Passero Associates has an exciting career opportunity for a Resident Project Representative (RPR) / Construction Observation professional with civil and aviation experience in our Dayton, OH office to work on a wide variety of aviation and municipal construction projects. Responsibilities include managing municipal and airport construction progress, and specifically observing and coordinating construction work with internal staff members, selected contractors and subconsultants in multiple offices. Projects will include airfield pavement rehabilitation/expansion (both asphalt and concrete), lighting/signage/electrical improvements, utility-access-parking improvements, terminal and hangar development, stormwater drainage improvements, fuel farm installation, and other airfield related infrastructure.
Qualifications/Experience:
Degree in civil engineering, construction or architectural technologies, or equivalent work experience preferred
Entry level to 5+ yrs. of experience with airport, airfield transportation/roadway, and building observation projects
Experience working on Airports preferred, but not required
Familiarity with current Ohio and procedures for construction inspection preferred
Basic CAD/Civil 3D knowledge/experience preferred

Responsibilities
The Title Agent, under the direction of the Lead Agent or ROW Supervisor, possesses an excellent working knowledge of all right of way disciplines, title, permitting, acquisition, documentation. He/she is very knowledgeable about property valuation, survey drawings and alignments sheets.
Essential Duties and Responsibilities
* Assist ROW Supervisor in providing guidance to ROW Agents.
* Secure permission to enter properties from landowners and tenants.
* While maintaining the ROW price policy, negotiate for ROW options, easements, fee interest, and curative documents as directed by the ROW Supervisor or as required by project documents and the acquisition policy.
* Assist in the development of a construction line from the conditions and/or restrictions placed on the ROW by the landowner and/or tenant.
* Maintain a detailed diary containing the facts of each contact for every property owner and tenant on a project and prepare a detailed weekly activity report.
* Maintain a detailed log of all payments
* Negotiate Damage Settlements as required

The Project Engineer is responsible for all plans and specifications, development of tracking logs, shop drawings, RFIs, POs, proposals, RFQs and other job specific documentation. They will also maintain cost tracking databases, establish project scopes and bid set specs and solicit bids for all trades. PE will also monitor any scope changes for compliance and pricing, process all field change orders, RFPs and RFIs. As part of Close-out will track checklist, collect all operations manuals and prepare and submit as-built drawings.
DUTIES AND RESPONSIBILITIES:
· When in field, responsible to support project safety policies and report safety information and violations to the Project Superintendent.
· Develop and/or review tracking logs for accuracy and to monitor for job trends, as required.
· Alert Project Manager regarding project progress and issues.

· Review for compliance with project contract documents, if compliance recommends approval to Project Manager and process all fieldwork change orders, requests for proposal, and request for information, as directed by the Project Manager.
· Audit all contract pricing for accuracy and documentation compliance, with appropriate mark ups. Auditing must include a cross check of pricing with contract provided project estimates, estimating guides and any available internal resources. Make recommendations to Project Manager for appropriate action.
· Track and maintain contractor closeout checklist for submitted items.
· Assist Superintendent with scheduling the life safety inspections for building occupancy, as needed.
· Prepare and distribute project closeout packets to prime and/or sub-contractors
· Collect operations, maintenance manuals, and other close out documents as required by the contract, which are to be turned over to Owner.
· Prepare and submit as-built drawings for completeness, forward to architect for review and verification to the compliance of the contract documents.
· Assist Superintendent in scheduling the orientation/training meetings are provided to the owner regarding equipment utilization, as needed.
· Assist Project Manager in processing the final change orders to finalize contract, review final pay-applications for proper waivers and verify closeout activities are fulfilled.
· Assist the Project Manager in coordinating the delivery of required attic stock to Owner.
· Assist the Project Manager in coordinating the keying and move-in for turnover to the Owner.
· Assist the Project Manager in securing the occupancy certificate.

Core Position Duties and Responsibilities
1. Conducts site visits to assess buildings and their systems for suitability for client's intended purpose and provides analyses of such buildings for clients. Written assessments evaluate the facilities' major systems, layout, structure and suitability for program purposes, include order-of-magnitude cost estimates, and provides recommendations for modifications or improvements based on intended client program.

Your Impact
Monitor project progress against schedule and budget
Identify and manage potential risks
Review contractor submittals, change orders and recommend approvals
Oversee quality control and safety compliance
Reviews project activities with client and contractor's field supervision resolving disputes and other daily issues
Reviews daily inspection reports and other project documentation
Facilitate communication between the owner, design team, and contractors
Conduct regular site visits and progress meetings
Analyze project data to identify cost-saving opportunities
Provide recommendations for project adjustments as needed

Responsibilities include managing municipal and airport construction progress, and specifically observing and coordinating construction work with internal staff members, selected contractors and subconsultants in multiple offices. Projects will include airfield pavement rehabilitation/expansion (both asphalt and concrete), lighting/signage/electrical improvements, utility-access-parking improvements, terminal and hangar development, stormwater drainage improvements, fuel farm installation, and other airfield related infrastructure.
Qualifications/Experience:
Degree in civil engineering, construction or architectural technologies, or equivalent work experience preferred
Entry level to 5+ yrs. of experience with airport, airfield transportation/roadway, and building observation projects
Experience working on Airports preferred, but not required
Familiarity with current Ohio and procedures for construction inspection preferred
Basic CAD/Civil 3D knowledge/experience preferred
Working knowledge of Construction Scheduling software (such as MS Project), preferred
Proficient in Word, Excel & Outlook
Strong communication and organizational skills
Ability to obtain Security Identification Display Area (SIDA) Badge required, including Federal Background Check (with clear record)
Regional travel required; must possess valid driver's license
