    General Responsibilities: Provide engineering and consulting services for a broad array of projects and clients in the geotechnical engineering department. This may include performing and/or leading field investigations, engineering analysis, calculations, and recommendations, design and development of plans and specifications, observation and inspection, and the writing, preparation, and review of related reports for the services provided. Review drawings and construction to assure compliance with plans and specifications. Prepare proposals and cost estimates, track and evaluate project progress, budgets, and recommend changes. Research and resolve design and construction problems. Assign, review, and evaluate laboratory or field data for inclusion in reports. Apply sound engineering principles and be able to communicate complex engineering issues and concepts to technical and non-technical clients and project teams. Services may be provided for existing or proposed projects in a variety of sectors, including for example public works, transportation, commercial, communications, energy, and industrial. Essential Roles and Responsibilities: * Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management * Understand and practice quality acumen. * Support consistent quality standards on proposal and project delivery. * Developing engineering professional; assignments are designed to develop knowledge and abilities. * Assist in research, data collection, field observation, inspection, and field and laboratory testing. Prepare associated reports or sections of larger reports. * Evaluate mostly routine laboratory and field data for inclusion in reports. * Consult with other technical people and supervisor on routine and less complex projects. * May perform basic calculations and engineering analysis * Drafts routine proposals and assists in the preparation of more complex proposals. * Performs plan drafting using CAD software. * May work with engineering technician crews in testing, observations and data gathering activities on project sites and prepare daily reports documenting activities and findings. * Works under the supervision of a Professional Engineer. Requirements: * Bachelor's degree in Civil Engineering. Specialty or Master's degree in geotechnical engineering preferred. * Valid driver's license with acceptable violation history. Job Summary Under the direction of the Director of Planning & Development, the Planning & Development Project Manager coordinates and manages assigned development, redevelopment, and infrastructure-related projects for the City. This position focuses on project execution, coordination, scheduling, budget tracking, and compliance, and supports the implementation of City initiatives approved by the Director and City Manager. The Project Manager is not responsible for setting Citywide strategy, but ensures projects are managed effectively-on time, within scope, and in compliance with City policies and funding requirements. Core Responsibilities (Project Execution & Coordination) Manage assigned development, redevelopment, and infrastructure-related projects from initiation through closeout under the direction of the Director. Coordinate project activities across City departments, consultants, contractors, and external partners to ensure timely and compliant execution. Monitor project progress, budgets, and deliverables; identify issues and escalate risks or scope changes to the Director. Prepare project documentation, status updates, cost estimates, and reports for internal review and decision support. Assist with preparation of bid specifications, requests for proposals, and contract documents in accordance with City procurement policies. Review contractor invoices and payment requests for accuracy and compliance prior to Director approval. Support grant-funded projects by assisting with grant applications, tracking expenditures, maintaining documentation, and preparing compliance reports. Conduct research and analysis related to development trends, project feasibility, cost estimates, and funding opportunities. The Project Manager is responsible for implementing approved projects and supporting departmental initiatives, but does not independently set policy, negotiate development agreements, or represent the City as the final decision-making authority. Desired Minimum Qualifications Bachelor's degree from an accredited college or university in planning, civil engineering, construction management, public administration, business administration, or a related field; plus a minimum of four (4) years of progressively responsible experience in project coordination, construction administration, municipal projects, or development-related work. Experience and/or familiarity with common project management methodologies such as Waterfall, Kanban, Agile, or others, is a plus. An equivalent combination of education and experience may be considered.
