Provide technical support for the administration of design and construction contracts for Military Construction projects as required. Provide instructor support as a subject matter expert for the engineering staffs of the 54 states and territories. SAVs normally assist the CFMOs with project management and resolution of complex contract change orders with contractors and Architects and Engineers. Must be able to conduct Damage assessment as a result of floods, earthquakes, tornados, and hurricanes are responded to with the utmost urgency. This is a core competency and must have prior experience working with state emergencies and can easily integrate damage assessments with the affected CFMOs. Required to travel to areas affected immediately following event. Extensive experience with all phases of CFMO operations to include project planning and programming, hiring A&Es, environmental documentation, project reviews for compliance with design guides, Army and National Guard regulations, and Unified Facilities Criteria (UFCs). Participates in Planning Programming, and Documents Charrettes in advance of follow-on Design Charrettes, as well as participating in design reviews prior to construction award. After construction award, remain engaged with the projects to assist with resolution of potential change orders and claims avoidance. Assist in project funding accounting reconciliations when required and act as a liaison between the state project managers and IEC's Facilities Management Engineers (FMEs). Remain with the project through project close out and assist with documentation for obtaining funding of furniture, fixtures, and equipment (FFE) as well as any issues that arise during the first year's warrantee period. Subject matter expert and established platform instructor. Provide mentoring to critical CFMO staff early in their careers to make sure they are successful and avoid the potential mistakes that are common to these complex duty assignments.
