, including FRA, NTSB, FTA, State Safety Oversight (PennDOT), and APTA. * Implements and facilitates activities as required by the Code of Federal Regulations for both the Federal Transit Administration (FTA)and Federal Railroad Administration (FRA). * Inspects Authority operations and equipment to ensure compliance with regulatory requirements and standards. Recommends cost effective enhancements to existing safety programs. * Conducts compliance audits of Operational Rules and Practices. Must be knowledgeable in SEPTA's operating rules. * Develops and executes audit protocols and checklists to assess compliance with operational practices, operational training, rules, and vehicle maintenance activities as related to their safety critical elements for all modes of operation. Provides safety support and consultation for these functions. * Assesses compliance with various regulations and interfaces with regulatory agency personnel including * Federal Railroad Administration, Federal Transit Administration, Pennsylvania Department of Transportation State Safety Oversight Agency, (PA DOT SSOA), Occupational Safety and Health Administration, emergency response personnel and local municipalities. * Reviews accident and incident statistics to identify trends and develops programs with the various Operation departments to reduce, if not eliminate, accidents and incidents. * Develops, updates, and assesses compliance with Operational Safety programs including, but not limited to, the Public Transportation Agency Safety Plan, System Safety Program Plan, Hours of Service Program, and Currency & Proficiency Program. DISCIPLINE RESPONSIBILITIES B. Vehicle Engineering * Reviews Engineering Change Notices (ECNs), Automotive Engineering Bulletins (AEBs), equipment specifications revisions, and SEPTA engineering drawings. * Conducts Vehicle Maintenance audits and inspections to include vehicle components, inspection records, and tool calibration cycles. * Develops and manages the Department's vehicle inspection and maintenance process-audit program, with emphasis on rail-vehicle maintenance activities. Specific focus will be on audits, maintenance record checks, and vehicle overhaul programs (VOH). * Facilitates the Department's Hazard Management Program by working with both Rail Equipment Engineering & Maintenance and Automotive Engineering & Maintenance to identify and evaluate safety hazards on rail and automotive equipment and develop strategies to eliminate the hazards through engineering and / or administrative controls. * Participates in Safety Certification and Configuration Management Processes as it pertains to component mainframe descriptions for "safety critical parts" usage, vehicle equipment procurement, manufacturing and start up. * Investigates rail and automotive equipment incidents and accidents to identify and assess potentialcontributory factors such as component failures and maintenance deficiencies as well as investigations regarding counterfeit parts. * Conducts Maintenance Procedure reviews and Job Hazard Analysis to ensure that vehicle inspection and maintenance procedures maximize and incorporate safe work practices. * Serves as the Department's technical liaison with Authorities Having Jurisdiction relative to rail and automotive vehicle issues including but not limited to; inspection and maintenance programs, procedures, protocols; state inspection reviews and updates; hazardous conditions; and participates in independent audits conducted by Authorities Having Jurisdiction. QUALIFICATIONS AND EXPERIENCE * B. S. Degree in related safety or safety engineering disciplines plus five (5) to seven (7) years' experience in vehicle maintenance or vehicle engineering required. * An equivalent combination of education and experience two (2) years of related experience equating to one year of post high school education) may be considered in lieu of the degree requirement. * Note that emphasis of experience and education may be tailored on the posting to reflect a specific area of safety (i.e. Operational Safety, Occupational Safety, Fire/Life Safety, Construction Safety, Electrical Safety, Vehicle Engineering or Accident Investigation). * Strong knowledge of the Occupational Safety & Health Administration (OSHA), Federal Railroad Administration (FRA), Federal Transit Administration (FTA), National Fire Protection Association (NFPA), and PennDOT and applicable, local, state and federal regulations preferred. * Must demonstrate the ability to pursue/perform multiple tasks simultaneously. * Must have a strong understanding of union and management environment and demonstrate the ability to address health and safety matters directly to union employees. * Must be able to review and analyze accident data and participate in the development of corrective action plans to resolve complex safety and health issues. * Must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours, and short-term deadlines. * Must have valid driver's license. * Must have excellent verbal and technical writing skills with experience writing quality technical reports and Standard Operating Procedures. This position is further responsible for providing technical support and direction for engineering/quality assurance activities including the definition and coordination for design review and implementation. Also, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches. Bachelor's Degree and seven years of relevant engineering experience is required. $5,000 salary increase for those with a PE/RA License PROJECT ENGINEER - STARTING SALARY: $101,790.00 These positions are responsible for undertaking engineering/quality assurance assignments that are considered to be "complex" in size and scope. This position is further responsible for providing support for engineering activities and continuous improvement approaches. Bachelor's Degree and five years of relevant engineering experience is required. Mentors available for those seeking EIT registration/$5,000 salary increase for those with a PE/RA License. OVERALL DESCRIPTION THIS OPENING IS AT FRANKFORD As an experienced vehicle body mechanic, inspects, analyzes, estimates scope of work and repairs vehicles and equipment. SPECIFIC RESPONSIBILTIES * Inspects, analyzes collision damage and estimates scope of work. * Repairs vehicles and equipment to include removal and installation of interior and exterior body components (i.e. panels, bumpers, skins, access doors, windows, trim, floors and coverages, set frames, etc.) * Makes collision repairs such as applying body filler, straightening metal panels, underframes and brackets. * Patches, splices; dresses to finish by grinding, sanding, filing. * Cleans, file, sands, and primes exterior and interior parts. Paints/blends, enamel and urethane finish on body surfaces. * Removes and replaces electrical and pneumatic parts, shafts, rollers and tracks, rehang doors and posts. * Chips, scrapes, grinds rust from structural steel framework. Cuts, fabricates and replaces structural components. Use all types of welding, cutting, and joining equipment. ADDITIONAL SPECIFIC RESPONSIBILTIES QUALIFICATIONS AND EXPERIENCE * Must possess valid driver's license. * Must satisfactorily complete written test and complete the performance test as required by labor agreement. * Must be experienced vehicle rebuilder with skills in sheet metal work, fiberglass repair, carpentry and welding. * Will be required to possess and/or obtain necessary tools as detailed on job tool list. * Will be required to detail relevant training and work experience when requested. IDEAL QUALIFICATIONS AND EXPERIENCE * Experienced working on mass transit vehicles preferred but not required. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.
