Review and evaluate cost proposals provided by contractors through contract document take-offs, subcontractor proposals and estimates, use of estimating software, construction experience and knowledge. Facilitate cost negotiations with contractors. Prepare independent estimates of probable costs for potential change orders. Review and evaluate contractor time and material records and cost documentation for inclusion in change orders. Develop Authorized Cost Breakdown spreadsheets and Negotiation Memos for all negotiated change orders.
