Requirements
* Demonstrate excellent technical knowledge of water resources design fundamentals with the ability to direct and check the work of other staff.
* Knowledgeable on all aspects of drainage plans and technical specifications production.
* Function as a leader on small, moderate, or large scope, multi-disciplined projects.
* Act independently regarding technical matters pertaining to drainage design and/or storm water modeling.

As a Water Resources Engineer, you will:
* Communicate directly with clients, helping to foster and maintain client relationships.
* Support leadership of the Texas Water Resources team, including client management; assist in winning work; lead, develop, and deliver projects, financial performance and revenue growth; backlog balancing through utilization and workshare; and associate mentorship and growth.
* Design a complete project, system, component, or process. Prepare project plans, specifications, and reports.
* Analyze and interpret data. Perform analyses of design, planning, and impact studies, as well as cost analyses, design requirements, site selection, and design layouts.
* Apply advanced knowledge and expertise to resolve complex issues and/or unique challenges.
* Support business development to provide growth and sustained backlog, including management of client relationships for loyalty, long-term engagement, and lifetime retention.
* Responsible for project performance and execution, including oversight of Design Teams through mentorship and project leadership.
* Recommend operational strategies and plans with direct impact on results.
Required Qualifications:
* ABET accredited Bachelor's in Civil Engineering from an accredited university
* Minimum 7 years of experience in water resources modeling and design
* Texas PE licensure or ability to obtain within 6 months of starting
* Effective team-focused associate that will foster teamwork, help set priorities, and provide direction to production associates
* Strong record of leading design teams
* Good organization and motivation skills
* Excellent written and verbal communication skills
* Ability to travel across the region to existing/potential Clients
* Must have a valid driver's license with a good driving record

As a member of the ESR group, this individual will lead environmental compliance activities, direct junior staff and help other engineering project managers and professionals identify and resolve environmental compliance challenges associated with large building and infrastructure programs as well as ongoing client operations. The candidate must have a strong understanding of environmental regulations affecting a variety of facilities with specialty industrial operations (e.g., airports, ports, transportation, and DoD facilities) and have a broad skill set and demonstrated experience in the following areas: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Air Act (CAA) regulations, Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA) requirements and associated state programs regulations and requirements. Additionally, experience in emerging contaminant (i.e., PFAS) planning, investigation, regulatory negotiations associated with redevelopment, the ability to collaborate with redevelopment planners and engineers, owners representatives and associated contractors will be a strong area of focus.

We are looking for an experienced Civil Engineer and Project Manager with 10 or more years of experience in planning, design, and project management on water and wastewater and municipal infrastructure projects to work from either of our offices focusing on managing utility design and municipal water/wastewater projects. Responsibilities:
Project management, including client development, project scoping, assembling and managing appropriate project teams, maintaining project schedules and budgets, and managing client expectations and deliverables
Technical project leadership, combining a first-principles approach and creative problem solving with a deep understanding of governing codes, design guidelines, and industry practices; collaborating with interdisciplinary project teams across WJE as the structural engineering subject-matter expert (SME); leveraging your expertise for a variety of structural engineering projects, including the investigation, design, analysis, and/or repair of new and existing structural materials and systems, loading conditions, and construction types); preparing technically excellent client deliverables; providing high-quality reviews and oversight of work by others; and performing and training others in hands-on fieldwork
Mentorship, including exemplifying WJE's culture of shared destiny and knowledge sharing to better the team around you: locally and company-wide, formally and informally, on-and-off projects, for technical topics and overall career development
Contributions to local and company-wide objectives, including participating in the attraction, development, and engagement of up-and-coming consultants; collaborating with other practice leaders for in-house knowledge-sharing and training initiatives; and engaging in meaningful involvement in professional organizations, conferences, and technical committees
Qualifications / Competencies:
Licensed Professional Engineer (PE) in the State of Texas, or ability to obtain by comity; SE licensure a plus
Master's degree in civil/structural engineering or related field
Minimum 15 years of relevant structural engineering industry experience, including technical and project management, with demonstrated expertise in steel and concrete (e.g., post-tensioned, prestressed, and conventional) construction; new design experience in concrete, steel, masonry, and wood a plus.
The minimum years of experience may be flexible for candidates who can clearly demonstrate that they are already performing at or above the level of responsibility expected for this position.
Excellent technical, graphical, written, and verbal communication skills

A good faith estimate of the annual starting base salary (gross) is in the following range:
$115,650.00 - $192,750.00

This role provides comprehensive support for reporting on a county bond program, over the entire lifecycle from initial stages to project completion. Responsible for project development and construction reporting including coordinating with the internal team project managers, county, the county's consultants, and TxDOT representatives. Preparing and updating program template documentation of program tasks. Document control responsibilities include managing the reporting filing structure for projects and ensuring proper document control. Responsible for the reimbursement invoicing process for the program, federal disadvantaged business enterprise reporting, coordination with Metropolitan Planning Organization representatives regarding short- and long-range planning reporting, and preparation of grant funding applications. This opportunity entails contracting support for construction or professional service projects and contracts. Reviews contracts and other project-related documentation for compliance with client policy and requirements.
What You'll Do:
Works with project managers and contracts personnel to ensure contract or bid documents are clear, complete and in compliance with requirements. Serves as the primary liaison to Project Managers and coordinates with other staff and resources as needed to resolve issues in bid, award, contracting and close out processes.
Administers ongoing contract needs with regard to contract changes and payments which may require expertise in the use of client databases, legacy computer systems and web-based project management software.
Works collaboratively with the client contracting staff, attorneys and Engineering staff to ensure that work loads are balanced and Project Managers receive the highest level of service and responsiveness possible. Responds to inquiries from Project Managers, consultants, contractors and other management as needed.
Supports proposal activity as necessary, especially regarding contract terms and provisions.
