Position Summary:
The Air Quality Engineer / Scientist
(Environmental Permitting and Compliance Specialist)
performs professional engineering work, executing the compliance and permitting functions in relation to Air Quality Regulations and Compliance. This candidate will be reviewing processes and equipment, analyzing permit-related technical and regulatory issues, and communicating those analyses within Yorke, the client organization, with government agencies and with the public at large. The candidate qualifications we are seeking include:
5-15 years of work experience in the Air Quality and/or Environmental industry in an engineering role (preferably in a consulting environment);
Experience as an active team member in the environmental services industry as a consultant focusing on:
Process and equipment review;
Air quality permitting under SCAQMD, and other Air Districts, including Title V permitting;
RECLAIM implementation and reporting;
Annual Emissions Reporting;
Air Dispersion Modeling;
Air Quality Assessments including Data Analysis and Emission Inventories;
General Air Quality Compliance for facilities in CA, including problem solving.
Ability to be an active team member on project teams towards project completion within project scope, budget and schedule and ensure quality work product and deliverables;
Ability to work with clients, staff, and regulators through effective communication and expertise by fostering a collaborative environment without losing focus of quality;
Proven track record or desire to engage in successful regulatory work in dealing with the SCAQMD, EPA, CARB and/or other similar regulatory agencies;
Experience or desire to work on-site at client facilities;
Prepare reports and submissions in timely manner;
Experience with handling highly technical data and technical data interpretation;
Highly motivated to continue working in Air Quality environmental field and expand their knowledge and experience;
CA Regulatory/Compliance experience is required.

Key Responsibilities
Maintenance and Area Team Support

Interface with MPC Rotating Equipment Advisory Group to share lessons learned and best practices. Engage management to champion specification changes to improve equipment reliability and department efficiency.

Develop Project Request Forms (PRFs) for reliability improvements.
Develop, submit, and ensure MM/TAR scope is well justified, documented correctly, and meets maintenance specifications and industry best practices.
Define expectations and project deliverables related to Mechanical Integrity and reliability requirements, as well as site preferred technologies and methodologies.
Review project documentation, P&ID's, and data sheets to ensure accuracy.
Provide technical support to Major Maintenance (MM) and Turnaround (TAR) execution team, assisting with equipment inspection, QA/QC, and FCO process.
Health, Safety, Environmental and Mechanical Integrity Stewardship
Participate in safety walks and field audits on a regular basis.

Minimum Qualifications
Must have Bachelor's degree in Mechanical Engineering. (Education must be obtained/completed prior to start date)
Must have at least 2 years of post degree engineering experience. Experience should be in maintenance, machinery or engineering in a refinery, petro-chemical or other related heavy industry.
Must have experience interpreting and applying industrial and company standards.
Must have strong understanding of Management of Change requirements and process.
Able to understand mechanical systems and cross-section drawings to troubleshoot field equipment.

Key Responsibilities
Maintenance and Area Team Support
* Serve as a technical resource to the Maintenance Machinery Foreman, Technicians, and Operations to troubleshoot, diagnose, and repair rotating equipment.
* Develop and provide training on rotating equipment and support systems for Maintenance and Operations personnel.
* Lead site reliability programs and initiatives including Incident Investigations (using RCFA methods), Lost Opportunity Tracking, Pump Seal Reliability Program, PM Optimization, and Area Team Threats Neutralization Program to identify opportunities for improvement and drive solutions.
* Leads multi-department investigation teams to solve recurring rotating equipment failures
* Submit and approve equipment Preventative Maintenance (PM) plans to ensure compliance with Refinery Standard Practices and reliability initiatives.
* Perform equipment condition assessments to determine fitness for service and to develop equipment care and repair plans. Review equipment repair reports from outside shops, provide input on inspection requirements and approve repair plans ensuring compliance with Marathon specifications.
* Identify critical equipment spare part requirements and ensure warehouse storage is aligned with the plan.
* Identify and maintain a list of obsolete equipment and manages the replacement/upgrade plan.
* Interface with MPC Rotating Equipment Advisory Group to share lessons learned and best practices. Engage management to champion specification changes to improve equipment reliability and department efficiency.
Projects and TAR Support
* Develop Project Request Forms (PRFs) for reliability improvements.
* Develop, submit, and ensure MM/TAR scope is well justified, documented correctly, and meets maintenance specifications and industry best practices.
* Define expectations and project deliverables related to Mechanical Integrity and reliability requirements, as well as site preferred technologies and methodologies.
* Review project documentation, P&ID's, and data sheets to ensure accuracy.
* Provide technical support to Major Maintenance (MM) and Turnaround (TAR) execution team, assisting with equipment inspection, QA/QC, and FCO process.
Health, Safety, Environmental and Mechanical Integrity Stewardship
* Participate in safety walks and field audits on a regular basis.
* Serve as a technical resource to the Process Safety Department during Area Team HAZOP reviews.
* Lead or support incident investigations to determine root cause and identify corrective actions.
* Support MOC process and ensure that technical documentation is maintained per company policy.
* Champion Mechanical Integrity program and the Major Equipment Deficiency process with key stakeholders.

Education, Experience and Skills
Minimum Qualifications
* Must have Bachelor's degree in Mechanical Engineering. (Education must be obtained/completed prior to start date)
* Must have at least 2 years of post degree engineering experience. Experience should be in maintenance, machinery or engineering in a refinery, petro-chemical or other related heavy industry.
* Must have experience interpreting and applying industrial and company standards.
* Must have strong understanding of Management of Change requirements and process.
* Able to understand mechanical systems and cross-section drawings to troubleshoot field equipment.
* Able to successfully communicate complex system information across various audiences, from hourly personnel to Refinery management.
* Must be proficient in Microsoft: Word, Excel and Outlook.
* Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
