Before transitioning to his current position, Jim was Director of the Federal Systems Directorate at our Washington Research Office from 2000–2010. An accomplished acquisition professional, Jim developed and managed intelligence community (IC) programs across a wide range of disciplines and is recognized for his domain expertise in MASINT and advanced geospatial intelligence. His IC experience spans satellite operations, radar systems, SIGINT collection and processing systems, air- and ship-borne sensor integration, and unattended sensors. He has over eight years of experience in field testing and over a decade of headquarters-level planning and policy experience. He is extremely well-versed in Department of Defense /IC acquisition policies and budgeting systems and is routinely called upon for advice on major programs. Jim is also active in industry associations, having served as Chairman of the Advanced Technical Intelligence Association and program chair for several conferences. Jim earned his BS in metallurgical engineering from Michigan Tech University in 1981 and an MS in space systems engineering from Florida Tech in 1991.
