RHD Hope Springs is a licensed residential program, provides voluntary residential accommodations, continuous support and supervision to adults with serious and persistent mental illness. RHD Hope Springs' mission is to assist these individuals in attaining and maintaining success and satisfaction with their quality of life in the community and reducing or eliminating the need for psychiatric hospitalization.
The Program Director is responsible for ensuring the creation of an environment conducive to the provision of service for the individuals supported by the program, including providing supervision to ensure adherence to program Regulations for supporting the Service Line program participants with significant Behavioral Challenges in a residential setting in the community. The Program Director is held accountable for ensuring that the program is managed and held to the highest standards. This includes clinical quality, quality assurance, financial management, funder requirements, recruitment and retention, communications, compliance, revenue cycle, and general program operations. A commitment to the RHD values should be demonstrated as job duties are performed.
Essential Duties and Functions Leadership, Staff Management and Organizational Strategy
Leadership, Staff Management and Organizational Strategy
Supervises program staff, maintains an organizational culture and services where professionalism, quality care, employee engagement and empowerment, and services that further RHD's values are recognized and rewarded.
Ensure that the program team is knowledgeable about the corporate strategic and service line operational initiatives and provides an understanding of each initiative and how it relates to directly to their program.
Develops and monitors CPS program to assure individual goals are being met with meaning. using metrics to ensure quality staff support, oversight, and development throughout the program.
Develops and oversees Employment Services for the program.
Oversees and participates in the recruitment, hiring, training, evaluation and disciplinary process for all employees.
Develops meaningful partnerships with local voulenteer, and community supports.
Maintains linkage between Residential/Life Sharing/ Family/SC partners.
Quality Assurance
Collaborate with the Service line Clinical Directors to ensure that services are trauma informed, person centered and ensuring that the recognized best practices, including Evidence Based Practices are implemented.
Collaborate with the Quality Assurance Team in the implementation of initiatives supporting the related RHD Strategic Objectives and other corporate wide clinical initiatives.
Ensures that all consumers have current and appropriate ISP's or treatment plans in place, that their needs are met, and that they are being enabled to experience the highest level of independence and/or recovery possible.
Finance, Development, and Other Operations
Works with program team, service coordination team, and revenue cycle team to ensure that all individuals supported have current authorizations and that all services and related notes are entered into the electronic health record timely and according to policy. Assists in the resolution of outstanding/unpaid services and claims.
Oversees and authorizes program financial processes, expenditures and transactions, including but not limited to accounts payable, and payroll to ensure compliance with established policies and procedures.
Communicate funder/government information to program team to ensure understanding and compliance and attend local funder/government meetings, as requested by Regional Director.
Monitor and ensure all required, regulatory documentation is complete, accurate and submitted in a timely manner.
Qualifications
A bachelor's degree from an accredited college with a major in human services or business management.
Valid Drivers License
5 years of experience in a human service agency, which included supervision of others, direct service and program planning. Masters preferred. Spanish speaking and ASL preferred, but not required.
Knowledge of CPS and Employment services with experience overseeing these services.
Knowledge of and compliance with the State Regulations and IDS Guidelines .
Ability to effectively use computers, pertinent technology, and mobile devices .
Ability to effectively communicate both verbally and in written form .
Ability to support and implement RHD values and beliefs .
Ability to engage clients and staff in effective, therapeutic, and healthy interactions .
Criminal record clearances, as dictated by the assigned programs .

Responsibilities:
* Supervise and support program staff, including case managers, facilitators, and administrative personnel.
* Oversee participant recruitment, intake, goal setting, and program enrollment processes.
* Develop and maintain relationships with leadership at community organizations, public agencies, and stakeholders.
* Ensure compliance with organizational, funder, and program requirements, including data management in the nForm database.
* Monitor program performance, participant progress, and team caseloads to ensure quality service delivery and achievement of program goals.
* Oversee and support the facilitation of parenting education workshops, both in-person and online, using the 24/7 Dad curriculum and other approved materials.
* Lead outreach and marketing efforts to maintain program visibility and participant engagement.

Job Description:
Serves as the direct supervisor of the direct support staff and assists in interviewing, hiring, orienting and training.
Participates in the company's on-call system (Community Homes and Community-Based Program Supervisors only).
Ensures the health, safety and welfare of the individuals within the program.

Provide direct service professional personnel with staff development and training sessions as required by YAP, Inc. policies. Promote staff development including the provision of cross-training among staff.
Conduct staff meetings and training sessions for program personnel. Attend staff meeting and trainings as assigned by regional director.
Assist staff in creative problem solving, including securing needed professional resources for participants and their families. Ensure that activities for participants and their families involve education, employment, social and other areas of need. Develop plans for discharge which include community linkages that will support the participants and family after termination of service.
Ensure that all required timelines and due dates are met. This includes submission of all administrative, fiscal, and billing documents and data base information to The Support Center for processing and all reports and documents that are required to be submitted by referring authorities and third party payors.
Manage the local program within budget parameters.
Identify new opportunities and new projects to assists in the growth and development of YAP, Inc. programs and services.
Qualifications/Requirements:
Master's Degree in Health and Human Services area (i.e., Social Work, Psychology, Counseling). is preferred.
PA State Licensure is preferred.
Commensurate experience in community-based agency program is acceptable except for programs where the referring authority requires a specific degree.
At a minimum, at least one (1) year previous experience in managing personnel and budgets.
CPR/First Aid certification a plus.
Excellent written and verbal communication skills
Basic computer knowledge. Knowledge of Electronic Health Record (EHR) Systems is a plus.
Bi-Lingual (Spanish) Speaking is a plus.
Reliable transportation, valid driver's license, and current auto insurance coverage is required.

Job Description:
Supervises Program Supervisors, monitors and evaluates employee performance according to company performance management policies and procedures.
Collaborates and cooperates with the hiring specialist in interviewing, hiring, orienting, and training supervisors and direct support staff.
Directs and ensures effectiveness of program's daily operations.
Ensures the health, safety and welfare of the individuals within the program.
Provides training and oversight related to the program's Incident Management.
Provides training, including Medication Administration Training, as required.
Supports Program Supervisors in managing coverage in the homes.

Qualifications:
This position requires one of the following combinations of education and experience:

PHMC is proud to be a leader in public health. The Philly Tree Coalition (PTC) is a newly formalized entity tasked with stewarding the implementation of the Philly Tree Plan, the city's first comprehensive strategic plan to restore and protect the urban forest, released in 2023.
LOCATION:
This position is office-based and located in Center City, Philadelphia.
Hours:
Monday through Friday, 8:30 am - 5:00 pm with some evening and weekend hours as needed.
Salary Range: $75,500 to $94,500
POSITION SUMMARY:
The Director will be the inward-and outward-facing leader of the PTC, working to advance the implementation of the Philly Tree Plan through long-term planning, fundraising from public and private sources, fostering collaboration and communication between coalition members, and executing the annual work plan of the PTC. The Director will collaborate with the PTC member organizations to understand upcoming implementation activities, match activities to available funding, and determine which additional funding to seek. Fundraising activities also include working with member organizations to lobby local, state, and federal officials to increase funding for urban forestry. The Director will lead communication about Philly Tree Plan implementation and support the efforts of coalition members to educate and influence civic organizations, businesses, and opinion leaders to make sure that a healthy urban tree canopy becomes and remains a major civic priority that is well understood, well-funded, and celebrated. The Director will supervise additional staff who will support the Director and the Philly Tree Coalition. The Director will work in the Strategy Development Department, reporting administratively to the Senior Director of Public Health Programs under the Managing Director, and will be reviewed annually by the Senior Director of Public Health Programs and the Philly Tree Coalition's Advisory Committee. The Director will be an employee of PHMC and will be housed within its offices and infrastructure.
RESPONSIBILITIES:
* Direct the ongoing operations, administration, and strategic direction of the Philly Tree Coalition in collaboration with member organizations - calling meetings, coordinating efforts of the committees, and administering the core work of the PTC.
* Develop and maintain close working relationships with each member organization of the PTC.
* Build and maintain relationships with community-based organizations throughout the City of Philadelphia.
* Build relationships with nationwide organizations, municipalities, and non-profits for mutual knowledge sharing and strategic alignment.
* Supervise additional staff positions created to support the Philly Tree Coalition.
* Lead the co-development and implementation of an annual planning process that lays out all implementation activities over the next three years by all partners, matches them to funding in place, and determines what additional funding to seek (and tracks execution of this plan).
* Support the PTC in the development and implementation of strategic plans, creating frameworks, performance indicators, and accountability systems to guide partners toward shared impact.
* Work with PTC member organizations to identify gaps in capacity and determine appropriate supports and program deliverables, as needed.
* Raise awareness and move public sentiment around the importance of trees and the need for an increased tree canopy in Philadelphia.
* Manage corporate and foundation relationships, including overseeing writing proposals, managing grants, and preparing reports.
* Lead effort to raise funds from public sources, corporate partnerships, and private philanthropy to fund Philly Tree Plan implementation activities by PTC member organizations.
* Oversee financial strategy and resource allocation, with support from the PTC member organizations, including overall program budget management, subcontract budget monitoring, spending compliance, and alignment with grant and funder requirements.
* Work closely with PHMC's fiscal team to ensure adherence to financial policies and reporting requirements.
* Collaborate with other partnerships/coalitions to advance public policy and increase funding to advance the mission of the Philly Tree Coalition and Philly Tree Plan.
* Create and nurture relationships with key elected and appointed officials, serving as the primary strategic representative of the PTC.
* Research, analyze, and track local, state, and federal public policy through legislation, current law, appropriations, and regulations that pertain to the goals of the PTC and the Philly Tree Plan.
* Provide organizational support for the PTC and its advisory committee by planning meetings, developing materials, and facilitating communication amongst PTC member organizations.
* Oversee the Tree Forward microgrant program in coordination with the PTC, including RFP development, timeline and deliverable management, grantee coordination and support, and fiscal and reporting requirements.
