General Responsibilities: Provide engineering and consulting services for a broad array of projects and clients. This may include performing and/or leading field investigations, engineering analysis, calculations, and recommendations, design and development of plans and specifications, observation and inspection, and the writing, preparation, and review of related reports for the services provided. Review drawings and construction to assure compliance with plans and specifications. Prepare proposals and cost estimates, track and evaluate project progress, budgets, and recommend changes. Research and resolve design and construction problems. Assign, review, and evaluate laboratory or field data for inclusion in reports. Apply sound engineering principles and be able to communicate complex engineering issues and concepts to technical and non-technical clients and project teams. Services may be provided for existing or proposed projects in a variety of sectors, including for example public works, transportation, commercial, communications, energy, and industrial.
Essential Roles and Responsibilities:
* Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management.
* Demonstrate quality practices and acumen.
* Provide consistent quality standards on proposal and project delivery.
* Proficient engineering professional responsible for managing and executing small projects of minimal complexity.
* Assist in developing the scope of work for routine projects.
* Assist in the preparation of cost estimates, specifications, and other project related documents.
* Analyze data, and perform engineering calculations and analysis for PE review.
* Conduct, coordinate or supervise field investigations, laboratory testing, and evaluation of respective data.
* Develop plans, schedules, conducts, and/or coordinates detailed phases of assigned project work.
* Work closely with senior-level project manager and Professional Engineer of Record to gain project management and engineering experience.
* Makes design recommendations, adaptations and modifications for review and consideration by the Professional Engineer of Record.
* Prepares work scope, proposals and reports and plans investigations for approval by senior level professionals.
* May supervise field staff including graduate/field engineers, engineering technicians, exploration teams, laboratory staff and other support personnel.
* Interacts with client and project team in developing scope of services and communicating project progress.
* Works under the supervision of a Professional Engineer and a Terracon Authorized Project Reviewer.
Requirements:
* Bachelor's degree in Engineering.
* Minimum 1-3 years' experience.
* Master's degree in Engineering preferred.
* Valid driver's license with acceptable violation history.
* Engineer-in-Training (EIT) or Engineering Intern (EI) required.

Assures contractors follow all safety measures per OSHA codes including lock out/tag out to de-energize mechanical, electrical, plumbing and sprinkler systems.
Stays abreast of new trends and innovations in the field of construction engineering.

Job Description
Under general administrative direction, manages, and directs the activities of professional and technical engineering, architecture and/or landscape architecture personnel performing highly technical and administrative functions in connection with the design, construction, operation and maintenance of projects and systems.
The essential functions of the class may vary depending upon assignment and may include:
Directing, supervising, and coordinating the design of complex engineering, architecture, or landscape architecture projects.
Conducting interviews, selecting, training, monitoring, and evaluating departmental staff and consultants.
Planning, organizing, and directing the administration and management of contracts.
Overseeing and reviewing the preparation of complex construction contracts and documents.
Establishing and implementing departmental policies, procedures, and administrative directives.
Managing projects and coordinating activities between units and other groups.
Consulting with technical staff, conducting meetings, and representing the City.
Writing, reviewing, and approving documents.
Supervising the review of shop drawings by contractors and field inspection staff.

Qualifications
1. Seven (7) years verifiable professional engineering (e.g. civil, electrical, mechanical, sanitary/chemical/environmental, transportation/traffic, or structural) work experience of which four (4) years of that experience must be as a licensed professional engineer
in the specialty you are applying for.
Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer
in the specialty you are applying for:

2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Civil or Traffic Engineering.
Notes:
1. Some engineering positions may require possession of a certificate issued by the International Conference of Building Officials (ICBO). International Code Council (ICC) or an equivalent certifying body.

About This Role:
The position includes both office-based and field responsibilities. Description
The City of Richmond, Department of Public Utilities, is seeking a qualified Engineer, Senior. The incumbent will support the Water Resources division with reviewing and issuing civil drawing for proposed land disturbing activities for all residential and commercial development in the city.
Duties include but are not limited to
* Review new & redevelopment projects for compliance with civil, environmental, and erosion & sediment control plans and documents in accordance with local state and federal regulations.
* Attending meetings with engineers, citizens, and developers to discuss proposed development projects.

Review of Land Use applications and traffic design elements: Review comprehensive and complex land use plans. Perform thorough reviews for rezoning requests, master plans, traffic impact analyses, subdivision and site plans. Coordinate with developers, consultant engineers, county staff and Board of Supervisors. Identify needs and recommend modifications to plan submittals.
Rezoning Review: Provide technical reviews for re-zonings, special exceptions, special use permits, including ancillary Design Waivers, Subdivision Street Acceptance Exceptions, Access Management Exceptions, Traffic Studies, etc. Coordinate review of such applications with other District Staff as appropriate.
Strategic planning: Establish, evaluate, adjust and measure goals and objectives for individual assignments and technical expertise. Identify resource needs and work to fulfill them. Seek out new tools, policies or other measures to enhance performance of roadways. Conduct research on road design and traffic engineering issues for possible application in the review of development plans to changes to department regulations and standards.

Flexible Staffing lists will be established for class 5203 Assistant Engineer when the incumbent has met the following requirements:
permanent civil service appointment as a 5201;

SELECTION PROCEDURES

These areas may include, but not be limited to: Knowledge of Environmental Science and Chemistry; Knowledge of Fluid Mechanics; Knowledge of Water Resources; Knowledge of Water and Wastewater; Knowledge of Groundwater and Soil; and Ability to perform mathematical calculations.
This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination. This multiple-choice exam will be administered either on a computer or in a paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.
Your score will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take this test. Position Overview:
Reviews and supports all proposal and pre-contract activities within the marketing and sales operation group focusing on bid specification review, equipment and engineering cost estimates, installation requirements, and turnkey cost estimates and scope of supply. Responsibilities:
* Works with Sales and Sales Operations to review bid specifications and provides comments in the form of exceptions and clarifications for scope and pricing development and input into proposals for Fuel Tech APC technologies including NOx OUT, SNCR, ULTRA, Urea Direct Injection UDI and SCR Systems, DGI Dissolved Gas Infusion and future technologies.
* Works with Project Execution and Purchasing at the direction of Sales Operations and Marketing to define estimating procedures and to improve cost estimate accuracy.
* Works with Project Execution to obtain technical comments for client or architect engineering firm RFQ packages and incorporate into FTEK proposals.
* Develops FTEK bid specifications applicable to suppliers and contractors for the various FTEK Technologies and Systems Installations. This would include commercial and technical details for issuance to installation contractors, construction management, and outside engineering firms for bidding purposes.
* Works with Marketing, Sales, Project Execution and Legal to obtain all critical commercial, technical, and process requirements for adequate proposal development and vendor RFQ specification development.
* Develops and creates schedules for installation engineering effort and installation contractor effort as required.
* Attends internal project kickoff meetings to ensure smooth and complete transfer of information from Sales to Project Execution. Works with Project Execution in early stages in understanding installation requirements and establishing proper communications protocol for installation contractors, construction management and engineering firms.
* Works with Sales and Marketing team to coordinate new product development and the effects on constructability and BOP issues.
* Develops equipment and construction estimating standards and specifications, along with a defined set of exceptions applicable to various customer specifications for FT supplied equipment for use on future proposals.
* Works with Project Execution through pre-contract phases to ensure clear and concise turnover of projects from proposal phase to project phase. This includes the development of project requirements including scope, schedule, budget, preliminary designs, performance guarantees, contract LDs, and warranties.
* Support pre and post contract management activities including review of contract terms and conditions and coordination of insurance, shipping requirements, letters of credit and supplier qualifications.
* Oversees component fabricators and outside engineering firms during pre-contract proposal activities.
Required Skills/Abilities:
* Knowledge of power plant installation codes, including B31.1and API 650 is preferred.
* Experience with commercial terms and conditions is a plus.
* Experience with commercial pre-contract and post-contract management is preferred.
* Demonstrated attention to detail required.
* The ability to use feedback to modify designs and improve efficiencies is required.
* The ability to identify and resolve problems is required.
* The ability to analyze, interpret or make deductions from varying facts or circumstances is required.
