Job Description
The University of Nevada, Reno is recruiting for a NSHE Specialist 1 for the Real Estate Office. **This position does not provide layoff rights and is contingent upon funding. This position is responsible for fiscal responsibilities, daily office operations, HR oversight, and property management for the Real Estate Office.
Responsibilities include but are not limited to:
Administrative and Fiscal Management
Create and maintain budget and financial records
Serve as primary division administrative assistant
Write, maintain and update department policies
Review, process, and prepare a variety of accounts payable and receivable documents
Book, process, and track all department travel; manage contractors including preparation of forms for compliance with SReg and Purchasing guidelines
Liaison with Real Estate Community; communicate with prospective purchases and/or tenants of University owned property
Property Management
Independently manage and market (as needed) UNR real estate properties; act as the first point of contact with both commercial and residential tenants in 40+ residential properties and 7+ commercial properties
Determine and initiate maintenance and repairs via work orders or contracting with third party vendors and coordinate with Maintenance Staff
Collect and deposit all rent monies; ensure compliance with all rental property laws, policies, rules and regulations
Contract Coordination
Draft letters of intent/contracts using established business points and negotiated terms as assigned; negotiate and prepare all single-family residential lease property contracts
Set timelines and priorities to meet contract deadlines for UNR Legal review and NSHE BOR review
Utilize internal contract database to maintain contracts and inform supervisor of expiring contracts who will initiate communication
Required Qualifications
This position requires Bachelor's degree from an accredited college or university and one (1) year of relevant experience; OR
Graduation from high school or equivalent education and three (3) years of program support experience equivalent to an Administrative Assistant III in Nevada state service which included applying complex laws and regulations, composing written materials and maintaining records; OR
An equivalent combination of education and experience as described above
A valid driver's license is required at the time of appointment and as a condition of continuing employment.
NOTE: Subject to NRS 645.280-the incumbent in this position cannot be a licensed Nevada real estate broker-salesperson or salesperson during the time of employment.
Schedule

EXAMPLES OF DUTIES
GENERAL DUTIES AND RESPONSIBILITIES FOR ALL POSITIONS:
* Coordinates special construction and/or renovation projects and other assignments and/or projects with appropriate County departmental staff or other tenants.
* Conducts various studies, analyzes results of studies, makes recommendations to appropriate management, and assists in implementing changes resulting from those studies.
* Coordinates all special housekeeping and maintenance requests with Real Property or Department of Aviation division managers and/or supervisors.
* Responsible for the management and administration of a variety of agreements and contracts for services for building occupants, including cafeteria operations, building public address system, and other vendor contracts.
* Works with designated departmental contacts in facilitating special delivery items.
* Answers questions and provides information and technical assistance as required.
* Coordinates assigned parking areas, including various reserved space, and responds to issues/complaints related to parking.
* Responds to, investigates, and resolves complaints from building tenants and the public, or forwards to appropriate party for resolution.
* Conducts periodic inspections of property to assure compliance with various safety measures, regulations, and conditions.
* Coordinates with designated departmental construction/relocation coordinators in all internal relocations or construction efforts.
* Reviews, recommends and implements improved policies and procedures.
* Ensures compliance with user group building policies, funding sources regulations, and other guidelines.
* Serves as primary liaison and County Representative with any tenants and other County departments, community organizations, and public and private service providers.
* Represents the department and the County in meetings with staff from other departments, representatives of the County community of interest, governmental, community, business, professional and public agencies and the public.
* Oversees or provides recommendations for purchasing of capital equipment, furnishings, artwork, and other equipment and supplies necessary for the effective operation of the building.
* Maintains accurate records and files.
* Prepares a variety of correspondence, reports, policies, procedures, program documentation and other written materials.
* May escort contractors and/or other members of the public or community to appropriate work sites and/or locations within the assigned facilities.
* Provides liaison and staff support to a variety of committees.
* Stays abreast of new trends and innovations in building operations, including new technologies and techniques.
* May be responsible for arranging building tours.
* May provide staff support and/or guidance for a board or committee.
* May make presentations regarding various building operations and/or proposals to tenants, departments, agencies, etc.
* Uses standard office equipment, including a computer, in the course of the work; may operate a motor vehicle or arranges for appropriate transportation in order to attend off-site meetings.
Real Property Management positions:
* In addition to the above general duties; administers and manages facility maintenance and repair contracts.
* Verifies contract compliance and coordinates within the department and building occupants.
* Reviews, recommends and implements improved policies and procedures relating to building operations contracts.
* Ensures that general building conditions are maintained and repaired as needed.
* Performs quality control for general contracted building maintenance and repair issues including but not limited to HVAC systems, roofing, glass, overhead doors, concrete, and fire life safety systems.
Department of Aviation positions:
* In addition to the above general duties; recommends, develops and implements goals, objectives, policies and work standards for property management of the airport facilities building operations; provides input into the property management building operations budget development and administration.
* Develops and administers tenant maintenance program, tracks maintenance schedules and ensures that all programmatic and reporting requirements are met.
* Ensures that the building is being operated efficiently.
* Designs, develops and prepares procedures, manuals and other general building information materials.
* Ensures that general building signage is maintained and updated as needed.
* Performs quality control for general building landscaping, maintenance, and housekeeping issues.
PHYSICAL DEMANDS
Mobility to work in a typical office setting, use standard office equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Stamina to walk to various locations throughout the buildings, may require bending and/or stooping in order to conduct inspections. Day to Day:

Main job tasks and responsibilities:
Maintains positive customer relations attitude.

Answers and handles incoming phone calls from prospective new residents, current residents, vendors and suppliers.
Must be knowledgeable of all phases of leasing and resident retention.
Directly responsible for maintaining daily, weekly, and monthly reports including accurate reporting of rents and deposits received.
Maintains accurate resident records. Updates on daily basis all rents, deposits and application fees received from residents. Issue appropriate notices when necessary (for example, late payments, eviction notices, returned check memos).
Updates required reports concerning move-out notices and other activity, on a daily basis and provides information to the property manager.
Processes all security deposit move-out reports.
Responsible for keeping daily records on lease renewals and terminations.
Organizes and files all applicable reports, leases, and paperwork.
Proofreads all lease paperwork and processes move-ins and move-outs.
Works with lease renewals each month.
Accepts service requests from residents and routes to maintenance for prompt processing. Conducts service follow-up with resident when work is completed.
Assists the property manager in effectively managing the property.
Performs any additional duties assigned by Property Manager or Regional Manager. Serves as a backup for all Property Manager duties.
Physically inspects property when on grounds, picks up litter and reports any service needs to maintenance staff. Will also inspect move-outs and vacancies when requested.
Maintains awareness of local market conditions and trends. Contributes ideas to Property Manager for marketing property and improving resident satisfaction.
