Regional safety manager job description

Primary Purpose


Responsible for implementing and managing all aspects of the company's Safety & Risk Management programs including Safety, Claims Management, Compliance and Training.


Essential Functions


Ensure development of company wide safety policies and programs focused on reducing hazards that will lead to reduced injuries and accidents. Oversee implementation of training and awareness programs to ensure that all employees understand their roles and expectations with regard to safety and compliance programs. Develop regional plan(s) of action for implementing corrective actions to control or eliminate key loss sources, hazards, and implement corporate goals. Will hold joint accountability with the assigned regional and branch management for all safety issues in the field. Works directly with branch management, claims adjusters, injury counselors, etc. to ensure complete claims management for Workers Compensation, Liability Insurance, and Auto Insurance. Responsible for ensuring company wide DOT & FMCSR compliance. Responsible for ensuring company wide OSHA compliance. Responsible for ensuring other regulatory compliance (permitting, licensing, etc.) as it relates to Safety and Risk Management. Special/Other projects as assigned by management.


Qualifications


Both Written and Verbal, Well Organized Proactive Self Starter. Competent in Microsoft Office including Excel and Word. Claims Management Experience a plus. Able to work well with all levels of the organization from drivers to senior management. Strong Working knowledge of DOT, OSHA and EPA Regulations Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to effectively present information in one-on-one to customers, clients, and other employees of the organization. Ability to perform simple arithmetic (add, subtract, multiply, and divide). Ability to perform these operations using units of American currency, measurement, weight, and distance. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to deal with problems involving a few concrete variables in standardized situations. Must have and maintain valid Drivers License. Job DescriptionEssential Job Duties and Responsibilities:

• Works directly with employees at all levels to foster a culture that recognizes safety as a priority
• Promotes a safe working culture by developing and conducting ongoing review and evaluation of safety programs, policies and procedures
• Compiles and submits data for ongoing monthly, quarterly, annual reporting in a timely manner as well as ad hoc reporting when requested and in a timely manner
• Provides guidance on matters regarding OSHA, ANSI, WC, and any/all other regulatory agencies and oversees and manages compliance with these agencies or programs
• Ensure business units remain in compliance with federal, state, local and industry safety regulations
• Compile checklists, instructions, documentation, and guidelines that promote safe working practices
• Contact person for safety related questions, issues or concerns for employees, agencies, customers, etc.
• Follows up on accidents/incidents as necessary including accident investigation, root cause analysis, insurance, reporting, claims follow up, etc. in a timely manner
• Maintains accident and incident records according to OSHA and/or other regulatory agency guidelines
• Preparation of safety plans, contingency plans, emergency action plans, site or project specific safety plans, etc. for facilities and/or work site locations as needed
• Organize monthly safety committee meetings, follow up on relevant items as needed
• Monitor, provide and remain in compliance with safety related information as requested or required by customers, contractors, vendors, etc.
• Monitor safety training for compliance and completion
• Development of various leadership training and employee awareness programs as necessary
• Hands on training as necessary
• Assist with evaluation and selection of PPE as necessary
• Assists with acquiring permits, submitting required reporting with regulatory agencies as necessary
• Regularly visit job sites and facilities for allocated business units to ensure compliance and safe practices being followed
• Responsible for all health and safety tasks, requirements and follow up
• Support business units as identified
• Any other duties as assigned

Work Environment

• This job operates in a professional office environment as well as on-site job locations.
• Domestic travel about 25% - 30%

This position will also require performance of the following duties:
• Ensure all Project Managers, Superintendents, and other applicable personnel are provided with Vehicle Operation Handbook, Incident Response Card, and a Driver Emergency Kit for their vehicle and with access to the IIPP.
• Maintain detailed safety files and records, including OSHA 300 Logs.
• Evaluate, recommend, and procure third party safety consultants and resources to supplement internal safety programs and requirements.
• Develop strategy for, prepare and execute awards applications and RFP/RFQ sections related to safety.
• Attend and participate in subcontractor meetings as needed.
• Plan travel as far in advance as possible to ensure efficiency and cost-effectiveness of trips; maintain travel schedule on calendar.
• Participate in applicable corporate meetings and forums.
• Other duties as assigned.
Safety (in addition to the above):
• Comply with all safety policies, report suspected safety concerns, make recommendations for enhancements to the safety program, and visibly support and uphold the company’s strong safety culture.
• Ensure all construction activities are conducted in a safe, clean and orderly working environment and ensure job site compliance with the Injury and Illness Prevention Program (IIPP), including communication to subcontractors, addressing job site issues and documentation of any IIPP events in adherence with the Company’s IIPP manual.
• Keep abreast of ergonomic training and requirements, conduct ergonomic inspections of work stations, and make recommendations for improved ergonomic compliance of all employees.
• Remain current in all company required safety training and certifications.
• Acknowledge and celebrate safe behaviors and actions of others.

Education, Experience, and Licensing/Certifications:
• Bachelor’s degree in Occupational Safety and Health or related field.
• Minimum of 7 years of experience in construction safety management with a construction general contractor.
• An equivalent combination of education and experience will be considered.
• Valid State-issued driver’s license and satisfactory driving record and vehicle insurance which meets Alston Construction liability coverage requirements.
• OSHA 30-hour Certification. OSHA 500 preferred.
• First Aid/CPR/AED Certification.
• Safety training/certifications in areas such as Fall Protection, Scaffolding, Excavation and Trenching, HAZCOM, etc.
• CSP, CHST or other safety certification preferred.

• Thorough understanding of applicable local, state, federal (including OSHA), and company safety and environmental regulations, codes, and requirements related to the construction industry; ability to impart knowledge to others.

Physical Requirements:
• Frequently required to stand, walk, sit, kneel, crouch, climb, and reach.
• Lift 10 lbs.
• Extensive reading from documents and computer. Specific vision abilities include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
• Willingness and ability to work extended hours and flexible schedules, including evenings and weekends.
• Willingness and ability to travel frequently.
Work Environment
• The Regional Safety Manager’s duties consist of both office and non-manual work in the field as well as work in an office.
• Will be exposed to outside weather elements while in the field.
• May be exposed to loud noises, fumes, and/or airborne particles while in the field.
• Dress, including proper PPE while on jobs sites, is conducive to a building construction environment.
