CHRISTUS Health regional program manager job description

This position will serve as the key region data liaison program manager between the Northeast Texas Region and the CHRISTUS Health system, responsible for supporting leaders in implementing the strategy for data driven decision making and program improvement, including the design, statistical analysis and delivery of data products and programs. The incumbent will report to the System Director of the Health Outcomes & Analytics Department with strong partnership and direct guidance from the Region Associate Vice President of Quality. This key role will aid in meeting the goal of aligning efforts to create a system-wide approach to delivering data driven insights for performance improvement across CHRISTUS Health. This role will help build stronger connections and feedback structures that drive performance improvement through a foundation of aligned data and analytics, sustained to deliver results that scale for future impact across CHRISTUS Health.

The incumbent will support the department purpose to translate data into action to achieve excellence in patient care. Towards this goal, this individual will serve to continually improve health outcomes data and analytic insights, including the management and governance of data across the organization in order to provide valuable analytics to the CHRISTUS Health System.

Build and lead Health Outcomes & Analytics alignmentin system initiativeswith region performance improvement efforts with direct guidance from the System Director of the Health Outcomes & Analytics Department and the Region Associate Vice President of Quality

Design, development and statistical analysis of system-wide quality and health outcomes data products utilizing system data tools and frameworks, such as EMR data, CHRISTUS Health data lake, performance improvement benchmarking tools, Midas, VigiLanz, etc.

Designs and implements statistical/predictive modeling and algorithms utilizing diverse sources of data that draws appropriate conclusion and actionable strategies

Supports the region in optimizing use of system data tools for shared understanding of results/performance standards (reduces time spent “arguing about who's data is right” or spending extra time comparing results between different reports to explaining the data differences:

Alignment of definitions to address local requests and needs, including new product approvals coordination with the Chief Medical Officer(s) (CMO) and Region Quality Leader(s)

Review System Scope of Work with CMO and Region Quality Leader for alignment with internal ministry validation efforts
Prioritization of ad hoc requests with direct leaders Development of data and project standards, design and implementation of proactive processes to collect and report data and statistics on assigned systems Coordinate with the system program director of compliance related to region accreditation or regulatory bodies such as The Joint Commission, CMS or the State OIG, including the development of an internal mock survey team Provide the system with region input and competency to recommend and develop data product that foster initiative success; e.g. Health Outcomes Index, Clinical Documentation Improvement dashboard, Nursing Dashboard, etc. Support Health Outcomes & Analytics and Region Quality leaders in implementation of strategy for data driven decision making and program improvement o Promote, facilitate, and deliver system data products, including development of effective communication and education materials all region liaison peers Collaborate with leadership, clinical departments and service lines to provide training of system toolkits for performance improvement teams, such as Sepsis Serve as a subject matter expert for clinical departments, support services, Medical Staff and Administrative Leadership to facilitate understanding of data collection processes and information related to Clinical Outcomes and Performance Improvement initiatives Provide specifications to the quality team in the design of data collection and analysis for outcomes measurement, evaluation and reporting Assist with developing objectives, building strategic relationships within and across departments, and supporting performance improvement and patient safety program efforts

Job Description:

The Services to the Armed Forces (SAF) and International Services (IS) mission is to provide care and comfort to the members of the United States Armed Forces and their families. It is the impetus for the establishment of the American Red Cross (ARC). SAF at the Red Cross is a mixture of both tradition and innovation. ARC continues to provide traditional support to military families; serve in military and veterans hospitals, and conduct emergency communication. But, we also continually adapt our traditional services and create new programs to meet the needs of today's military member, veterans and their families.

The American Red Cross is seeking a full-time , temporary SAF-IS Regional Program Manager in Oklahoma City, Oklahoma. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. In this role worldwide deployment is a condition of employment. Mobile staff members deploy for 6 months at a time, typically, once every 18 months.

Job Summary:

The SAF Regional Program Manager administers the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. Also responsible for the management and administration of American Red Cross Service to the Armed Forces (SAF) and International Services (IS) U.S. programs and services to include International Humanitarian Law (IHL), Youth Action Campaign (YAC) and Restoring Family Links (RFL), within their area of jurisdiction. This is accomplished through managing volunteers and working with other Red Cross departments and community partners to ensure SAF service delivery throughout the Arkansas/Missouri region.

Responsibilities:

1. Relationship Management and Community Outreach: Builds strong relationships with military leadership, key organizations and community leaders. Cultivates relationships and partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations and other community charitable and nonprofit agencies with the purpose of furthering the mission of the Red Cross. Outreach includes command meetings, education briefings, presentations or information sessions.

2. Volunteer Management: Manages a volunteer program to enable delivery of SAF programs and services. Provides supervision of both paid and volunteer staff. Helps ensure volunteer staff ratio reflects the diversity of the population being served.

3. Service Delivery Management: Ensures the consistent delivery of the SAF core services to all clients in their area.

Provides supervision of both paid and volunteer Service Delivery staff.

* Coordinates services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training and morale items and support.

* Ensures community outreach, to include command meetings and education briefings, presentations, or workshops

* Ensures a strong military community outreach program and implementation of special events and projects in support of SAF/IS U.S. initiatives.

* Manages support services to military members and their families to include family follow-up information and referrals, and other related services.

* Provides support for the emergency communications center with local information, as appropriate.

* Develops outreach strategies aimed at promoting International Services U.S. programs to the community and ensuring the local community is aware of what programs and services are available.

4. Financial and Reporting Management: Manages expenditures to ensure programs are operating within budget to support SAF programs and services. Monitors and reports on the outcomes and results of programs and services to ensure organizational accountability and makes recommendations for continuous improvement to ensure metrics are consistently met.

Minimum Qualifications:

Education: Bachelor's degree is strongly preferred, however equivalent combination of relevant experience and education will be considered in lieu of degree.

Experience: A minimum of five years related experience in program management or related field is required.

Managerial Experience: At least one year of successful supervisory experience is required, volunteer recruitment and management experience is strongly desired.

Mobile staff requirements:

* World-wide mobility is a condition of employment. It is an essential function of this position and employees must accept assignments anywhere in the world where we provide services to members of the U.S. military and their families.

* Mobile staff members must be US citizens and able to obtain/maintain a secret security clearance and no-fee U.S. passport.

* Must meet and maintain strict medical and physical requirements, including immunizations required by the U.S. military and Department of Defense.

* Responsible for proper wear and maintenance of daily Red Cross Duty Uniform, and live and work in harsh and stressful environment in conflict areas.

* Periodically accompanies the military on deployments.

* Some station offices are in remote locations without public transportation.

* An interim Secret Security Clearance must be obtained if SSC is not currently held.

* When deployed, you may be required to work 12-hour shifts, 7 days a week. Privacy is often limited and you may have to share accommodations with co-workers, military members, etc.
