1. Job Purpose/Objective:
This position is responsible for coordinating and administering support for Human Resources and Operations. The HR Coordinator will facilitate implementation of services, policies, procedures, and programs, in adherence with and prescribed by, HR and/or operations management. The incumbent will contribute to the accomplishment of company practices and objectives that strive to provide an employee-oriented, high-performance culture with emphasis on quality, productivity, and the ongoing development of a superior workforce.
2. Essential Job Functions:
General clerical duties including, but not limited to, copying, faxing, mailing, and maintaining the filing system.
Work with Department Managers on recruitment process and employee relations in keeping with instruction and protocol to ensure accuracy and efficiency.
Coordinate maintenance of office area and equipment which would include office supplies, and machines such as copier/printer.
Open, sort and distribute incoming correspondence, mail, inter-office pouches, etc.
Greets in-person visitors and addresses their inquiries, requests, and/or needs.
Answer main department phone line - provide general information and/or route calls accordingly
Monitor HR mailbox, departmental email inboxes and correspondence throughout the day - distribute and process accordingly
Responds to inquiries from applicants and employees, ensuring confidentiality of all information.
Establishes positive and professional rapport with all employees providing consistent and reliable support and assistance.
Facilitates full cycle recruiting to provide sufficient and quality workforce:
Creates and posts job advertisements, coordinates and facilitates job fair events - maintaining receipts for reconciling invoices and/or submitting payment requests.
Reviewing applications received online and uploading information into the Company's applicant tracking system (ATS).
Conducts intake/prescreen interview of applicants who meet minimum qualifications of job they have applied for, and schedule interviews of those that satisfy prescreen.
Conducts reference checks of new hire as well as employment history, and criminal background checks, utilizing appropriate Company Forms and procedures in accordance with policy and DOT regulations.
Drafts and presents offer letters and new hire paperwork for onboarding, ensuring all documents are executed with accuracy in compliance with applicable employment laws.
Conducts post-offer, pre-employment drug screens, following strict guidelines as stipulated by HR Compliance team to ensure compliance with Company policy, federal and state employment regulations, as well DOT, and DOE regulations.
Coordinates and facilitates regular New Hire Orientations, ensuring newly onboarded staff are scheduled and attend timely.
Coordinates training schedule for new hires and coordinates release to work upon completion.
Generate Notice to Personnel (NTP) forms to accommodate transfers, change in status (hours, pay, title), or terminations.
Drafts and issues pay change notification letters under direction of HR management.
Maintains tracking of recruitment and hiring efforts, providing reports of hires, promotions, transfers, terminations, and other pertinent data.
Creates and maintain employee files and filing system.
Maintain and replenish adequate inventory of HR supplies and paperwork such as applications, direct deposits, new hire packets, handbooks, referrals, etc.
Responsible for upkeep of front reception and visitor area - ensure adequate supplies and resources are available.
Maintains employee personnel files and records in an organized manner, easily accessible to the HR team - scanning and organizing files and records as necessary and in preparation towards implementation of new HRIS.
All other duties as assigned.

Bachelor's degree or equivalent through training and/or formal education
At least 1 year of HR experience is preferred

Desirable Qualifications: Human Resources Generalist professional experience preferred, including work in recruitment, examination, classification, employment suitability assessments, and selection and hiring processes across diverse occupations and job classifications.
The position is located in the Staffing Services Division, which is responsible for Judiciary-wide recruitment, certification (referral), placement, and examination activities, as well as coordinating major special projects and providing recruitment support for exempt positions.
The position conducts examination and selection activities, including reviewing applications for qualifications and suitability, conducting suitability investigations, administering criminal history checks and post-offer clearances, and preparing related reports. It contributes to improving selection methods and provides training and guidance to interview panels and staff involved in the examination and hiring processes.
The position also serves as a team leader and supports the division chief in strategic workforce planning, focusing on researching, planning, coordinating, and overseeing current and future innovation projects and partnerships. The role evaluates outcomes, recommends improvements, provides supervision to human resources staff and guidance to program supervisors and administrators on best practices that strengthen workforce and staffing operations.
Education Requirement: Graduation with a bachelor's degree from an accredited college or university. Progressively responsible experience in administrative, professional, investigative, technical or other responsible work which has provided a general background in the field of management, education, training or human resources administration may be substituted for the bachelor's degree on a year-for-year basis. Experience of a routine clerical nature is not qualifying.
Specialized Experience: Three and one-half (3-1/2) years of professional experience in one or any combination of human resources management functions, i.e., recruitment, placement, examinations, position classification, compensation or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations and human resources research.
Such experience must show the ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration. Clerical experience in a human resources program involving work which is limited to the application of human resources rules, regulations and procedures in support of the human resources functions described above is not qualifying.
Staff Specialist or Supervisory Experience: In addition to the Specialized Experience, you must possess one (1) year of staff specialist or supervisory experience of the type and quality described below:
1. Staff Specialist Experience: Human resources management and/or labor relations specialist experience performing work regularly encompassing difficult and complex situations and problems in a given human resources specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; or human resources management specialist and/or labor relations experience performing extensive and intensive work in a given area of specialization, working on the most complex, and difficult assignments in the areas of program development and evaluation, development of new and revised procedures, review of working situations to be sure that departments are following guidelines for sound human resources practices, development of legislative proposals or analysis of the impact of proposed legislation, and engaging in human resources research aimed towards improving the human resources system.
2. Supervisory Experience: Experience in the field of human resources management or labor relations which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them of difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees.

a. Possession of a bachelor's degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for six (6) months of the Specialized Experience.
b. Possession of a master's degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for one (1) year of the Specialized Experience.
c. Possession of a Ph.D. degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for two and one-half (2-½) years of the Specialized Experience.

The position is assigned moderately difficult position classification and compensation management work regularly encompassing problems of average difficulty and complexity.
