Youth Specialists assist in facilitating the day-to-day services offered in the Day Services Program and the Transitional Living Program. Support for Day Program and Transitional Living Program services can include assisting with youth skill-building activities, including healthy recreation and art activities, food preparation, and helping ensure a safe and respectful program space. Youth Specialists are also responsible for appropriately responding to crises. The long-term goal of the Day Program and Transitional Living Program is to help youth build the skills needed for self-sufficiency and to be successful in their plan to exit street life.
This is an on-call position. Must be available for overnight (awake) shifts in the Transitional Living Program.
Essential Duties
Build positive relationships with youth through role modeling and mentoring.
Help direct new or returning youth to navigate the screening and assessment process.
Educate youth about the Homeless Youth Continuum and how to access available services and resources. Engage youth in Outside In program offerings.
Be available on-site to residents in Transitional Living Program and/or Day Program during shifts.
Provide individualized support to youth. Respond to youth crises as needed.
Support the smooth function of the Food Program in the Day Program by participating in food preparation of meals as needed.
Assure material and operational support of the Day and Transitional Living Programs. This can include assisting with cleaning/room turnover in the Transitional Living Program and assisting with food preparation/serving of meals in the Day Program as needed.
Establish and facilitate effective communication with staff. This includes serving as a conduit of information for teammates and between and among program staff and supervisors.
Maintain accurate and timely documentation of all services and interventions in the appropriate data and tracking systems.
Commitment to continual learning and quality performance. Participate in discussions, events, workshops, and trainings offered by Outside In.

Education and Experience
One-year relevant experience working with youth, homeless youth, and/or in a drop-in shelter, or housing program.

Position Overview:
Residential Assistants (RA's) are responsible for attending to all youth-related needs during their scheduled work shift. What you will do:
Provide support and intervention to youth as needed using trauma informed approaches.
Provide academic support to youth during their daily educational routine and assist with tutoring and homework.
Complete all required documentation, including daily communication log and incident reports.
Facilitate medication administration to youth as indicated; maintain medication administration records (MAR) and properly document distribution of all prescribed, over the counter, and as needed medications.
Complete regular safety checks for youth
Maintain facility in a clean, orderly fashion while on duty. Report any safety or maintenance needs immediately.
Work to maintain open communication with youth and coworkers to maintain a positive environment.
Qualifications
We would like to hear from people that have:
Either a High School Diploma or General Educational Development (GED) certification required.
Reliable transportation, current driver's license with a clean driving record, and proof of auto insurance.
Ability to drive passenger vehicle that may include a 15-passenger van.
Demonstrated professional verbal, non-verbal, and written communication skills.
Ability to set and maintain professional boundaries with youth clients and staff members.
Demonstrated ability to treat youth clients and staff with respect and dignity.
Must pass a pre-employment or for cause drug test, criminal background, and DMV checks.
Current CPR certification or ability to obtain within 30 days of hire.
Experience in substance use/abuse treatment with youth essential and considered a plus.

The Sexual Assault On-Call Advocate position is responsible for providing general, medical and legal advocacy for survivors of sexual assault.

Essential Duties:
Assure that participants, staff, volunteers and community partners are treated with respect and dignity regardless of race, ethnic background, gender or socioeconomic background.
Provide advocacy that reflects an awareness of diversity in the lifestyle and cultural background of individuals and families, effectively communicate available resources that support cultural values, beliefs, and customs, and honor the lived experience of every survivor accessing support services.
Call the Hotline at the start of each shift to confirm that you are available to take calls.
While on shift, respond to sexual assault hotline calls within fifteen minutes of when the call comes in.
While on shift, provide in-person support during medical forensic exams at Peace Health or Legacy Salmon Creek emergency rooms.
Maintain reliable transportation options in order to respond to hospital calls.
Work with victim survivors of sexual assault using an empowerment-based advocacy model to:
Offer emotional support
Provide relevant information, resources and address participant concerns
Make mandatory reports as legally required
Provide relevant information, referrals, and resources to the participant and other individuals as appropriate.
Document participant related information as required by law in a manner that aligns with relevant confidentiality policies.
Call the Sexual Assault Program Director at the end of each shift to provide an overview of all calls taken or to report that no calls were taken.
Submit participant related information to EmpowerDB database by end of shift.
Attend regularly scheduled On-Call Advocate team meetings.
Accurately fill out and submit a timesheet to the Director of Sexual Assault Program by due date each month
Adhere to all policies and procedures of YWCA Clark County and the Sexual Assault program
Engage in initial sexual assault advocacy training (or have equivalent training through another agency)
Attend and document 12 hours of sexual assault continuing education training every fiscal year
Requirements:

Education and Experience:
High school diploma or G.E.D.

POSITION OVERVIEW:
In this role you are going to be rotating job functions between a Behavioral Health Consultant (BHC) and a Mental Health Counselor.
As a BHC you will work directly with medical patients to break down behavioral barriers and support the medical team by providing consultation and support on medical and behavioral issues.
As a Mental Health Counselor, you will provide mental health services, provide on-going assessment, treatment planning, and goal setting.
KEY RESPONSIBILITIES- BHC:
Identify patients experiencing negative outcomes with their chronic conditions that could benefit from the use of brief therapy to assist them with behavioral interventions that could improve their outcomes, increase their self-management skills, and reduce behavioral barriers to wellness by proactively scrubbing.
Engage on same-day access appointments with patients and consultation with clinic staff. This will includes receiving warm handoff from medical providers related to mental health problems needing brief, evidence-based interventions including anxiety, depression, bipolar spectrum, substance abuse, prescription drug misuse, trauma, thought disorders, cognitive impairment, ADHD in adults and children, and parent training for children with behavior problems.
Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care.
KEY RESPONSIBILITIES - MENTAL HEALTH COUNSELOR:
Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140.
Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the client's level of functioning.
Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031.
QUALIFICATIONS:
Must have appropriate credentials and level of training and licensed as an LCSW in the state of Oregonor have a master's degree in counseling and be licensed (LPC/LMFT), or doctoral level education in Clinical Psychology (PsyD/PhD) and appropriate licensing and credentialing.
Must have graduate course work in theory, diagnosis, and treatment of mental health and dual diagnosis disorders.
Must have experience working with persons who have mental health issues and those who are in emotional distress.
Demonstrate proficiency using DSM-5-TR, DSM V, and ICD-10.
Candidates with experience in a medical clinic are preferred.

The Behavioral Health Specialist provides one-on-one support to high-risk children and youth in their homes and community. This includes the provision of supervision for safety, assistance in accessing and participating in community activities, and mentoring and coaching positive social skills. The BHS' work will follow a plan of care for each child and family under the direction of a Therapist. Hours are scheduled in a flexible manner based on program, agency and family need, no minimum hours guaranteed as hours, vary based on need. This position will be based out of the FBH Portland office. This position requires scheduling flexibility to meet the needs of youth and families served. Education and Experience Requirements:

Program Summary
The Refugee & Immigrant Family Strengthening (RIFS) program was launched by IRCO in 1998 in response to the large volume of immigrants and refugees coming to the Tri-County area who were survivors of abuse. These newly arrived community members did not know how or where to go for services or resources and faced additional community, religious, or language barriers to obtaining such support. RIFS was designed to be a unique, community focused program that serves immigrant and refugee survivors of domestic violence and sexual abuse. RIFS is comprised of a team of Advocates who help survivors with safety planning, crisis intervention, emergency and stabilized housing solutions, intensive bilingual case management, interpretation, translation services, building self-sufficiency, accessing grants or other assistance funds, legal advocacy and court accompaniment, transportation, and immigration issues. RIFS also conducts prevention education and outreach in our immigrant and refugee communities and beyond.
Position Summary
RIFS DV/SA Advocates assist individuals and families experiencing domestic violence, sexual assault, and/or stalking. RIFS DV/SA Advocates utilize a survivor-centered, strengths-based, empowerment model to cultivate trust, establish and promote trauma-informed communication, and provide advocacy, direct services and support, and case management that facilitates, encourages, and assists clients to reach their goals.
Essential Functions
Adhere to program, agency, and federal legal policies on client confidentiality
Implement a survivor-centered, strengths-based, trauma-informed empowerment model in assisting clients to heal and attain stability as driven by their priorities and goals
Collaborate with internal and external service providers to identify survivors and cases affected by domestic violence
Assess potential participants for eligibility, conduct intake sessions utilizing assessment and evaluation procedures and best practices, and conduct eligibility screening for other services
Navigate risk assessment alongside survivors and provide immediate and ongoing safety planning
Develop a case management plan for each participant, provide short-term crisis intervention for participants who wish to access services which include but are not limited to, emergency shelters and motels; supports for long term housing stability; assistance with restraining orders and stalking orders; peer supports; mental health services; securing employment; and referrals for other relevant services
Assist participants in navigating and accessing appropriate services and follow through on referrals
Advocate and coordinate with service providers, attorneys, law enforcement, the legal system, other Advocates, and management to serve the needs of clients
Access family legal services and obtain protective orders (restraining orders or stalking orders) for participants when necessary
Make referrals to legal immigration services; assist participants in gathering documents and evidence, write letters of support when requested, and obtain clearance from law enforcement
Provide or secure interpretation, translation, and accessibility services
Maintain confidential participant files including records of intakes, case management plans, and all contacts and referral
