Duties Description Supervise the Bulk Storage Section of the Region 9 Division of Environmental Remediation Spill Prevention and Response Unit. Ensure compliance with State and Federal laws and regulations at regulated petroleum and chemical bulk storage facilities. Generate and track program Work Plan and inspection schedule yearly and ensure all facilities are inspected on schedule as required. Delegate workload to staff and ensure schedules are met. Track Key Performance Indicators (KPI) for program and staff, implement changes as necessary to efficiently operate at a high level of performance.
Inspect facilities in accordance with the annual work plan, complete detailed inspection reports, update the database, and upload necessary documentation. Provide follow-up to ensure compliance issues are corrected, prepare and track Notices of Violation (NOV) and legal referrals for enforcement. Ensure tracking of facilities registration and inspection status is current, information in the database is maintained accurately, and corresponding documentation is uploaded per program policy. Provide guidance and assistance to staff, other DEC programs, the regulated community, municipalities, and outside agencies.
Manage remediation of assigned petroleum and chemical spills, including long-term remedial projects in the spills program, tank test failures, contamination observed at regulated bulk storage facilities, and assist with implementation of ongoing remediation projects. Manage DEC oversight of regulated tank installations, repairs, and removals. Review groundwater monitoring data, permeability assessments, analytical reports, hydrogeological investigations, work plans, and closure reports. Provide clear and prompt direction to contractors and responsible parties to ensure issues are mitigated in accordance with DEC guidelines. Provide guidance to staff as needed or requested regarding bulk storage sites or remedial projects. Conduct emergency preparedness planning with federal and local agencies, including the development of regional Geographic Response Plans. Provide information and direction as needed during emergency incidents, including outside business hours.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
A New York State Professional Geologist's license and current registration and a bachelor' degree or higher in earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology.

Job Summary:
Under the direction of the Mineral Section Manager and team leader, this position performs paraprofessional geologic and complex administrative work related to the processing of thirteen (13) state wide mineral and energy permitting and leasing applications that are of extremely high priority and visibility, that directly impact revenue potential for the State Land Trust. Additionally, this position regularly communicates with customers regarding permits and leases, associated applications and fees, and general inquiries.
Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona. Remote work is a management option and not an employee entitlement or right. An agency may terminate a remote work agreement at its discretion.
Job Duties:
• Review, prepare, process, and issue mineral and energy permits, lease applications, and documents. Assess and request permit and lease mandatory rental and royalty fees and work expenditures, including yearly consumer and producer price index adjustments. Review, analyze, evaluate, and approve technical geologic and geophysical reports, methods, and location of geological exploration. Reviews survey imagery and topographic maps, and assists in resolving land use conflicts. Obtain, compile, enter, and maintain mineral data into a database and uses software that includes Microsoft Word, Excel, PowerPoint, Arc View and Arc Map.
• Assists in the section's daily work activities including; responds to upper management inquiries and requests, attends formal and informal internal and external meetings, and assists in the training of paraprofessional employees. Assists in evaluating, developing, drafting, and implementation of policies, procedures, statues, and rules.
• Performs data analysis, conducts and writes geologic assessments or internal evaluation reports for non-mineral applications (e.g. land sales, commercial leases/permits, land exchanges, rights-of-way, other leasing and permit programs, and special projects), makes technical decisions and recommendations, and advises the Department on policy-related maters.
• Inspects geological exploration sites for regulatory compliance; monitoring and collection of geologic information, observes drilling and extraction operations to ensure entities are in accordance with their submitted operational plan and with statutes, rules, and policies. As a key member of the team, this role will be responsible for a full range of activities, including:
Conducting pedestrian surveys, construction monitoring, and testing, including collection of field data, digital photography, artifact identification, GPS data collection, and mapping.
Coordinating with construction crews on monitoring needs and schedules.
Maintaining project files.
Maintaining knowledge of regulatory standards in environmental technical areas.
Interacting with customers and clients.
Working effectively, both independently and in a team setting.
Maintaining confidentiality at all times.
Exercising safe work practices by following all Company safety rules and OSHA regulations, including attendance at all required safety training programs.
Participating in the Company's continuous improvement programs and providing support to team efforts.
Keeping up-to-date and current on industry trends by completing formal training, reviewing professional publications, and attending professional workshops.
Performing other duties as assigned.
YOUR EXPERTISE AND SKILLS
To perform this job successfully, individuals must be able to perform each duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
At least two (2) years of experience in California with a range of field tasks, including archaeological survey, construction monitoring, and site recording.
Bachelor's degree in Archaeology, Anthropology, or closely related discipline.
Completion of an archaeological field school or equivalent experience is preferred.
Demonstrated ability to perform survey and monitoring projects.
Demonstrated ability to work independently and to work well with others as part of a team.
Excellent communication skills and ability to work with construction crews.
Proficiency with Microsoft Office Word and Excel and ability to use related computer systems and software.
Experience with GPS equipment and Field Maps, Survey 123, or a similar software program is required.
Must have a valid driver's license and own transportation, with travel often required off of paved roads.
Familiarity with cultural resource law and regulations is preferred.
Ability to define problems, collect data, establish facts, and draw valid conclusions to present to supervisors.
Organizational skills and attention to detail.
Ability to travel as needed throughout Northern California, walk and conduct fieldwork for long hours, sometimes in inclement weather, rugged terrain, often at high altitudes, and ability to carry equipment and supplies weighing up to 40 pounds is required.
