About this Position
The Recruitment Specialist is responsible for all matters pertaining to student outreach and recruitment for Oklahoma State University-Oklahoma City. The objectives of this position are to plan, implement and evaluate programs and activities to recruit prospective students for admission and enrollment; identify target markets and support implementation of the marketing/recruitment plan; assist students through the application/admission process; and represent the institution both on and off campus to students, parents, counselors, and other individuals and organizations.
Essential Job Functions:
Assist prospective students in the college decision-making, application/admission and enrollment process. Communicate information to prospective students and other stakeholders regarding educational/career opportunities, the processes involved with becoming a student, and support resources.
Manage the prospective student communication plan. Respond to inquiries from prospective students using, but not limited to, telephone, email, social media platforms, and CRM system.
Recruit prospective students by making high school/career technology center visits, attending college fairs and participating in community events where a college recruitment presence is appropriate.
Prepare and deliver specialized presentations for target audiences on a variety of topics related to the institution and higher education.
Ensure that data related to prospective students is collected, entered and maintained in a manner that effectively supports student relationship management and increases applicant yield.
Cultivate relations with high school/career technology center personnel, community organizations and other stakeholders. Serve as a liaison/point of contact to assigned local high schools and community organizations.
Serve as lead to recruit populations within an assigned specialty area such as special at-risk populations, concurrent high school, career tech or other diverse populations and lead such initiatives as podcast host, social media events, or grant funded event planning/record keeping. Will provide backup to other activities that other Recruitment Specialists lead as needed.
Assist with special events and activities to bring prospective students and other constituent groups to the campus.
Coordinates the planning, scheduling and implementation of individualized and group campus visits and tours.
Collaborate with other units on campus to develop, implement and assess activities designed to support an integrated marketing and recruitment strategy.
Assists with the development of printed marketing materials and management of content on webpages and social media sites.
Participates in community and professional organizations as a representative of OSU-OKC when applicable.
Provide support for the Admissions Office by assisting with evaluating incoming document and processing applications for admission and occasionally frontline operations.
Trains and supervises student employees and volunteers as needed.
Assist in campus-wide retention efforts as applicable to this position.
Participate in departmental documentation and process improvement efforts, including creation of process libraries, standard operating procedures, determining key performance indicators, etc.
Completes all mandatory training and participated in a minimum of two professional development each year.
Performs other duties as assigned.

Required Qualifications
Associate's
Bachelor's Degree or equivalent related experience with an Associate Degree. (degree must be conferred on or before agreed upon start date)
Minimum of three years progressively responsible work experience.
Experience working in a fast-paced and customer service rich environment.
Experience working in both collaborative/team environments and in positions that require individualized work with minimal supervision.
Knowledge and experience in recruiting/sales and/or college recruitment.
Some experience related to customer relationship management, preferably through the utilization of electronic communication tools.
Certifications, Registrations, and/or Licenses:

As Staffing Coordinator, you are delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties.

Work with Human Resource Director and DCS when scheduling modified work duty employees in accordance with work restrictions and facility policy.
Complete in timely fashion necessary nursing department employee records upon hiring, job reclassification, and discharge.
Assist employees in accurate completion of forms (i.e., leave and day off requests, time cards, etc.) pertinent to scheduling and staffing.
Complete monthly nursing schedule coordinating requests to ensure appropriate coverage of units.
Complete and post work sheets/time schedules. Coordinate variances with the DCS.
Assist in completion and filing of designated reports in accordance with established policies and procedures.
Perform miscellaneous duties pertaining to staffing and assist nursing supervisory personnel as necessary.
Answer employee calls regarding staffing/scheduling functions. Prepare written correspondence as necessary.
Answer applicant calls regarding position availability and coordinate interviews as deemed appropriate.
Ensure newly hired nursing staff has time cards and schedules prior to orientation date.
Assist in obtaining nursing care staff information needed for daily posting requirements.
Consult with nursing department staff and supervisors concerning the staffing/scheduling needs: to assist in elimination/correction of problem areas, and/or improvement of services.
Make written/oral reports/recommendations to the DCS concerning staffing and scheduling issues.
Develop and maintain a good working rapport with interdepartmental personnel, as well as other departments within the facility.
Ensure administrative functions are carried out promptly for an efficient operation.
Assist in standardizing the methods in which work will be accomplished.
Review complaints and grievances pertinent to scheduling and staffing. Make necessary oral/written reports to the DCS.
Other related duties and responsibilities that may become necessary to meet the needs of the facility.
Agree not to disclose assigned user ID code and password for accessing resident/facility information and promptly report suspected or known violations of such disclosure to the Administrator.

Personnel Functions
Assist in interviewing CNAs when requested.

Assist in recordkeeping and documentation of attendance and tardiness for employee performance appraisals.
Confirm license/certification and current standing with state approved agencies for all new hires prior to orientation date.
Maintain confidentiality of all pertinent employee information.
Assist with maintaining records of current certifications/licenses for nursing department employees.
Report known or suspected incidents of fraud to the Administrator.
Ensure that departmental computer workstations left unattended are properly logged off or the password protected automatic screen-saver activates within established facility policy guidelines.
Staff Development
Provide each newly hired nursing personnel with orientation schedule and assign staff member to provide orientation.
Facilitate quality orientation program by communicating new hire orientation schedule to unit manager and unit staff who will participate in orientation.
Attend in-service training programs as scheduled.
Assist with recordkeeping for facility in-service education, and orientation classes for newly hired personnel.
Safety and Sanitation
Report all unsafe/hazardous conditions, defective equipment, etc., to your supervisor immediately.
Follow all established safety procedures and precautions when operating office equipment.
Equipment and Supply Functions
Ensure nursing supervisory supplies have been replenished in work areas as necessary. Report equipment/supply needs to your supervisor.
Ensure that work/assignment areas are clean and equipment and supplies are properly stored before leaving such areas on breaks, end of day, etc.
Budget and Planning Functions
Report suspected or known incidence of fraud relative to false billings, cost reports, kickbacks, etc.
Resident Rights
Maintain the confidentiality of all resident care information including protected health information. Report known or suspected incidents of unauthorized disclosure of such information.
Ensure that resident's rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights, including the right to wage complaints are followed.

Qualifications
Previous recruiting experience, preferably in the health care sector
One to two years of office administration or Human Resources experience preferred
One high volume recruitment experience preferred
Excellent organizational and communication (verbal and written) skills
Strong technical skills including intermediate or above experience level in MS Office applications
Experience working within an Applicant Tracking System (ATS) preferred
Effective time management
Ability to manage confidential information and records
Excellent customer service, communication, and interpersonal skills with the ability to maintain positive interaction with employees and customers

This position has an annual rate of $55,000.00
The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee's Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. POSITION SUMMARY
The HR Onboarding & Recruitment Personnel Specialist is assigned responsibilities involving the management of human resources, the completion of various human resources activities and personnel transactions, the application of laws, rules and standards related to personnel administration, and time and leave management. Responsibilities may include, but are not limited to, recruitment, onboarding, employee lifecycle, and assisting in employee benefits/retirement.
POSITION RESPONSIBILITIES
This describes the general nature and level of work performed by the employee assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities and skills.
* Assists in agency recruiting activities; creates and tracks job postings; screens and dispositions candidates; ensures eligible veterans receive interviews as per Civil Service Rule's (CSR's).
* Performs human resources management, personnel, or payroll assistance involving responsibility for the interpretation and application of rules, laws and policies, including CSR's.
* Sends instructions on completing background checks; offer letters to both internal and external candidates; welcome emails; and exit information to ex-employees.
* Facilitates HR's portion in weekly New Employee Onboarding (NEO) in Oklahoma City and Tulsa; guides hires through onboarding tasks in Workday; tracks onboarding tasks through completion by deadlines provided; collects, processes, and files hire documents and forms.
* Processes personnel transactions in Workday; tracks and ensures approvals have been received in a timely manner; ensures compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations and other actions.
* Provides guidance to employees and supervisors when timesheet questions arise.
* Maintains a system of employee personnel records and payroll records; performs audits at the direction of the HR Director.
* Monitors the HR shared email; responds or forwards emails to appropriate HR Team Member.
* Assists in ordering and receiving retirement certificates.
* Generates and sends reports as assigned; updates email distribution lists and Teams members lists; updates HR Tracking Log.
* Assists HR Team Members with tasks, projects, trainings, or presentations as assigned.
* Other duties as assigned.
This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.

* Knowledge of federal & state rules, laws, and standards related to human resource management and demonstrated ability to analyze and interpret these rules in various situations.
* Knowledge of human resources management policies and procedures.
* Knowledge of business communications; utilizing correct spelling, grammar, and business communication etiquette
* Excellent communication skills; writing, speaking, and presenting.
* Ability to work as a team member as well as independently, exercising good judgement and initiative.
* Strong work ethic and effective time management and organizational skills, including ability to manage multiple projects with multiple deadlines.
* Advanced computer skills with all Microsoft Office.
* Self-motivated and able to work independently to accomplish assigned tasks.

EDUCATION & EXPERIENCE
The preferred minimum qualifications for this position are:
* A bachelor's degree in human resources, law, or related field
* OR an equivalent combination of education and experience
Preference may be given to candidates who have:
* At least one year of work experience utilizing Workday, specifically for State-HR.
* Experience facilitating presentations or trainings.
SPECIAL REQUIREMENTS
* The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
* This position will require occasional travel. The selected candidate must be willing and able to perform all job-related travel. State vehicles will likely be available for use, but reliable transportation may be required for local travel.
* This position works in a comfortable office setting with a computer for a large percentage of the workday.
