The incumbent applies experience and comprehensive knowledge of engineering principles, theories and concepts as the NAS Implementation Program Manager, serving as the focal for the District or Service Area to Headquarters, Program Offices, airport users' groups, state and city government, and the Department of Defense for the implementation and integration of NAS projects and activities.
Provides liaison and coordination of the NAS on all implementation and integration planned efforts between technical operations and air traffic operations.
Provides operations advocacy functions for the Districts to the Service Area, Airports Districts Offices, Flight Standards District Office, headquarters, and Program Offices for critical NAS maintenance and infrastructure.
Analyzes impacts of proposed projects on NAS operations, monitors projects from all sources for conflicts within technical operations, and ensures that implementation plans for transition projects are thoroughly integrated with major NAS plans.
Incumbent interacts with financial and planning organizations to ensure adequate funding and estimates are available for the projects and programs and dictates requirements in accordance with District objectives and strategies. Prepares recommendations for necessary movement of funds to ensure pr9jects/programs are accomplished in a timely manner.
Provides validation of Life Cycle Management needs and coordinates with national, regional and district staffs in the establishment of projects and in the accomplishment of NAS transition and integration activities.
Reviews and validates CWP project submissions for Technical Operations District facility maintenance, sustainment and replacement project needs and operations emergency project funding needs.
Prepares briefings, presentations and/or point papers for coordinating the prioritization of projects within the Technical Operations District.
Reviews, analyzes and makes recommendations on engineering plans and specifications for NAS modernization and transition projects, assists in preparation of risk mitigation plans, and develops detailed comments addressing maintain ability issues for the district.

Qualifications
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as:
* A comprehensive knowledge of engineering principles, theories, and concepts to support the implementation and integration of NAS projects and activities. Knowledge of CWP and the OPS sustainment programs to create project originations and mitigate NAS facility emergency situations. Written and Oral communication skills to advocate for the Districts on critical NAS maintenance and infrastructure needs and project priorities.
AND
* Skill in at least three (3) of the six (6) following areas of engineering: Civil Engineering (1): Proficiency in engineering design work, construction oversight, and cost estimating. Mechanical Engineering (2): Experience in site surveying, engineering design and drafting, and oversight of projects such as elevator installations. Electronics Engineering (3): Experience in site surveying, engineering design of communication systems, and oversight of projects such as Instrument Landing Systems (ILS). Electrical Engineering (4): Experience in site surveying, engineering design, grounding and bonding techniques, oversight of projects such as Engine Generator (SX) installations, battery installations and UPS/PCS installations. Fire Protection Engineering (5): Experience in designing fire suppression and safety systems tailored for buildings. Safety Engineering (6): Experience in implementation of comprehensive safety protocols and procedures to mitigate risks throughout construction and building operations.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
* Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
* Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
* Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
* Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. We are looking for an experienced Mechanical HVAC Engineer with a strong background in power plant design to join our engineering team. Required Qualifications:
Bachelor's degree in Mechanical Engineering or related field.

Proficient in HVAC design tools (Trane Trace, Carrier HAP) and CAD platforms (AutoCAD, Revit, or similar).
Strong knowledge of applicable mechanical and safety codes for power/industrial environments.

The Engineer position is in the Design, Construction and Compliance section within the Office of Facilities and Property Management. They provide code and document review for agency building projects, renovation and new construction.
The Engineer position will primarily be assigned the review of building construction documents to ensure compliance with applicable codes, with the emphasis on Engineering. The position will also serve as coordinator for use of outside Engineering firms to assist State agencies with projects up to 1 million dollars. This position will report to the Senior Engineer on staff.
The primary duties and responsibilities of the position include, but are not limited to, the following:
* Perform code reviews of building design projects prepared by design professionals in order to determine compliance of established building/fire codes, accessibility and energy regulations.
* Coordinate and manage numerous project reviews of varying project types and complexities. Focus on obtaining resolution to code compliance issues of design documents and during construction. Provide interpretation of building code requirements and answer questions regarding building code compliance during all phases of design and construction.
* Perform project planning services for agencies that do not have professional A/E staff for building construction projects. Will act as the coordinator, liaison, overseer and expediter between the project engineer, the state agency and the Department of Administration personnel.
* Provide leadership in organizing and prioritizing decision making required and advises and consults with project engineer and state agency on the building design in order to obtain the performance required by the state agency. Attend project meetings during design and construction to observe progress and to make recommendations. Oversee project engineer's delivery of construction observation and administration services and approve project engineer service fee invoices.
* Conduct construction administration meetings including pre-construction conferences with the contractor. Review shop drawing submittals, observe field construction to ensure compliance with the documents, conducts final inspections, conduct project close-out and issues final documents to contractor. Prepare contract change orders during construction for approval by the agency.
Minimum Qualifications
Licensed as a professional engineer by the Kansas Board of Technical Professions and five years of experience as a licensed engineer. Valid driver's license.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENTS:
Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia , Guam, or Puerto Rico . Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia , Guam, and Puerto Rico .
3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

GS-13: Applicants must possess one year of specialized experience to at least the (GS-12) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience include engineering design and correction of repair procedures. Assume full authority for contract modification and technical recommendations for change order approval. Participate in contract negotiations and award recommendations. Exercise budget control directly supporting the construction, surveillance, and inspection effort. Approves or delegates authority for approval of construction plans, specification, cost estimates, design calculations, construction schedules, contract cost change proposals, and engineering studies.
GS-14: Applicants must possess one year of specialized experience to at least the (GS-13) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience include plan and program, support contract management, improvement and modernization, advanced strategic planning, marketing, technical symposia, and management of the organization direct and reimbursable budget and verification of test program funds.
GS-15: Applicants must possess one year of specialized experience to at least the (GS-14) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience include direct and coordinate engineering, construction, and maintenance programs and approves criteria for specialized critical system design and construction. Plan, develop and implement procedures for review of facility acquisition programs, and military construction programs. The Physical Side of the Role: This is an active, hands-on role. You can expect to be on your feet frequently, navigating active job sites with uneven terrain, stairs, ladders, and hoists. The work is physically demanding and requires a full range of motion, including bending, kneeling, and reaching. You'll need to be comfortable frequently lifting and carrying materials up to 25 pounds, and occasionally up to 50 pounds. This role requires the ability to communicate effectively, as well as visual acuity for reading plans and inspecting work.
